This publication applies to base personnel who request government motor vehicles (GMV s) and emergency first responders who drive government vehicles on base. Also, this supplement covers Official Use of GMV s and the rules for terminal travel support with a GMV. This publication applies to Air Force Reserve Command (AFRC) and Air National Guard (ANG) units. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using Air Force (AF) Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional s chain of command. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. See AFI 33-360, Publications and Forms Management, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. 1.5.1.1.1. The mode of transportation utilized must be the most advantageous to the government in terms of cost. Any GMV support based solely on rank, position, prestige, or personal convenience is not authorized. Requests must be considered and justified on a case-by-case

2 AFI24-301_BEALEAFBSUP 22 MARCH 2017 basis. All transportation service will be provided based on vehicle/operator availability and mission requirements. Further guidance for official use of GMVs is stated in AFI 24-301, Vehicle Operations, Chapter 3. Beale Air Force Base (AFB) vehicle operators will restrict the use of all Department of Defense motor vehicles, including those rented or leased, to official purposes only; that is, uses that further the mission of the Air Force. Personnel on Temporary duty (TDY) status to Beale AFB must stay within the local reasonable proximity with government motor vehicles of 30 miles. This will allow members to secure sustenance and lodging while in TDY status. Beale AFB personnel going TDY with a vehicle assigned to Beale AFB and going beyond 100 miles from Beale AFB, need to submit a Vehicle Request Form requesting to go outside of the 100 mile range and marking the appropriate section with adequate justification. The Vehicle Operations Supervisor will review all Vehicle Request Forms for going beyond the reasonable proximity with government motor vehicles. The following are exempt from requesting permission to go beyond the reasonable proximity range with government motor vehicles: Survival, Evasion, Resistance, and Escape (SERE) 1.5.1.1.1.1. (Added) Honor Guard 1.5.1.1.1.2. (Added) Mortuary Affairs 1.5.1.1.1.3. (Added) Wing Chapel 1.5.1.1.1.4. (Added) 9 CES/CEOEM 1.5.1.1.2. (Added) In accordance with (IAW) AFI 91-207, The US Air Force Traffic Safety Program, and DoDI 6055.04, DoD Traffic Safety, The Traffic Safety Program s goal is to prevent or reduce the frequency and severity of vehicular mishaps involving Air Force (AF) personnel, equipment and operations. This Instruction applies to all people in or on moving motor vehicles, bicycles and other non-motorized transportation devices on Air Force installations, Air Force employees operating a motor vehicle conducting official duties off base, Air Force military personnel (including United States Air Force Reserve (USAFR) and Air National Guard (ANG) on Federal Service) at all times regardless of location, and foreign students in training with the Air Force (who must complete applicable traffic safety courses), unless otherwise indicated. 1.5.1.1.3. (Added) IAW DoDI 6055.04, DoD Traffic Safety, all drivers will comply with the following rules: Allow 1 day of travel time by motor vehicle for each 350 miles of official distance of ordered travel. Drivers shall take rest breaks of at least 15 minutes every 2 to 3 hours of driving or every 100 to 150 miles, whichever occurs first. Provide operators the opportunity for 8 consecutive hours of rest during any 24-hour period. Limit operators to driving no more than 10 hours in a duty period. Provide fatigues personnel alternate means of transportation or designated rest stops until they are sufficiently rested to operate a motor vehicle or plan for relief drivers. To the maximum extent possible, schedule driving for daylight periods. Note: DoDI 6055.04, DoD Traffic Safety, is applicable to all military at any time, on or off a DoD Installation with a Government-owned vehicle or leased motor vehicle. Also, it is applicable to all DoD Civilian personnel in a duty status, on or off a DoD installation with a Government-owned vehicle or leased motor vehicle. 1.5.1.2.1. (Added) Beale AFB will comply with AFI 24-301, Vehicle Operations, Chapter 3, GMV official use rules for transportation terminals. This directs the method of transporting personnel to Sacramento International Airport (SMF) or other commercial terminals from Beale

AFI24-301_BEALEAFBSUP 22 MARCH 2017 3 AFB must be prioritized based on the availability, cost effectiveness, and responsiveness of public and commercial transportation, personally-owned vehicles, and GMVs. When security requirements, responsiveness, or unusual circumstances warrant the use of GMV transportation, the unit Vehicle Control Officer (VCO) must coordinate with the Vehicle Operations Control Center for approval 72 hours prior to departure. The use of private vehicles or taxicabs is encouraged, on a reimbursable basis, when they are deemed responsive and cost effective. The Formula for calculating cost to SMF is Mileage Rates + Driver Wages + Daily Lease Costs. SMF is 87 miles round trip, with the average round trip to SMF taking approximately 3 hours. The costs of the General Services Administration (GSA) daily lease costs and GSA mileage rate are annotated in the Semiannual Vehicle Operations Services Analyses and updated every 6 months. For the most up-to-date and current policy, contact Vehicle Operations, due to the frequency of price changes. Responsiveness to both commercial and GMV requests are adequate to support mission requirements. GMV pickup and drop-offs must be an official duty location on the installation and not private quarters. 3.7.3.1. (Added) IAW AFI 32-6003, General Officer Quarters (GOQ) Management, Attachment 2, Special Command Position housing is occupied by a general officer or civilian equivalent and carries public entertainment responsibilities requiring the incumbent to represent the interests of the United States in official and social activities involving foreign and domestic dignitaries. GMV use by TDY personnel to attend these official events is authorized. For Beale AFB there is no Special Command Position. 3.10.1.1. (Added) The wing commander has authorized the following emergency first responders permission to travel to the Contrails Inn military dining facility, the Ramoneda Grill, the Commissary, Shoppette, and the Fitness Center while on duty: 3.10.1.1.1. (Added) 9th Security Forces Squadron/S3 (On duty Security Forces patrols). 3.10.1.1.2. (Added) 9th Civil Engineer Squadron/ (Firefighters). 3.10.1.1.3. (Added) 9th Medical Group (Ambulance personnel). 3.10.1.2. (Added) The intent is to allow personnel to remain on duty while being able to secure meals for health and sustenance. This approval is authorized based on mission requirements and not based on a member s rank/status. No other personnel may use GMVs, including support vehicles, for these purposes. This use is restricted to emergency first responders and rapid responders while in emergency response status. 3.10.1.3. (Added) When military dining facilities or flight kitchens are nonexistent or use is not authorized based on a member s rank/status, i.e. officer/department of Defense civilians, the use of the Base Ops food area, and any Non-appropriated Funds/Army and Air Force Exchange Service operated facility is permissible (see AFI 34-239, Food Service Management Program). The wing commander has designated the following organizations/units as rapid responders who have permission to travel to the Ramoneda Grill while on duty and to the Contrail Inn military dining facility for carry out meals if the Ramoneda is closed: 3.10.1.3.1. (Added) 9th Operations Group U-2 Chase Vehicles (Only during active local U-2 flight operations). 3.10.1.3.2. (Added) 9th Maintenance Squadron Hydrazine Response team members. 3.10.1.3.3. (Added) 9th Maintenance Squadron Production Super vehicles.
