Minutes of 13 th Northern Region constituents meeting regarding Connectivity/LTA s in NR chaired by Member(PS), CEA held on 11/07/2018 at POWERGRID, Gurgaon 1.0 The List of the participants are enclosed at Annexure-I. 2.0 COO(CTU-Plg.), POWERGRID welcomed the participants to the 13 th meeting of Northern Region constituents regarding Connectivity/LTA applications in Northern Region. 3.0 Member (PS), CEA in the opening remarks highlighted that in the present meeting Stage-I & II Connectivity applications in Northern Region are proposed to be discussed in accordance with the Detailed Procedure notified by CERC on 15.05.2018 and requested COO (CTU-Plg) to take-up the agenda for discussion. 4.0 Minutes of the 11 th Meeting of Northern Region constituents regarding Connectivity / LTA s It was informed that the Minutes of the 11 th Meeting of Northern Region constituents regarding Long Term Access and Connectivity applications of Northern Region held on 07.06.2018 was issued vide letter 02.07.2018. As no comments were received from the stakeholders, the minutes were confirmed as circulated. 5.0 Proposal for grant of Connectivity to the applications received from renewable energy sources CTU informed that total 7 nos. of applications for Stage-I Connectivity and 2 nos. of applications for Stage-II Connectivity have been received online till 30 th June, 2018 which are in conformity with CERC Detailed Procedure for Grant of connectivity to projects based on renewable energy sources to ISTS on 15/05/2018. COO(CTU-Plg) informed that even though applicants are proposed to be granted connectivity to the quantum sought, they are required to construct 400kV / 220kV dedicated transmission line alongwith bays with minimum capacity of 900MW/300 MW as per Detailed Procedure for Grant of connectivity to projects based on renewable energy sources to ISTS on 15/05/2018.Thereafter, application were taken up for deliberation as per the agenda. 1
Stage-I Connectivity s 6.0 CTU informed that Acme Solar Holding Ltd applied for connectivity at 400kV Bikaner for their Acme Noorsar Solar Power Plant(1200001308) and Acme Lalsar Solar Power Plant(1200001309) of 250 MW each. It was further informed that since Connectivity is proposed at 400kV level, it is prudent to pool the power at common pooling station and connect it with Bikaner S/s through 400kV S/c line. Accordingly, it was agreed to provide Stage-I connectivity of Acme Noorsar & Lalsar Solar Power Plant through Bikaner 400 kv S/c line from common pooling station as primary connectivity location. With regard to alternate connectivity, CTU informed Bikaner-II(New) S/s is proposed, as there is no other ISTS S/s nearby to provide alternate connectivity. Applicant is requested confirm their preferred voltage level,i.e 400 kv or 200kV, at Bikaner-II(New). Applicant informed that they prefer Fatehgarh as alternate location instead of Bikaner-II(New). Towards this, CTU informed that Fatehgarh is far away(more than 100 km) from the project location (Latitude & Longitude) specified by applicant. Accordingly, Fatehgarh may not be the alternate location for this project, as the CERC regulation provides dedicated transmission line shall not exceed 100 km. Applicant informed that they may shift the project location to Fatehgarh area, if connectivity is not finalized at Bikaner. CTU informed that, in such case, applicant is required to apply afresh. After deliberations, it was agreed that alternate location for connectivity shall be at Bikarner-II (New) S/s at 400kV level. CTU further informed that connectivity at alternate location shall also be similar configuration to that of primary location, i.e Acme Noorsar & Lalsar Solar Power Plant through Bikaner-II(New) 400 kv S/c line from common pooling station. After detailed deliberations grant of Stage-I connectivity to the following applicants was agreed, as detailed below: 2

Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and associated transmission infrastructure as per format RCON-I-M. Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connectivity with the ISTS grid within 24 months. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their fees shall be forfeited. The new substation/location, if needed to be established, shall be planned in consultation with CEA, MNRE and other stakeholders. Further, the proposed alternative locations for connectivity are yet to be discussed and shall be firmed up, if needed, in consultation with CEA and other stakeholders. Implementation of new substations and other infrastructure shall be undertaken only after grant of Stage-II Connectivity and fulfillment of all terms and conditions by the applicants including submission of Connectivity BG. Members agreed for the same. 4
Stage-II Connectivity applications 8.0 CTU informed that the following applications for grant of Stage-II connectivity have been received wherein entity has been selected through the tariff based competitive bidding carried out by MSEDCL. From the applications, it has been observed that LOA has been issued to the company (bid winner) mentioning project location. However, the applications are submitted with different project location as mentioned in LOA by exercising the Clause 3.3 of RfS where it has been mentioned that project location can be changed once at the time of achievement of Financial Closure i.e. within 7 months from date of signing of PPA. 9.0 CTU informed that ReNew Solar Power Pvt. Ltd.( 1200001432) has submitted the application for connectivity at Bikaner for 250 MW. However, as per the LOA issued to applicant by MSEDCL project location is Tuticorin, Tamil Nadu with connectivity at Tuticorin GIS ISTS S/s. Similarly, Mahoba Solar (UP) Pvt. Ltd.(1200001443) has submitted the application for connectivity at Bhadla for 200 MW. However, as per the LOA issued to applicant by MSEDCL project location is Solapur & Nagnath with connectivity at Karambh S/s & Hingoli S/s of Maharastra. Applicants informed that as per Clause 3.3 of RfS, project location can be changed once at the time of achievement of Financial Closure i.e. within 7 months from date of signing of Power PPA. Also the clarification towards this has also been submitted to CTU vide by Renew Power vide letter dated 09/06/2018 and by Mahoba Solar vide letter dated 19/06/2018, wherein they have undertaken that no other application has been made against this LOA issued by MSEDCL to them. CEA opined that change in location is as per bidding conditions by MSEDCL and accordingly above information from applicant may be considered for processing of application. After deliberations, it was agreed to grant Stage-II connectivity to the applicants. 10.0 With regard to implementation of bays, CTU informed that as per clause 5.3.1 of CERC Detailed Procedure for Grant of Connectivity to projects based on Renewable sources : Quote : For the connectivity system, the dedicated transmission line including line bays at generation pooling station shall be under the scope of the applicant and the terminal bays at the ISTS sub-station shall be under the scope of transmission licensee owning the ISTS sub-station subject to compliance of relevant provision of tariff policy. Unquote : 5
Accordingly, the bays for above projects at ISTS substation are to be implemented after deliberation in various forums viz. Standing Committee, Regional Power Committee, National Committee on Transmission(NCT) and Empowered Committee on Transmission(ECT). Further, the representative from PTCUL stated that, as the above bays are to be implemented for transfer of power from to Maharastra, thus there should not be any financial implication on other Northern Region beneficiaries. Based on decision in these Committees, the bays may have to be implemented through TBCB/through regulated tariff mechanism. It was informed that after following due procedure, it may not be feasible to complete the bays by July 19/Oct 19 (schedule given by the applicant). It was further deliberated that as per CERC detailed procedure dated 15/05/2018, Wind power developers who have emerged successful in the bidding conducted by Central/State Government designated agency, before coming into force of this Procedure, shall have the option to implement the bays associated with their dedicated lines at the ISTS Substation. Considering the time lines of implementation of bays under ISTS, it was suggested by the applicants that even Solar Generators/Solar Park Developers should also have the option of implementing the bay on their own. CTU informed that in case applicants are agreed to implement the bays on their own cost, the matter shall be taken up with CERC. Applicants informed that they will discuss the issue with their management and will revert by 13/07/2018 regarding implementation of bays by themselves. CTU informed that they will wait till 13/07/2018 regarding confirmation from application towards implementation of bays by themselves. In case of non-receipt of confirmation by due date for implementation by themselves, application shall be processed for grant and intimation shall be issued with implementation of bays under ISTS after following due procedure and no further correspondence shall be entertained. In case, applicant confirm that they will take up the implementation of bays by themselves at their own cost, CTU may take up the matter with CERC for inclusion of option to applicant for implementation of bays at ISTS S/s by applicant also. In view of the above, grant of Stage-II connectivity to the applicants was agreed as detailed below subject to above deliberations: Sl. System Mahoba Solar Bhadla 220kV S/c line 11.0 It was informed that the Stage-II Connectivity grantees are required to the sign the Transmission Agreement within 30 days from the date of intimation of Grant of Stage-II Connectivity and shall furnish the applicable Connectivity Bank Guarantee (Conn-BG), no extension shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the Conn-BG, Grant of Stage-II Connectivity shall be revoked without any prior notice. Further, grant of Stage-I/Stage-II Connectivity shall not entitle an applicant to inter-change any power with the grid unless it obtains LTA/MTOA/STOA for power transfer requirements, in case of LTA, it may require further transmission system strengthening. Therefore, the applicants are advised to apply for the LTA to enable power transfer to its beneficiaries on long term basis. Also as per the prevailing Transmission Planning Criteria of CEA, N-1 contingency criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. CTU further informed the Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within 24 months from the date of intimation of bay allocation at existing or new / under-construction ISTS sub-station. If the grantee fails to complete the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and Stage-II connectivity shall be revoked.
