RESULTS OF THE 2014 END OF YEAR SURVEY OF CIT PROGRAMS IN NORTH CAROLINA: A SUMMARY Introduction Since 2008, annual end-of-year surveys of North Carolina s Crisis Intervention Teams (CIT) have been conducted to measure progress in expanding CIT throughout our state. Respondents to the 2014 End of Year survey were asked to provide the names of law enforcement agencies participating in their local CIT program, the number of CIT law enforcement officers their program trained by January 1, 2015, the number of telecommunicators or dispatchers that had received CIT training by that date, and others who had received CIT training. Results Our 2014 end-of-year survey of North Carolina s CIT programs yielded the following results: Total number of NC law enforcement officers CIT certified by 1/1/ 2015: 7,004 Number of NC law enforcement agencies participating in CIT by 1/1/2015: 352 Total number of telecommunicators (dispatchers) CIT-trained by 1/1/2015: 755 Total number of private security officers CIT-trained by 1/1/2015: 127 Total number of fire fighters, EMTs and paramedics CIT-trained by 1/1/2015: 399 Total number of others 1 who have received CIT training by 1/1/2015: 158 An additional 1,094 CIT officers became CIT certified in calendar year 2014, resulting in a 19% increase from the previous year, and an additional 21 law enforcement agencies began participating in a CIT program in North Carolina in 2014 a 6% increase from the previous year. There are approximately 13,063 police officers and 8,080 sheriff s deputies in North Carolina, for a total of 21,143 law enforcement officers in the state 2. Based on these statistics, the proportion of all North Carolina law enforcement officers that were CIT certified by January 1, 2015 was more than 33%. 1 Others include magistrates, probation officers, North Carolina State Bureau of Investigation (SBI) officers, National Park Service officers, community college staff, department of social services staff, hospital staff, peer specialists, domestic violence shelter staff, victim s assistance staff, LME board members, animal control officers, provost marshals, officers from police departments in neighboring states, and military police from the following bases: Ft. Bragg, Camp LeJeune, Pope Air Force Base, and Seymour Johnson Air Force Base. 2 Statistics obtained in 2015 from the North Carolina Dept. of Justice, Training and Standards Division, and include only full time, sworn officers and deputies. 2014 NC CIT survey results 1

The results of the 2014 End of Year CIT Survey yielded the following results per LME / MCO. The choice was made to report results for each legacy LME within each current LME / MCO, to allow for easier comparisons with results from previous years surveys. ALLIANCE LME / MCO - Serving Cumberland, Durham, Johnston, and Wake counties, has 1,772 CIT-trained law enforcement officers and 226 CIT-trained telecommunicators. There are a total of 794 law enforcement officers in the Cumberland LME, and 429 of those officers (54%) from the following agencies have been CIT trained: 1. Cape Fear Valley Medical Center Police Department 2. Cumberland County Sheriff s Office 3. Department of the Army Civilian Police 4. Fayetteville Police Department 5. Fayetteville VA Medical Center Police Department 6. Hope Mills Police Department 7. Methodist University Police Department 8. Pope Air Force Base Military Police 9. Spring Lake Police Department There are a total of 765 law enforcement officers in the Durham legacy area, and 448 of those officers (59%) from the following agencies have been CIT trained: 1. Duke University Police Department 2. Durham Police Department 3. Durham County Sheriff s Office 4. Durham Tech Community College 5. Duke University Police Department 6. Durham Veteran s Administration Police Department 7. NC Central University Campus Police Department There are a total of 262 law enforcement officers in the Johnston LME, and 35 of those officers (13%) from the following agencies have been CIT trained: 1. Benson Police Department 2. Clayton Police Department 3. Johnston County Sheriff s Office 4. Princeton Police Department 5. Selma Police Department 6. Smithfield Police Department There are a total of 1,706 law enforcement officers in the Wake legacy area, and 860 of those officers (50%) from the following agencies have been CIT trained: Cumberland and Johnston LMEs are not considered legacy areas as they have not merged, but have entered into an inter-local agreement with Alliance LME / MCO. 2014 NC CIT survey results 2

There are a total of 266 law enforcement officers in the Alamance-Caswell legacy area, and 95 of those officers (36%) from the following agencies have been CIT trained: 1. Alamance County Sheriff s Office 2. Burlington Police Department 3. Caswell County Sheriff s Office 4. Elon Police Department 5. Elon University Police Department 6. Gibsonville Police Department 7. Graham Police Department 8. Haw River Police Department 9. Lankford Security 10. Mebane Police Department There are a total of 486 law enforcement officers in Five County legacy area, and 178 of those officers (37%) from the following agencies have been CIT trained: 1. Bunn Police Department. 2. Butner Public Safety Department 3. Creedmoor Police Department 4. Enfield Police Department 5. Franklin County. Sheriff s Office 6. Franklinton Police Department 7. Winston-Salem State University Campus Police Department COASTAL CARE LME / MCO serving Brunswick, Carteret, New Hanover, Onslow, and Pender counties, has 542 CIT-trained law enforcement officers and 52 CIT- trained telecommunicators. There are a total of 450 law enforcement officers in the Onslow legacy area, and 102 of those officers (23%) from the following agencies have been CIT trained: 1. Atlantic Beach Police Department 2. Wrightsville Beach Police Department EAST CAROLINA BEHAVIORAL HEALTH LME / MCO serving Beaufort, Bertie, Camden, Chowan, Craven, Currituck, Dare, Gates, Hertford, Hyde, Jones, Martin, Northampton, Pamlico, Pasquotank, Perquimans, Pitt, Tyrell, and Washington counties, has 468 CIT-trained law enforcement officers, and 80 CIT-trained telecommunicators. There are a total of 1,363 law enforcement officers in the East Carolina Behavioral Health legacy area, and 468 of those officers (34%) from the following agencies have been CIT trained: 1. Ahoskie Police Department 2. Albemarle District Jail 3. Ayden Police Department 4. Beaufort County Sheriff s Office 5. Bethel Police Department 6. Camden County Sheriff s Office 7. Woodland Police Department EASTPOINTE LME / MCO serving Bladen, Columbus, Duplin, Edgecombe, Greene, Lenoir, Nash, Robeson, Sampson, Scotland, Wayne, and Wilson counties, has 449 CIT- trained law enforcement officers, and 54 CIT-trained telecommunicators. There are a total of 591 law enforcement officers in the Beacon legacy area, and 236 of those officers (40%) from the following agencies have been CIT trained: 1. Bailey Police Department 2. Although great progress has been made in disseminating CIT throughout the state, much remains to be done. Penetration of CIT in law enforcement agencies remains uneven; with some agencies having sufficient numbers of CIT trained officers, and other agencies having few or no CIT trained officers. There are no CIT officers in 12 of our 100 counties although law enforcement agencies in three more counties that didn t have a CIT program in 2013 began participating in CIT in 2014. Also, many agencies participating in CIT have yet to establish protocols, implement procedures, or provide training to telecommunicators to assure that CIT officers are dispatched on all mental disturbance calls. Furthermore, the ability of local mental health systems to provide a drop off capacity and a quick turnaround for law enforcement varies greatly throughout the state, though the recent funding of Behavioral Health Urgent Care Centers in Asheville, Winston-Salem, Lumberton, and Charlotte may help rectify this problem in these communities, once these facilities are developed. Also, CIT has begun to expand into other arenas, and especially in training Emergency Medical Services (EMS) and Fire Department personnel - 106 EMS staff / fire fighters completed CIT training in 2014. Measuring progress in these areas requires the consistent collection of data on penetration rates of CIT for each law enforcement agency, on numbers of telecommunicators trained in each area, and EMS and fire fighters. These data are only beginning to be collected, but are now are reported on the survey forms submitted by each LME. Data is also needed on turnaround times for law enforcement when bringing people to treatment.
