The 16 th Meeting of the 16 th Baie Verte Town Council, held May 24 th, 2018 was called to order by Mayor Brandon Philpott at 7:06 P.M. Present: Mayor Brandon Philpott Absent: Clr. Moved by Mayor Philpott, seconded by Clr Bowers that the agenda of the 16 th Meeting of the 16 th Baie Verte Town Council be adopted as presented. 2. Moved by Clr Bowers, seconded by Clr White that the minutes of the 15 th regular Meeting of the 16 th Baie Verte Town Council held May 10th, 2018 be adopted as presented. 3. Adoption or Amendments: There were no adoptions or amendments 4. Business Arising from Minutes: There was no business arising from the minutes. 5. Delegations or Visitors: There were no delegations or visitors. 6. Correspondence: 3. Moved by Clr Russell, seconded by Clr Howell to accept the correspondence as presented. 1. Dept. Of Municipal Affairs/Environment Re: Transfer of Lands 2. Dorset Trail Association Re: Reskill Training 4. Moved by Clr White, seconded by Clr. Russell to support the Dorset Trail Association as requested in their Hospitality Newfoundland and Labrador Reskill training and research project. This will be communicated in the next week via a letter of support. 3. Resident Letter Re: Shut Off Valves Note: Write response letter back to resident, indicating that while this is an issue and the Council understands the inconvenience, this issue will not be dealt with at this point. 4. Thriving Regions Workshop Re: Phase 2

Note: Mayor Brandon Philpott encouraged all who are interested to attend. 5. Dept. Of Municipal Affairs/Environment Re: Municipal Legislative Review Note: Mayor Brandon Philpott encouraged all who are interested to attend on the 5 th of June. 6. Resident Letter Re: Busing Issue 5. Moved by Mayor Philpott, seconded by Clr Russell to declare the meeting privileged at 7:40 p.m. 6. Moved by Clr. Bowers, seconded by Clr. Russell to declare the meeting regular at 7:50 P.M. Note: Mayor Philpott, Clr. Russell, DM Furey, and Clr. White left the room at 7:50 P.M. due to potential conflict of interest. All 4 work directly or indirectly for the Department of Education. Note: Clr. Bowers assumed the chair at 7:52 P.M. 7. Moved by Clr. Howell, seconded by Clr. Bowers to request ministerial permission to vote without quorum on this issue. Ministerial permission will be requested. Follow up will be the responsibility of the CAO. In Favor: Howell, Bowers Note: Clr Russell, Clr. White, DM Furey, and Mayor Philpott returned to the room at 8:10 P.M. whereby Mayor Brandon Philpott reassumed the chair. Staff Report: 1. Finance and Policy 1.1 Roadside Sign: 8. Moved by DM Furey, seconded by Clr. Howell to provide/install a sign to display Town Fire Index status. This will be placed by the firehall and will be the responsibility of the fire department to maintain from an informational perspective. 1.2 Water and Sewer Policy Second Reading: 9. Moved by Clr. White, seconded by Clr. Bowers that the second reading of the updated Water and Sewer Policy be accepted and be published for residents' awareness at the earliest possible date. This policy is effective immediately.

2. Recreation and Community Services 2.1 Pool Chemicals: 10. Moved by DM Furey, seconded by Clr Howell to purchase the pool chemicals at cost of $9899.28 + HST for the summer pool season. Committee Reports 1. Finance and Policy Clr. White and Clr. Peckham Nothing to add at this point. 2. Recreation and Community Services Clr. Howell and Clr. Peckham Clr. Bowers has offered to join the Recreation Commission on a short-term basis. 3. Planning and Development Clr. Russell and Clr. White 4. Public Works Deputy Mayor Furey and Clr. Bowers There will be a meeting next Thursday at lunch hour. 5. Committee of the Whole (Privileged): 11. Moved by Mayor Philpott, seconded by Clr. White to declare the meeting privileged at 8:28 P.M Note: Clr. C. Howell left at 9:00 P.M. 12. Moved by Mayor Philpot, seconded by Clr. Howell to declare meeting regular at 9:45 P.M. 13. Moved by Clr. Howell, seconded by DM Furey to offer the updated development contract as proposed to JSR Holdings Inc. 14. Moved by Clr. Howell seconded by DM Furey to complete $3877.63 in development work as per development contract, upon its signature and receipt of payment from JSR Holdings Inc. 15. Moved by DM Furey, seconded by Clr Bowers to engage a 3 rd Public Works resource to assist in the back-fill requirements resulting from the departure of two employees and vacation time. Note: Mayor Brandon Philpott left room and vacated the chair at 9:50 P.M. due to potential conflict of interest Note: DM Furey assumed the chair at 9:50 P.M.

16. Moved by Clr. Howell, seconded by Clr. Russell to offer to White Bay Retirement Living Inc the development contract as proposed. 17. Moved by Clr Howell, seconded by DM Furey to complete the $50,000 development as per contract, upon its signature and receipt of contract payment from White Bay Retirement Living Inc. Note: DM Furey vacated chair at 9:55 P.M. with Mayor Brandon Philpott returning to meeting and resuming the chair. 9. Accounts Payable: See attached 18. Moved by Clr White, seconded by Clr Howell to accept the accounts payable at $41,044.28. 10. By-laws & Regulations 11. Unfinished Business 19. Moved by DM Furey, seconded by Clr. Howell to extend the Canada Summer Jobs positions by 5 hours per week (to 35 hours per week) with cost to be covered with Town funds. Note: Price quote for hydrants is to be investigated via Public Works and circulated back to Council. 12. New Business 13. Notice of Motion 14. Remarks Clr. Bowers: Clr White: Clr Howell: Clr Russell: DM Furey: The past week was Public Works Appreciation Week. Clr Bowers added his voice to the congratulations. Wished congratulations to the 2018 graduation class including of Jaime-Robin Walsh. Reiterated the comments by Clr White. Very cool to see the new construction. Really great to see expansion within the Town. Congratulations to the recent graduates, and all the best in their respective future endeavours. Really looking forward the upcoming clean up week. Plan is to request an update respecting future plans. Tie in some of the innovation, partnering with MUN. Offering courses related to mining sector.
