Open Category Applicants Date: 23/02/2017 Methodology for Implementation of Grid Connected Rooftop Solar Projects in the state of Maharashtra The benchmark cost for the Maharashtra is Rs.61,000/- per kwp, the CFA is 30% of benchmark cost or project cost whichever is minimum. Minimum Capacity of project is 1 kwp and Maximum Capacity of project is 500 kwp for availing CFA at single beneficiary location. Only indigenously manufactured PV modules and Balance of System (BOS) as per MNRE specification and standards will be allowed for availing capital subsidy. Sector wise / Category wise eligibility for availing CFA of grid connected roof-top solar power plant are as following:- Sr. Central Financial Category Coverage of building No. Assistance 1. Residential All type of residential buildings CFA upto 30% of benchmark cost or project cost whichever is minimum. 2. Institutional Schools, health institutions including medical college & CFA upto 30% of hospitals, universities, educational institutions etc. benchmark cost or [including those registered under the Societies Registration Act 1860 and the Indian Trust Act 1882.] project cost whichever is minimum. 3. Social Community centres, welfare homes, old age homes, CFA upto 30% of sector orphanages, common service centres, common benchmark cost or workshops for artisans or craftsman, facilities for use of community. Trusts / NGOs / Voluntary organizations / project cost whichever is minimum. Training institutions, any other establishments for common public use etc. [including those registered under the Societies Registration Act under the societies Registration act 1860 and the Indian Trust Act 1882]

Note: - No CFA is applicable for all types of Govt. buildings, Govt. institutions/govt. organizations including PSUs. Also refer to circular dtd 2 nd September, 2016 from MNRE mentioning details of release of CFA to various categories (copy of it is kept at MEDA website: - www.mahaurja.com) As per the guidelines of MNRE, GoI dated on 8 th September, 2016; we had called for Expression of Interest (EoI) for allocation of target of 70 MW through Channel Partners and for finalization of rate of system per kwp. Balance 30 MW is kept reserved for Open Category, in which Project Developer / Channel Partners / New Entrepreneurs can apply including successful bidder from EoI if any. The lowest cost determined through this EoI process is also applicable to issuance of CFA under this open category for 30 MW capacity. As per the guidelines of MNRE, GoI dated 8th September 2016, the Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers who are applying for CFA under open category, will be eligible to take up the work of maximum 5% of the total sanctioned capacity (under the sanction of 100MW) i.e. 5 MW only but limited to the total installation of 30 MW whichever is completed earlier. The applicable subsidy will be disbursed directly to the concerned beneficiary. The applications should be submitted by Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers at MEDA office.

Procedure for online submission of Proposal for availing CFA of MNRE, GoI :- 1. For availing CFA the project proposals must be submitted in prescribed online format through GCRT software which is available on MEDA www.mahaurja.com website along with requisite documents mentioned in format. 2. Channel Partners / Channel Partners (New Entrepreneurs) and Project Developers have to register their names by paying Rs.2,500/- as one time registration fee along with the Bank Guarantee or Demand Draft of any nationalized bank Rs.25,000/- till the validity of scheme(refer point no. 17 of this methodology). The print out of online registration application along with BG, registration fee should be submitted to MEDA Head office Pune. Registration under open category will be a continuous process. Following applicants are eligible to apply under open category:- 1) Existing MNRE channel partners who are not empanelled with MEDA. 2) Channel partner (New Entrepreneurs). 3) Project developers. 4) Channel partner who are empanelled with MEDA (Automatic Entry). From above mentioned 1, 2, and 3 category applicants need to register their names for 'Registration under open category' and there is no need to register for empanelled channel partners.(those having automatic entry under this category). While registering their names existing MNRE Channel partner / Channel Partners (New Entrepreneurs), who are not empanelled with MEDA need to submit valid MNRE Channel Partners / Channel Partners (New Entrepreneurs) certificates. Channel Partners / Channel Partners (New

Entrepreneurs) and Project Developers have to submit the online proposals through GCRT software after registration process along with scanned copies of the following documents. Refer to Annexure-2 for check list. MEDA will release subsidy directly to the concerned beneficiary. 3. Online submitted proposals will be scrutinized by MEDA. After scrutiny the proposals will be either accepted for in principle approval or shortfall if any will be notified on the MEDA website only. If shortfall is not complied within 45 days from the date of intimation or till the existing of scheme whichever is earlier the application will be cancelled. The Channel Partners / Channel Partners (New Entrepreneurs) and Project Developers will have to submit a scanned copy of net metering / feed in tariff / separate import export meter / gross metering for grid connectivity application made to the utility company. In principal sanction will be issued to start the work on the basis of this application. However, CFA will be released on the basis of net metering sanctioned load by utility company or actual installed capacity of the system whichever is less. 4. It is the responsibility of Channel Partners / Channel Partners (New Entrepreneurs) and Project Developers to follow the technical specifications / standards of Grid-Connected Rooftop Solar power plant mentioned in MNRE policy dated 26 th June, 2014 and amendments time to time for installation & commissioning of rooftop systems. 5. Channel Partners / Channel Partners (New Entrepreneurs) and Project Developers have to follow the guidelines of net metering / feed in tariff / separate import export meter / gross metering and safety auto interlocks of concerned DISCOM. In this context, if any issue arises, the sole responsibility of it lies with the project installer/concerned beneficiary.

6. After commissioning of Grid-Connected Rooftop Solar power plant channel Partners/ channel partner (New entrepreneur) and project developer should update online status for physical joint inspection of installed & commissioned systems. MEDA Office will inspect the system and after submission of tax invoice (in two copies) and joint inspection report (Original) at Meda, Pune office as per Annexure 7 by concerned beneficiary / installer the claims will be processed for release of CFA. Then MEDA will give final sanction and release the CFA to the concerned beneficiary as per availability of fund from MNRE, GoI. MEDA will release the CFA i.e. Rs.18,300/- per kwp which is 30% of Rs.61,000/- (i.e. L1 cost) or 30% of the project cost whichever is less. 7. Any changes in CFA pattern by MNRE will be applicable to all Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers concerned. 8. System installer should provide a manual for operational maintenance in two languages i.e. English and Marathi to the beneficiary. 9. Concerned installer will be responsible for commissioning of the entire system and carrying out comprehensive maintenance of the system for the five years after successful commissioning of the system. 10. It is responsibility of system installer to give the training to the beneficiary for operational maintenance of the system. 11. It will be sole responsibility of the beneficiary to get the work done from his selected installer. The beneficiary has to monitor the system performance and get the system maintained for 5 years after successful commissioning of the system. The beneficiary may enter into an agreement with the concerned channel partners for successful implementation and maintenance of the project of 5 years.

12. MEDA at its discretion may visit channel Partner /channel partner (new entrepreneur) / project developer's factory for testing / inspection at any time during their registration period. 13. If MEDA received any complaint from beneficiary pertaining to the technical specification, performance, operation and maintenance, guarantee / warrantee, the complaint will be forwarded to the concerned channel partner / channel Partners (New Entrepreneurs) / Project Developers concerned.. The channel partner/system installer should attend the complaint within 15 days and rectify the same. If he fails to sort out the complaint, MEDA reserves the right to conduct necessary enquiry of the matter and remove their name from the registration under open category. It may be noted that the open category Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers are not empanelled with MEDA but merely registered for their desire to procure CFA. Beneficiary may choose the Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers at his own discretion and the responsibility of selected company's credentials lies with the beneficiary only. 14. The Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers have to submit the district wise dealers / service centre list to the beneficiaries before joint inspection. 15. The Channel Partners / Channel Partners (New Entrepreneurs) / Project Developers / MEDA empanelled channel partners are eligible to work in open category. In open category total target is 30 MW and applications will be accepted on 'First come first served' basis. Installers who are applying for CFA under open category, will be eligible to take up the work of maximum 5% of

the total sanctioned capacity (under the sanction of 100 MW) i.e. 5 MW only but limited to the total installation of 30 MW whichever is completed earlier. 16. These guidelines are specific to this MNRE, GoI scheme. The Govt. / Semi Govt. / PSUs / Co-operative Departments should follow the guidelines of Govt. purchase policy for the installation and commissioning solar roof-top systems for their use. 17. The present scheme will remain valid for a period of one year from the date of announcement of this methodology. MEDA reserves right to extend this scheme in consultation with MNRE, GoI. 18. The terms and conditions of the EoI dated 17 th September, 2016 for GCRT along with guidelines issued by MNRE time to time are applicable. 19. The capacity of project and CFA mentioned in In-principle sanction letter are of tentative nature. The actual project capacity and eligible CFA will be finalized after submission of joint inspection report & work done.
