The ANHA Mid-Year Convention has been approved for 14.4 contact hours for nurses. Convention Details Wednesday, April 26 2:30 p.m. 4:00 p.m. Seminar: ADPH Division of Health Care Facilities: Hot Topics Staff from the Alabama Department of Public Health s Division of Health Care Facilities will update us on issues that affect long-term care providers. By the end of this program, attendees will learn how to overcome survey issues and gain knowledge about the survey process. 4:15 p.m. 5:45 p.m. Seminar: Guidance on Reporting of Sexual Abuse The Steps of a Thorough Investigation It s important for nursing home employees to understand how to recognize when a resident may have been sexually assaulted and/or know how to respond when a resident says they were the victim of alleged sexual assault or abuse. Employees should be prepared to assist the resident and protect them from further abuse while the alleged incident is investigated. This session will focus on ensuring resident safety, proper reporting of sexual abuse and the steps necessary for a thorough investigation. This two-part seminar will include a mix of didactic presentations and multiple interactive exercises using material brought by attendees from their nursing home to help them start to make changes they need to comply with RoPs enforced in phase I and II. The session will also include significant time for group discussion and a review of available resources and tools. Topics to be covered include admission process including new required resident notifications, changes to the care planning process emphasizing person-centered care and the new baseline care plan, discharge planning, staffing requirements including demonstrating staff competencies and new training requirements, new policy and procedures, new physical building requirements, care practices needing changes, adverse event prevention and monitoring including infection prevention and control and medication prescribing, the new facility assessment of residents and resources, and the new requirement for a Quality Assessment and Performance Improvement plan and more. Attendees will also learn how existing resources and priorities, including the AHCA Quality Initiative, the Quality Award program, and Long Term Care Trend Tracker, can assist them in meeting these new requirements. Learning Objectives: 1. Recognize the key changes to the Federal Requirements. 2. Identify the necessary actions to take within your center to successfully comply with new regulations. 3. Integrate learning into an Action Plan that can be initiated upon return to your center 4. Understand how regulatory changes fit with existing priorities (AHCA Quality Initiative, Quality Award program, and Long-Term Care Trend Tracker). 5. Understand how integrating all the components of your organization into a unified system can help your organization succeed. Attendees are strongly encouraged to bring with them the following that will be used in interactive exercises: a copy of their facility s most recent standard survey; QA committee agenda and reports; discharge summary sample (de-identified) or template; and sample (de-identified) or template comprehensive care plan. Yet it can and has happened! In this three-hour session, Steve Wilder, a nationally recognized long-term care security expert will examine the different types of active shooter events and step that can be taken to plan for, respond to, and recover from the unthinkable. By the end of this program, participants will be able to: 1) discuss planning as a critical tool in preparing for the risk of an active shooter event; 2) Identify two common types of active shooter events; 3) Explain the 4 Outs to be considered when faced with an active shooter event.; and, 4) Discuss considerations on fleeing for one s own safety vs. staying and protecting patients, residents and visitors. Speaker Biographies Wednesday, April 26: ADPH Division of Health Care Facilities: Hot Topics Speakers from the Alabama Department of Public Health s Bureau of Health Provider Standards. Wednesday, April 26: Guidance on Reporting of Sexual Abuse Rick E. Harris practice is devoted to regulatory compliance issues affecting health care facilities. Prior to joining Starnes Davis Florie, he worked as an attorney and senior manager at the Alabama Department of Public Health. For the last 15 years of his career at ADPH, Rick directed the agency that inspects and regulates all Alabama health care facilities. Rick was admitted to the bar in 1980 and is a graduate of the University of New Hampshire and the University of Pennsylvania School of Law. Rick has taught investigative skills to the staffs of health care facility surveyors in several states, and has presented programs on investigative skills and assisted living regulation for numerous associations. He crafted many of the regulations and statutes that govern health care facilities in Alabama. Rick has also served as a professional consultant to the Centers for Medicare and Medicaid Services on the issues of complaint investigation, supervisory review, guidance for declaring immediate jeopardy, and inconsistency in the citation of deficiencies. Thursday, April 27: Nursing Home Requirements of Participation Intensive Parts I & II Dr. David Gifford, MD, MPH, is Senior Vice President of Quality and Regulatory Affairs for the American Health Care Association (AHCA/NCAL). Dr. Gifford leads AHCA/NCAL s quality department while pioneering initiatives on quality improvement in long-term care. He is a former Director of the Rhode Island Department of Health, a position he held for six years. He has championed efforts to prevent wrong-sided surgery and refocused the nursing home survey process to promote a more home-like person centered model. He completed his primary care residency and geriatric fellowship at the University of California in Los Angeles after graduating from Case Western Reserve University School of Medicine. While a Robert Wood Johnson Clinical Scholar, Dr. Gifford received his Master s in Public Health in Epidemiology from UCLA. He currently holds a position as clinical Associate Professor of Medicine and Community Health at Brown University. Prior to his appointment as Director of Health, Dr. Gifford served as Chief Medical Officer for Quality Partners of Rhode Island where he directed CMS national nursing home-based quality improvement effort. Sara Rudow is Senior Director of Quality for AHCA/NCAL. Prior to joining AHCA, Sara worked with NORC at the University of Chicago. She has been a Health Policy Analyst for the U.S. Government Accountability Office and the Library of Congress, Congressional Research Service. At AHCA/NCAL, Sara deals with all things survey and regulatory for SNFs/NFs, including life safety and OSHA. In addition, she is staff liaison to AHCA s Life Safety Committee and Survey/Regulatory Committee as well as the convener of AHCA s Affiliate Policy Task Force. Sara earned her MPA in Social Policy from Cornell University and earned her BA in Political Science from Columbia University. Friday, April 28: The Active Shooter/Armed Intruder in a Long-Term Care Facility Steve Wilder, BA, CHSP, STS, Senior Consultant, President & COO, has spent the past 32 years in health care safety, security and risk management. He has provided consultation services to hundreds of clients, including hospitals, long-term care, home care agencies, clinics, physician practices and pre-hospital/ems services. In his corporate healthcare career, Steve served as a hospital Director of Risk Management, as Corporate Director of Risk Management for a long-term care corporation, and as Corporate Director of Safety and Security for healthcare system with 10 hospitals and 15 long-term care facilities. Steve has performed security vulnerability assessments and mock OSHA audits at over 200 healthcare facilities across the United States, and has trained thousands of workers in workplace safety and security. 9
