MINUTES OF MONTHLY R. D. REVIEW MEETING WITH DM & COLLECTORS HELD ON 25.3.2008 AT 12:00 NOON. The list of participants is enclosed as Annexure A. discussions / decisions taken in the meeting are as follows. The points of I. Reports & Returns: Status at Annexure 1 & 3. 1. No reports and return are pending from DM, South, North and West. DM, D to submit pending Reports and return as mentioned in the annexure - 1. 2. As regard online updating of MPR of various RD schemes, DMs to ensure that MPRs are updated timely in the website of MORD within 10 th of every month. DMs also to regularize online updating of pending months as mentioned in annexure 2. 3. Chief Engineer, PHE will take necessary action for updating of MPR of ARWSP upto date. II. Quality of Report : DMs were instructed to take special care during submission of annual report i.e. upto the 31 st March,2008 to avoid any discrepancy in future regarding release of fund, utilized amount and opening balance. 3. Proceedings of workshop on MIS on NREGA held at Hyderabad as received from GOI were circulated in the meeting. DMs to take all steps as per action points. SIO, NIC was requested to instruct DIOs to give all support in this regard to DMs.

4. Social Audit: Selection of agency has been finalized for social audit. Social audit will be started from 1 st April,2008.. Selection of agency for preparation of perspective plan will be finalized by end of April,2008. 5. Dhalai District was given fund for conducting Social Audit in 2006-07 : Report & UCs required to be submitted immediately. 6. DM, Dhalai to send reply of audit para of CAG on NREGA by 31.3.2008. 7. Labour Budget should be prepared and submitted in accordance with Census figures. Month wise figures should be commensurate with MPRs. DMs were requested to send labour budget by 30.3.2008. 8. Block Plan : Minister(RD) opined that Block Plan should be completed by April,2008. DMs to take steps accordingly. 9. DM(N) to take up preparatory works in due time for NREGA. 10. DMs will conduct District level Vigilance & Monitoring Committee meeting by 31 st March,2008. 11. Minister(RD) opined that the list of assets created under various RD schemes is to be submitted within 30 th April,2008 and uploaded in website. III. IAY : Progress Report at Annexure 15 & 16. 1. Printing of booklet and wall painting of IAY waitlist : DMs to ensure 100% printing of booklets and wall painting of IAY waitlist in each Panchayat by 30 th April,2008. 3. Construction of houses for families affected under Indo-Bangla Border Fencing ( Annexure -16) : DMs were instructed to utilize the amount lying unspent at the earliest. Wherever pucca houses are not possible to be taken up,

conventional type of houses may be taken up like last year. Schemes should be completed by 31 st May, 2008. IV. SGSY : Annexure 19 & 20 1. Preparing Plan for covering all BPL families under SHGs by the end of financial year 2009-10 : All PD, DRDAs to prepare action plan for covering remaining BPL families under SHGs by 2009-10. 3. Conducting training of DRDA Personnel s : PD, DRDAs to take action. 4. Name of 5 best SHGs products : PD, DRDAs to ensure details data of 5 best SHGs product be entered on online in the website www.rural.nic.in 5. Release of APDs : Dr. Pritam Sarkar, APD, DRDA, South should be released by 30 th April,2008. 7. A separate meeting will be called in April, 2008 for reviewing progress under SGSY on the basis of follow up on the meeting held on 2 nd January, 2008. Director (Projects) to take action. 8. District level SHG cell to be formed at the earliest with coordinating Swabalamban. 9. Principal Secretary (RD) will take a separate meeting on Swabalamban. Director(Projects) to take action. V. Drinking Water : Annexures 10A to 10H and 11. 1. Finance Department has released Rs.587.50 lakh as ARWSP state share and same is sub allocated to DMs and TTAADC accordingly. DMs and CEO, TTAADC are to report the utilization of the above state share for creation of drinking water sources as per joint action plan within next monthly meeting.

All the DMs to furnish the UC of ARWSP (State share) released and utilized during the year 2006-07 within 1 st week of April,2008 as listed below as per revised format of GOI mentioning physical output. SE, RD reported that extension of pipeline under Tlangsalng Project upto Banglabari has been completed. DM, N has requested that requisition for Rs.25 lakhs from RD Department for this extension work. Joint Secretary (RD) reported that Finance Department was requested to release Rs.25 lakhs for Tlangsalng Project. But fund has not been received from Finance Dept. RD Dept. will write again to FD for this purpose. 4. DM, West, South and Dhalai are to furnish followings within Next Monthly Meeting. (i) Survey report on Status of Drinking water Supply & Sanitation in every School for data collection under Bharat Nirman as per format circulated from the Department. (ii) List of NC/PC habitations & Institutions (Schools, AWC, SEC) covered during 2005-06 and 2006-07. 5. As per decision taken in the meeting under the chairmanship of Hon ble Chief Minister, all ongoing works of drinking water schemes should be completed within 31.3.2008 and will be handed over accordingly to the new department namely DWS(PWD). DMs to take follow up action accordingly. 6. Minister(RD) opined that maintenance and repair of spot sources should continue from this department upto the month of May,2008 i.e. till the new department become fully functional.there should not be any gap in this regard. 7. DM, Dhalai reported that dhalai district deposited some amount to suspense head of account as material cost for mark III tube well. But no material has been

received so far. It has been decided that EE, RD Store division will return the said amount to Dhalai district. 8. DM, West reported that in some areas ordinary hand tube well need to be taken up. Therefore, on case to case basis ordinary hand tube well can be taken up, but material has to be arranged locally and not from RD, store division. 9. PHED informed that they need the details accounts of SWSM for receiving money from GOI for CCDU under PHE as CCDU does not have any separate account. It has been decided that the account details of SWSM will be given to the PHE for their use in future. 10. DMs are to send report urgently on upcoming meeting in the chamber of Chief Secretary on 29 th March,2007 as per agenda circulated from RD department regarding proposed new department of PWD(DWS). VI. Total Sanitation Campaign (TSC) : Annexure 12 & 12A. 1. Fund received under TSC for North and South district is 101.96 lakh and Rs.335.25 lakh respectively. 2. DMs to send report on Panchayat-wise base line survey under TSC within next monthly meeting. VII. Block Building : Annexure 17 1. 2. The following construction of block buildings will be taken up during next financial year (228-09) :- 1) Amarpur, 2) Matabari, 3) Mohanpur, 4) Melaghar, 5) Teliamura, 6) Ambassa and 7) Kumarghat. 3. DM, Dhalai was requested to arrange fund from NREGA for construction of district godown at Ambassa. VIII. Construction of Buildings : Annexures 8 & 9 1. Director, SW&SE was supposed to submit updated list of AWC/SEC in rural areas without having pucca building for taking necessary action from RD Department. Updated List has not been received yet. No representative of Director, SW&SE was present in the meeting. 2. The estimate of AWC including provision of toilet and kitchen would be circulated to all BDO / DM offices. 3. Director, Panchayat submitted the list of Panchayat Ghars without Pucca Building, North : 4, Dhalai 2, West 24, South 7 nos. The list will be provided to DMs also. IX. Material Position : Annexure 21 & 22 1. SE, RDC reported there is no shortage of materials at present. SE, RD also reported that tender of procurement of materials of next year has already been floated and within May,2008 tender will be finalized. X. IWDP : Annexure 18 It is decided that Principal Secretary (RD) will review the progress under IWDP separately with Agriculture / Horticulture & Forest Department and PD, DRDAs. RD Department to take action. XI. Inspection Report : Annexure - 25 1. Detailed inspection report in respect of inspection of blocks and RD works of DMs in accordance to their tour diary are pending. Letters have been issued from RD department for submission of detailed inspection note.

2. The 100% at Block Level and 10% at District level verification of NREGA works should be completed scrupulously in each District. 3. A report on No. of works inspected and their findings along with ATR was supposed to be furnished by DMs. But no report has been received. DMs are requested to furnish report by next monthly meeting. Principal Secretary(RD) has asked DMs to locate old formats and submit finding to RD Department. XII. Fishery : Annexure - 4 1. Pisciculture activity in forest areas with the fund of RD : As decided in the high level meeting held under the Chairmanship of Chief Secretary on 21-08-2007, Fisheries Deptt. has identified 154.45 ha. Forest water bodies to bring under pisciculture during 2007-08. District wise requirement of fund, fund so far placed as well as physical (in area ) and financial as reported by Fishery department is as under :- Sl No Dist. So far fish seed, lime etc have been supplied in the forest water areas. Training programme for field level officials of the forest departments to provide them basic knowledge on pisciculture has also been taken up by Fishery Department. 2. Director (Fishery) has reported that fishery survey has been completed and submitted to Commissioner (RD), Special Secretary, Planning Dept. and all DMs on 2.11.2007. Director, Fisheries was requested to arrange meeting on fishery survey report by 1 st week of April,2008.

3. Minister(RD) opined that water bodies created in Forest areas and water bodies managed by SHGs will be classified separately in the survey report. Fishery department has to examine whether assistance through supply of inputs for these water bodies can be taken up. XIII. Agriculture & Horticulture: Report at Annexure 5 & 6. 1. DMs reported that district level concerned officials are not attending meeting at district level. Director, Agriculture /Horticulture were requested to issue necessary instructions to district level officers to attend district level meeting proper coordination in the field. and maintain XIV. Irrigation : Report at Annexure 7. 1. Water Resource Department informed that the field irrigation survey has been completed. Now compilation and preparation of report is going on. The report will be submitted within 30 th April,2008. 2. Hon ble Minister(RD) opined that maintenance and repair of the irrigation structures (sluice gate, diversion scheme etc) constructed under AIBP and other RD schemes is required. All DMs were requested to send report with list of those schemes along with their present status of functioning within next monthly meeting. XV. Panchayat : Report at Annexure 26 1. DMs to submit UC and to instruct concerned DPO of the district for clearing the all pending UC (Annexure 28). XVI. Release of Fund : Status at Annexure 2 2 nd installment of SGRY for North Tripura district and installment of TSC for Dhalai and West Tripura district are lying pending. Joint Secretary(RD) to ensure release from MORD. XVII. Accounts Matter : 1. Reply of the following audit paras is still pending from the concerned DMs and RD organizations which need to be submitted immediately. Pendency of AC Bills - Annexure 23 : Adjustment of all pending AC bills upto the year for the year 2006-07 to be cleared by 31.3.2008 without fail. One District Committee to monitor the progress in block. Assistant Accounts officers posted in the block will be held responsible if any pendency is there after stipulated date. DMs may also review the progress time to time. DM, West & Dhalai has not yet furnished block wise and year wise pendency of AC Bills as per format upto Feb,2008. DM, West & Dhalai is requested to send the report as per format supplied from RD Department. 3. Huge unadjusted amount pending with I.Os : It appears from the statement that huge unadjusted amount still pending with most of the IOs for a long period. DMs should strictly review the pendency with IOs. Bulk amount should not be given to IOs at a time. Advance may be placed based on the progress of the works. XVIII. Cash verification : Annexure 24 1. It is poor in every district. Report from DM, Dhalai, West and South were not received. XIX. Establishment Matter : 1. Joining of newly appointed JEs : DMs to report status of joining of newly appointed JEs.DM(South) informed that 2(two) JEs (newly recruited through TPSC) have not joined in South district. JS, RD was instructed to examine whether new JEs can be recruited from panel. TPSC may also be consulted accordingly. XX. Misc. 1. Fund placed to NIC for Computerization of RD : SIO, NIC reported that software preparation for computerization of RD is completed. Accordingly, SIO was requested to arrange a demonstration of the same.

2. Minister(RD) opined that an online monitoring systems at state level needs to be developed for making monitoring system more robust. In this regard, SIO, NIC has been requested to prepare a module in consultation with JS(RD) keeping in mind the specific requirements of various schemes. 4 DM offices, 4 PD offices, 40 block offices, office of Secretary(RD), office of Joint Secretary(RD), office of Minister(RD), office of Director (Projects) are need to be taken into the network. SIO, NIC informed that a draft in this regard will be submitted within 3 rd week of April,2008. The SWAN will be used for linking all these offices. 3.
