UNITED ST A TES MARINE CORPS MARINE CORPS BASE HAWAII B0X63002 KANEOHE BAY HA WAIi 96863-3002 MCBHO 1020.7 CIG MARINE CORPS BASE HAWAII ORDER 1020.7 From: Commanding Officert Marine Corps Base Hawaii To: Distribution List Subj: MARINE CORPS BASE HAWAII STANDARDS OF DRESS AND APPEARANCE FOR CIVILIAN PERSONNEL Ref: (a) Title 32, Code of Federal Regulations section 700.802 (b) BO 5510.23 (c) BO 5532 Encl: (1) Standards of Dress for Civilians I. Situation. Civilians are not members of the Armed Forces. Thus, the standards of dress and appearance for civilians may be different from those for Marines. Personal appearance is a matter of pride for all on Marine Corps Base Hawaii {MCBH). a. Civilians are not subject to the Uniformed Code of Military Justice, but while on MCBH they shall adhere to orders and policies prescribed for civilians by the authority of the Base Commander. b. Civilians defined. For the purpose of this Order, civilians are persons who are Retired military, Department of Defense (DoD) civilian employees, Marine Corps Community Services {MCCS) employees, contract civilians, dependents of Armed Forces personnel, and all visitors aboard MCBH. 2. Cancellation. Base Order I 020.SD. 3. Mission. This Order establishes the requirements for dress or wearing of clothing by civilians. It sets personal appearance standards for civilians in public areas aboard MCBH, including: Kaneohe Bay, Pu'uloa Range Training Facility, Manana Housing Area, Camp H. M. Smith, Pearl City Navy Warehouse Annex, and Marine Corps Training Area Bellows (MCTAB). 4. Execution a. Commander's Intent. It is purposeful that this Order prescribes requirements for civilians separately from Marines, Sailors, Soldiers, Airmen, and Coast Guardsman. By independently addressing requirements for civilians, it endeavors to provide understanding to both service members and the civilians that they protect, on a historically sensitive and sometimes complex subject of standards of appearance on a military installation. This topic is sensitive because adherence to standards is central to the working and culture of the Armed Forces-upholding our DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited.

standards is what we do. When standards are not upheld, it is counter-culture and disruptive to unity of effort, outcomes that may be most sensitive when it involves our civilians on base. It is complex, because the decision of what to wear is subjective. "Feelings" of acceptable or unacceptable clothing varies from person to person. This Order will simplify the subject. Civilian standards are stated in its own directive and will be upheld and enforced. Complexity is eliminated. Variation in feelings about clothing is not needed in individual decisions as what to wear aboard MCBH. Acceptable attire for civilians is defined and objectively stated. Finally, most times when standards of dress issues occur on base with civilians, not knowing of or being confused by base Order is causal. Publication and discussion of this Order will enable understanding and a shared goal of pride and respect in ourselves and MCBH. b. Concept of Operations (1) Reference (a) charges the Commanding Officer, MCBH with responsibility for the safety, well-being, and efficiency of the entire installation. Commensurate with this responsibility is the authority to enact regulations applicable to all personnel aboard the installation-regardless of their status (i.e., active duty or reserve military members, dependents, retirees, civilians, etc.). (2) All individuals aboard MCBH will understand the references and this Order while personally meeting and collectively enforcing standards of dress for civilians. Violations of this Order may result in loss of base privileges as prescribed in references (b) and (c). (3) This Order is applicable to all public areas aboard MCBH. A public area is defined as any place visible to the general public; including but not limited to all government buildings, medical and dental clinics, Marine Corps Community Services (MCCS) facilities, child development centers, Marine Corps Exchange facilities, MCBH Commissary, community centers, neighborhood playgrounds, roads (to include while transiting a road in a vehicle), recreation areas, stores, parks, restaurants, and housing areas and yards visible from public thoroughfares. This Order does not apply to private areas (such as inside an assigned housing unit or assigned room in Bachelor Quarters). (4) Armed Forces leaders at all levels will implement and enforce this Order. Officers, Staff Noncommissioned Officers, Noncommissioned Officers, Chief Petty Officers and Petty Officers will become familiar with this Order. These individuals have responsibility for strict enforcement of this Order. c. Tasks ( 1) Command Inspector General (a) Act as the focal point for recommended changes to this Order.

(b) Conduct periodic inspections at the various base facilities to ensure compliance with this Order. (2) Provost Marshal. Process uncooperative violators and issue citations as required. (3) Director, MCCS. Ensure managers and employees within all MCCS activities are familiar with and assist in the adherence of this Order. 5. Administration and Logistics a. Waiver requests for this Order should be routed via the appropriate chain of command to the Commanding Officer, MCBH (Attn: Command Inspector General). b. Recommendations concerning the contents of this Order are invited and should be submitted via the appropriate chain of command for endorsement and submission to the Commanding Officer, MCBH (Attn: Command Inspector General). c. This Order should be read in its entirety. 6. Command and Signal a. Command. This Order is applicable to Armed Forces and civilian personnel aboard MCBH, unless otherwise prohibited or permitted by regulation of higher authority. b. Signal. This Order is effective the date signed. DISTRIBUTION: A R. LIANEZ 2
