About the service Capability Scotland's Wallace Court service is registered to provide a care home service to a maximum of 20 adults with physical and sensory impairments. Wallace Court is a single story building siting in its own grounds in a residential area of Elderslie. The accommodation comprises of a range of easily accessible public and private rooms and 20 single bedrooms, all with ensuite facilities. To maintain people's dignity and independence rooms are fitted with hoists and mobility aids. An extensive refurbishment was undertaken in 2015 and staff were seen to be keeping the building well maintained. The provider was looking at how the environment could be further enhanced. The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at www.careinspectorate.com. This care service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on to 1 April 2011. What people told us When we spoke with residents, and observe them with staff, we saw friendly conversations and decided that people were treated with respect and consideration. Clients told us: "Best place ever." "Staff are very friendly." "I'm involved in lots of things." "Great." A returned care standard questionnaire noted that the provision of activities had changed with the closure of the "day centre". This was discussed with the management team and is addressed in the report. When we spoke with health and social care workers they were said that they were happy with the way Wallace Court was developing and that they were working with the service to streamline support plans. page 2 of 7

Self assessment The Care Inspectorate received a fully completed self-assessment. This identified what the service did well and some areas of improvement. During the inspection the management team told us how customers and their families influenced the service's development and improvement. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed not assessed What the service does well We found that staff were very good at finding out what people wanted to do and providing support to help customers be involved in activities and have their goals achieved. Since the previous inspection the "day centre" has been closed with staff placing an emphasis on community involvement and engagement. We found examples of this when people had been supported to: go on holiday to Blackpool, access community resources such as bowling and the cinema and work in reception. Staff worked closely with the local authority to make sure that Wallace Court was an appropriate placement and that customers needs were met. During the inspection we spoke with a customer who was looking forward to returning to live with their family. The service saw customers moving on from its support as a natural and welcome development. Everyone living in Wallace Court had a support file/plan. When we read these we found that they contained a range of information such as: daily notes, individual support needs, goals, risk assessments and health/medical protocols. Over the past few years support plans had undergone a number of developments. The current management team were planning to consolidate these changes to have a clear focus on positive outcomes and reduce staff time spend completing paperwork. We found that staff were in close contact with GPs, District Nurses and Renfrewshire Learning Disability Service (RLDS) and had a good awareness of peoples support needs. To help with this staff have received a range of training such as: medication, epilepsy, medication, enternal tube feeding, moving & assisting and adult protection. The manager and staff were aware of the need to be registered with the Scottish Social Service Council (SSSC) and to keep their training up to date. Staff were good at involving customers and their families in planning and evaluating their support and developing the service. To help with this regular residents and relative meetings were held and satisfaction questionnaires issued. page 3 of 7

When we read residents financial folders we found that money spent was recorded, receipts issues and a running total of remaining funds kept. A financial audit was taking place during the inspection. From these audits action plans are written noting areas of strength and development. These are checked at future audits. What the service could do better When we read support plans and talked to the management team and staff we found that paper work was being reviewed to make sure that it focused on positive outcomes and avoided unnecessary recording. This continued development of plans will be noted as a recommendation. There had been a number of changes with regard to how medication was provided to the service. This had resulted in medication errors, often outwith the control of the service. The management team were going to liaise with the RLDS to make sure that they were following best practice. This will be noted as a recommendation. The service had undertaken a number of financial audits which had identified areas of strength and development. Action plans had been written to address the latter. These audits should continue to ensure that customers finances were in order. This will be noted as a recommendation. Due to management changes a number of incidents had no been notified to the Care Inspectorate. The interim manager was aware of and working to address this matter.
