Purpose a. To publish the mission, functions and tasks of NAVCONBRIG, Miramar per reference (a). b. Major revisions include change to the status and command relationships and update to enclosure (1) and the addition of enclosures (2) and (3). This instruction is a complete revision and should be read in its entirety. 2. Cancellation. BUPERSINST 5450.47C and BUPERSINST 5450.58 3. Scope and Applicability. This instruction applies to NAVCONBRIG Miramar and its subordinate detachments. 4. Status and Command Relationships. Naval Consolidated Brig Miramar, CA is a shore activity in an active, fully operational status under a Commanding Officer. a. Command: Naval Consolidated Brig Miramar b. MISSION, FUNCTIONS, AND TASKS OF NAVAL CONSOLIDATED BRIG MIRAMAR, SAN DIEGO, CA BUPERSINST 5450.47D Mission To ensure the security, good order, discipline, and safety of pre-trial and post-trial prisoners; to retain and restore the maximum number of personnel to honorable service; and to prepare prisoners for return to civilian life as productive citizens. Functions Serves as a Department of Defense (DoD) level I and level II military confinement facility for DoD male and female prisoners and as the DoD level III female military confinement facility. Tasks 1. Provides a safe, secure, and humane environment for prisoners and staff per the U.S. Code, applicable DoD, Department of the Navy, and Navy correctional regulations, and national guidelines and standards of the Department of Justice and American Correctional Association for adult correctional institutions. 2. Maintains the highest level of military discipline within brig operations. 3. Prepares prisoners for restoration to military duty or for discharge from military service and return to the civilian community. 4. Provides an environment and the resources which allow prisoners to serve the sentence imposed by the court; fulfill individual responsibilities; and complete plans for restoration to military duty or return to civilian life. 5. Operates gender-responsive retraining programs which include work, academic, vocational, military and physical training, social skills and motivation, individual and group counseling, substance abuse (e.g., alcohol and drug) treatment programs, sexual offender education, violent offender and anger management treatment, religious, and prison industries. 6. Provides required reports to and assists Chief of Naval Personnel and Commander, Navy Personnel Command in gathering and evaluating data concerning the administration, operations, programs, and management of the consolidated brig. 7. Provides military escort services for adjudged prisoners, deserters, and supervised release violators when directed. Enclosure (1)

Manages public safety programs to include victim witness assistance, sex offender registry notification, deoxyribonucleic acid sampling collections, parole revocations, and supervised release coordination. 9. Provides administrative responsibility and oversight for: a. Naval Consolidated Brig Miramar Detachment Pearl Harbor, HI; b. Naval Consolidated Brig Miramar Detachment Navy Corrections Liaison Office, Bremerton, WA; and c. Naval Consolidated Brig Miramar Detachment Northwest Joint Regional Corrections Facility Joint Base Lewis-McChord, Fort Lewis, WA. 2 Enclosure (1)

BUPERSINST 5450.47D MISSION, FUNCTION, AND TASKS OF NAVAL CONSOLIDATED BRIG MIRAMAR DETACHMENT, PEARL HARBOR, HI Mission To ensure the security, good order, discipline, and safety of pre-trial and post-trial prisoners; to retain and restore the maximum number of personnel to honorable service; and to prepare prisoners for return to civilian life as productive citizens. Tasks (1) Promotes a correctional environment that includes direct supervision, use of the military model, and incorporation of a responsibility-based philosophy. (2) Administers core programs (e.g., physical training, recreation, individual counseling, work, academic, incentive life skills, and religious) and level I (e.g., academic education, alcohol and drug use education and crisis intervention) correctional programs. (3) Coordinates access to medical, dental, and mental health programs utilizing local resources. (4) Provides prisoner transportation and escort custody services, as required, for pre-trial and post-trial prisoners. Enclosure (2)

MISSION, FUNCTIONS, AND TASKS OF NAVAL CONSOLIDATED BRIG MIRAMAR DETACHMENTS NAVY CORRECTIONS LIAISON OFFICE, BREMERTON, WA AND NORTHWEST JOINT REGIONAL CORRECTIONS FACILITY JOINT BASE LEWIS-MCCHORD, FORT LEWIS, WA BUPERSINST 5450.47D Mission To provide prisoner transport between facilities and transient detention (8 hours or less) in support of Navy Region Northwest commands. Function Serves as a liaison between customer commands and Department of Defense correctional facilities. Tasks (1) Provides transportation services of prisoners to and from designated facilities for court appearances, medical, dental, and legal appointments. (2) Delivers Navy and Coast Guard prisoners to a designated point to meet with air transport escorts. (3). Provides temporary holding capability for prisoners during court hearings and facilitates lawyer visits as well as command visits via teleconferencing. (4) Provides prisoner escort training.
