1 April 2016 Annapolis, Maryland Volume 75, Number 4 Commander s Message Cdr Joel A. Hilden, P Once again the Annapolis Sail and Power Squadron held a fantastic change of watch ceremony at Renditions Golf Club in Davidsonville, MD. Everyone enjoyed the food and fellowship. We were honored with the presence of many guests including D/C Fuzzy Jones, AP, P/ D/C Bernie Karpers, Jr., JN, and D/Lt/C Randy Stow, AP. It was a truly delightful evening and I am grateful to outgoing commander P/C John Wesley Nash, JN and the Change of Watch Committee for putting together such a wonderful event. Thank you all. In accordance with ASPS bylaws and traditions, as commander it is my responsibility and privilege to make appointments and define chairs of certain committees. Most of these positions are filled and you can see them on the ASPS Squadron Leadership page of this newsletter. I am seeking a volunteer for Cooperative Charting Chairman. Although ASPS has not pursued cooperative charting for several years, if someone is interested please let me know. To reiterate what I stated at the change of watch, during the next year my main goal for this organization is to emphasize the aspects of friendship, fellowship, and fun in everything we do. These are what hold the squadron together. Please continue to serve this squadron and our larger community by teaching courses, performing Vessel Safety Check examinations, or any of the other civic services that we perform. As you do these important things please do not lose sight of my Three F s of friendship, fellowship, and fun. Another topic that I touched on during the change of watch is to remind you that everyone is an ambassador and recruiter for our squadron. Please bring a guest to a dinner meeting or boating seminar, tell people about our educational opportunities, or arrange for your boating friends to get a Vessel Safety Check. Spread the word about us and the fun we have doing these things together, and people will want to join. For those members who are new or otherwise unaware, most of the decision-making for the squadron is carried out by the ASPS Executive Committee. The voting members of the Committee are comprised of the elected bridge officers, the most recent past commander, and eight members-atlarge. Any ASPS member in good standing may attend Executive Committee meetings. The Executive Committee meets monthly, usually on the fourth Thursday. Executive Officer Lt/C Jeffrey Short, P The inspiring Change of Watch Ceremony capped off an amazing year for ASPS, one that we are all tremendously proud of. ASPS was awarded the National Civic Service Award as the number one squadron in the nation for civic service! That accomplishment is mind boggling to me; best in the nation! Past Commander John Wesley Nash provided superb vision for ASPS by setting challenging goals which will continue to propel us to even greater accomplishments in the coming years. Past Commander Kathy Nash put in untold hours behind the scenes in order to win the National Civic Service award and her efforts are not lost on all of us. We thank you both for your hard work and leadership. I am honored to serve as your new Executive Officer and excited to work under the leadership of Joel Hilden and alongside the rest of the new bridge officers. My role is to constantly increase the role of ASPS in the community through community involvement and by marketing our three core objectives of Education, Safety and Fellowship. To that end, ASPS is creating a Marketing and Communications Committee spearheaded by Linda Sweeting who has long been our point of contact with the local media. If you are interested in providing ideas on how ASPS can put our best foot forward in the community, please contact me or Linda Sweeting. One of the largest and most profound contributions ASPS makes in the local boating community is our aggressive Vessel Safety Check Program under the leadership of D/Lt Homer Sandridge,N. We also need those of you who are not examiners to serve as support staff walking the docks to recruit boats for VSCs and to assist filling out paperwork. Administrative Officer Lt/C Gary P. Antonides, AP As the new Bridge takes over, I m fortunate to be working with several conscientious volunteers in putting together our events for this year. Linda McGeehan is the Asst. Admin. Officer, Noni Rondeau is the Boating Chair, Lee Myers has offered to handle reservations for the dinner meetings, and Kathy Slattery continues as the Membership Chair. If you have any comments or concerns in any of these areas, I or they would be happy to discuss them with you, The calendar of events for this year is at http://www.aspsmd.org/calendar.htm. It includes six raft-ups or rendezvous, and the traditional picnic (we may try some form of our old sail/power day) and the crab feast. No Squadron cruise is listed on the calendar yet, but we will have one (see below). Squadron Cruise In past years, other organizations (MTOA, D/5) have had cruise events that conflicted with our cruises. This year we ve waited until both have announced the dates of their events. This leaves us with several windows for a cruise, and we want to make sure we select one with a minimum of conflicts. (No meeting in April since the COW was in late March.) The speaker will be Jesse Iliff, a lawyer who recently became the Riverkeeper for the South River. He will explain the Riverkeeper movement as well as some of the South River issues. There will be one more meeting, June 2, before our summer recess. Dinner meetings will resume on September 1 st. The Crowne Plaza hotel has raised our dinner cost by $3.00 per plate. As a result, we are looking into other venues for our dinner meetings, as well as cheaper options. If we make a change, it will be after the June meeting which will be at the Crowne Plaza, and will still cost $30. Raft-Up The first raft up will be Tuesday, 24 May on the Severn River, when we will watch the Blue Angels perform. This is their rehearsal day, so it shouldn t be as crowded as the next day. See attached flyer for details. Rendezvous The first rendezvous is at St. Michaels during the Antique & Classic Boat Show on 17-19 June. Educational Officer Lt/C Michael Maszczenski, Jr., JN For the last several years I have been cruising during the months of February and March. It always makes me worried about the lack of seamanship I observe on the water. Most of the big mistakes are ones that are covered in the Seamanship or the America s Boating course (ABC). Watching boater approach a dock with no lines ready or bumpers out, and no plan for what to do when near the dock is usually the rule, then to see no one able to do a cleat or clove hitch is really scary. Several times each trip I have boaters in small boats or kayak turn directly in front of our 40 boat all giving me barely enough distance to veer off and stop sometimes with my boat aground, remember the rule of looking both ways before crossing the street! Small vessel not needing a bridge to open proceeding through an open bridge delaying our sailboat and others from going through, or fisher folk moving to the other side of the bridge just as it opens, I saw several bridge tender scratching their heads on that one, with the horn and bells surely they noticed the bridge opening. This is just two examples of dangerous behaviors there were many more. The most disturbing however was the number of distress calls the Coast Guard was taking as we went up the coast. Make Springtime more than getting your boat ready, you also need to get ready take a class! ASPS will be offering the ABC course for all who need a refresher or new-bees needing to become familiar with the skills needed to operate a boat safely. The people who pass will receive a card that qualifies the Maryland Boating Safety course requirements. I want to know those who take the class won t be in the group I mentioned above! Saturday s May 14, 21 and 28 th 10:00 to 3:00 PM at Bacon Sails and Marine. The Partners in Command Seminar is being moved to a new slot and location, May 14 th at Herrington Harbor North. In the April 16 slot I will offer How to Use a Chart. The two hour seminar will go over Chart 1 and look at how to interpret what you see when looking at a chart, paper or electronic. There is lots of opportunity to take a seminar this spring please signup now so classes don t get cancelled. Currently no seminar or course has enough registrants to run. Seminars Boating on Rivers, Locks and Lakes Thursday, April 14, 2016 Time: 7:00pm to 9:00pm Place: Bacon Sails and Marine Supplies Cost: $25.00 This seminar is designed to meet the needs of our large inland boating membership and the general public. Seminar topics include The Western Rivers System of Navigational Aids; River Boating; and Locking Through. The seminar is particularly suited to introducing students to experienced local boaters and their squadron because the exchange of local information and experiences can be one of the most interesting and important parts of the seminar. Wooden classics, vintage race boats, and other antique and Chesapeake Bay-related boats are coming to the Chesapeake Bay Maritime Museum for the 29th annual Antique & Classic Boat Festival in St. Michaels, MD. Captain Chess A. Peake This section of our newsletter is the Captain Chess A. Peake column. Mostly serving as an educational and review column in keeping with the goals of the United States Power Squadron, Safe Boating through Education. Captain Chess A. Peake wants you to sharpen your nautical knowledge. Picture Let s Get Knotty! Do you know these 5 essential boating knots? Draw a line to the correct knot! Name & Description You re just snagged the buoy and need to secure the line from your boat. The Anchor Hitch (also known as Fisherman s Bend) is strong and can be untied easily when you wish to leave. You are coming in to a guest dock that has no lines set on the pilings. You quickly tie a Bowline using the rabbit and the tree story and use your boat hook to slip the loop over the upcoming piling. The Bowline is also useful for many other tasks. After a fun day of boating it is time to secure your boat to the dock. A correctly tied Cleat Hitch can be safely released under load without any danger to your fingers. You want to raft up with some boating friends and need to secure some fenders to the side of your boat. You use a Clove Hitch to tie a fender to your stanchion because it is quick to tie and can easily be adjusted as needed. You use a Square Knot to quickly tie two lines together. It s not the most secure knot but it is useful for non-critical situations. Safety Officer Captain Art Pine, AP Ready to Be Rescued? Your boat is filling up with water, your engine has died, and you ve reluctantly concluded that your vessel and your crew are in serious danger. We d better call for help, you think. And you grab your VHF-FM marine radio microphone and prepare to press the key. But wait. Apart from the danger you re facing, are you and your crew really ready for a rescue? Is there anything you ought to do before the Coast Guard or other first-responders arrive? Is there anything you can to do make their rescue mission simpler and glitch-free? Mario Vittone, a former Coast Guard rescue swimmer now with Lifesaving Systems Corporation, lists eight steps you should take to prepare for such a rescue operation, and they re worth heeding well before you key that microphone and call MAYDAY over the air. Boaters too often are unprepared when the Coast Guard rescue teams arrive to help, Vittone says. But if you take a few minutes to get ready and you pay attention to what the Coast Guard crewmembers tell you when they get there you can make the whole operation go more smoothly. First, don t wait until you re in serious trouble to report your problems. Call early and often, prefacing your transmission with PAN-PAN instead of MAYDAY. That way the Coast Guard will begin monitoring your position and your vessel s condition immediately. If your situation worsens, they ll have a head start on assessing what you need. Second, don t sugar-coat the situation. If you re taking on water or your engine is smoking, it s better to tell the Coast Guard immediately and honestly rather than to understate the problem for vanity s sake. If you don t fess up, watchstanders may not realize how serious the danger is, Vittone says. It s the single biggest thing that boaters do wrong. Third, make sure you ll be ready with the information they ll want. What s your location as precisely as you can give it? How many persons are on board? What kind of boat do you have, and can you provide a full description of her? What kind of safety equipment do you have on board? Are there any medical problems? What is your cellphone number? Note: If you have a PLB (Personal Locator Beacon), EPIRB (Emergency Position Indicating Radio Beacon), or DSC radio (Digital Selective Calling), you ll be ahead of the game in helping the Coast Guard find you. But don t forget to register these devices when you buy them, to make sure that they re properly installed, and to keep the registration updated. Fourth, put on a life-jacket and make sure that everyone on your boat does too. Coast Guard crews are instructed to insist on that when they arrive on scene, and the longer it takes you to comply, the more you ll delay the rescue operation. It s not just that they re persnickety. If you don t wear a life jacket, you increase the risk that you won t survive. During a rescue effort, wearing a life-jacket is no longer optional, Vittone warns. Fifth, stay in touch with the Coast Guard on channel 16, and make sure you know how to switch to a working channel if watchstanders request it. Most often, the Coast Guard command center will ask you to shift to channel 22 to provide the details they need about your boat and to answer any questions. The idea is to avoid clogging up channel 16. (Continued on Page 14) ANNAPOLIS SAIL AND POWER SQUADRON 13
April 2016 (Continued from Page 13) Sixth, if the Coast Guard says it s sending a helicopter to rescue you, don t sit around waiting. Move quickly to remove or tie down all loose gear still on the deck. That includes fishing chair s and fuel container s. A helicopter hovering overhead spews a 75-knot prop-wind onto your boat a danger in itself if you have loose equipment blowing around. Seventh, listen carefully to the instructions the Coast Guard gives you both before the operation gets underway and when boat crews or helicopter units arrive on the scene and follow them to the letter. Helicopter rescues are especially precarious, even in relatively calm weather. In stormy conditions, all rescue operations require your close attention. Eighth and this is no fooling don t jump off the boat until you re told to. It s a good way to incur new risks, either from wave action or from physical contact with either the rescue boat or the helicopter rescue basket. Jumping off before you re told can only add to the dangers and impede rescue efforts. Finally, you need to be aware that even if you re within sight of a Coast Guard station, help may not come immediately. It often takes a few minutes to assemble a crew, get the rescue-boat underway, and motor to where you are, and it can take even longer for the rescue vessel to get one of your crewmembers to a shoreside hospital. You ll help make the rescue effort go more smoothly if you take some steps to prepare for it, Vittone says. And you ll help yourself in the process. Your Editor is changing!
