The grant funds will be used in an event called Minnesota Nice. Individuals and youth from Red Wing will spend a weekend performing hands-on home repair projects for elderly, low-income and disabled families. The event would be held June 23-26, 2016. Analysis: First Lutheran Church has experience in projects like Minnesota Nice through work in other states. They are planning to bring this experience home to Red Wing and work with the youth here to help the Red Wing Community. The service they provide will be free of charge to the recipient. Three Red Wing churches are contributing $2,000 each for this project and Thrivent is contributing $500 for food costs. The remaining $8,500 will come from student participation fees (A telephone call clarified these amounts.) Our $5,000 grant will be part of the $20,000 in Sources. First Lutheran has provided a Balance Sheet for the project: As of March 16, 2016 Current Liabilities Current (Payroll and SIMPLE) $0.00 Fund Balance $6,162.00 Total Fund Balance $0.00 First Lutheran has provided a Budget. The budget shows all funds being used during the project. Please see the attached application for the detailed budget. Sources $20,000 The application states that the Church would like to repeat the Minnesota Nice project in Red Wing every three years, so it makes sense that the budget completely uses all funds. We would not enter into a five-year grant agreement with First Lutheran Church. The grant agreement would be written so that First Lutheran would need to show receipts for the materials purchased equal to the amount of the grant. The time frame would be short as the project is over by the end of June, 2016. The application is attached to this report. Budget impact: The HRA Board of Commissioners allocated $40,000 in Community Development Grant Funds for 2016. $12,000 in funds are still available. Recommendation: Staff and the Finance Committee give a favorable approvabie to the HRA Board of Commissioners to approve a $5,000 Community Development grant to First Lutheran Church with a grant agreement that indicated the manner in which the funds could be expended but no compliance term to be enforced for payback and to authorize the Executive Director to execute the documents. Ineligible use of proceeds: Expenditures already incurred. Rehabilitation of real property not owned by the applicant. Annual operating expenses for the applicant are not eligible.

Grant amount: Maximum of $20,000; The Board reserves the right to reduce the final amount to be granted. Terms: The Applicant and the HRA will enter Into a Grant Agreement indicating the method of disbursement. The HRA reserves the right to cancel any grant not disbursed within one year of the signed Grant Agreement. Grantee will immediately repay the full amount of the Community Development grant if, within five years of the grant agreement, the grantee sells, leases, dissolves, liquidates the entity. The applicant will also repay the grant if equipment or materials funded by the grant are sold within five years of the date of the grant agreement. Board reserves the right to determine the amount of recovery that each grantee will pay on a case by case basis. rirst LUTHERAN CHURCH Proposed Uses and Experience Minnesota Nice Is a weekend event designed to help young people grow in Christian faith through service. Individuals and youth from Red Wing will spend the weekend performing hands-on home-repair projects for elderly, low-income, and disabled families. The purpose of this event Is to provide our participants with an engaging experience to connect with their peers along with providing a service to those In our community in need. This event will take place from June ly -June 26-^ of 2016. We will be working on home Improvement projects such as painting, repair work on decks/fences, help with home accessibility projects (hand rails, ramps, etc.) and other projects that there is a need for. We plan to provide these services free to the residents we will serve. The leadership involved in planning this event have experience in planning youth mission trips each year which involve students traveling to different states to work on projects like the ones listed above. This year we are offering our students the opportunity to help their own community. Our Intention is to complete our projects during the time frame above. We would like to make this a new tradition of service with our youth and offer this experience on every third year going forward. Sources and Uses of Funds We are requesting a grant of $5,000 from the Housing and Redevelopment Authority to assist us in buying the materials needed to complete such projects. Thrlvent Financial has awarded us a grant of $500 to assist in serving food during the event. Each church has committed to raising $5,000 each to contribute to the overaii operating budget for the event. People who qualify for these projects must be iow-income, elderly, or disabled. We are working with locai agencies to reach out to families in Red Wing and the surrounding area. Attached you will find our current balance sheet and current operating budget.
