Statements & Search Criteria Statements Mission Statement The Resource Office for Social Ministries (ROSM) is a cooperative effort of Franklin County public services, private agencies, churches, and city and county government. ROSM s mission is to meet the needs of individual and families who are either homeless or at imminent risk of becoming homeless, or not able to provide the basic necessities of life for themselves or their families, such as utilities or medicine. ROSM s goal is to help these people maintain stable living conditions and provide referrals for other available assistance that will help them in their efforts to sustain themselves. Background Statement During the early 1980's when the current Federal spending cuts in social services programs were first being felt, several churches in Frankfort identified a need to coordinate and monitor an ever-increasing amount and variety of individual requests for aid in the community. Requests for utilities, rent, clothing, food, and medical attention, among others, were at a crisis level and it was clear that more cooperation was in order to meet the demand. Many were aware that there was not enough clear communication among existing helping agents, including churches, to ensure the fairest, most efficient, "non duplicated" delivery of services. It was at that juncture that ROSM was established to function, as it does today, as a coordinating agency for emergency assistance for those in need in Franklin County. Impact Statement In the last three years, the amount spent on services has steadily increased while funds available have fluctuated. We are constantly looking for resources to assist the various needs brought to our attention each day. Our recent effort is to identify various types of resources available in Franklin County in addition to what ROSM can offer. We plan to make a list available of all resources available in Franklin County and work with all local area churches and service agencies to better meet the needs of people in our community. Needs Statement The needs of individuals and families in Franklin County are greater than the community resources. This includes what ROSM has been able to offer. In addition to financial contributions, Board members who have a compassion for helping others and willing to work to those ends are often sought, and volunteers are always welcome who would like to assist with office tasks. CEO/Executive Director Statement ROSM works hard to partner with individuals, local area churches, and agencies and work together to assist individuals and families in need in Franklin County. Our desire is to help people with immediate needs and assist them in being able to sustain themselves in the future. Board Chair Statement Religious leaders call ROSM to identify sources of help, to verify needs and to prevent duplication of services to families. Social agencies call ROSM to find assistance for people who do not qualify for other programs for funds. ROSM makes connections so that people can find needed food, clothing, shelter, rent, utilities, transportation, medical care or other emergency needs. The office serves as a referral source and clearing house for the area. Impact Impact Goals ROSM is a nonprofit agency that has proven itself a good steward of resources for over 35 years as a cooperative ministry in Franklin County, Kentucky. We have become a major community resource for agencies and churches by providing information to help determine what services are provided and prevent duplication of assistance. With the screening process ROSM performs, clients can be referred to other agencies that have the resources to aid the individual or families in addition to receiving help from ROSM. Screening also verifies the legitimacy of the need that is requested. Strategies ROSM currently receives income from city and county grants, private grants, endowments, churches, fundraisers and individuals. It is our goal to expand resources in each of these areas, and we have begun a direct program that initiates conversation about our organization and generates interest in the community through face-to-face meetings, civic presentations, and individual approaches. The Executive Director job description includes these activities and the Board will also take a more proactive approach. Capabilities ROSM is in the process of meeting with local churches, agencies, and property owners to become informed of existing resources. ROSM will then share this collective information with these same entities for the purpose of better serving those in need. Beginning May 2018, ROSM will reintroduce annual training and begin to invite local resource representatives to present information and for networking purposes. Indicators From 2014-15 to 2017-18, the percent of clients ROSM assisted increased 7% while funds available actually decreased. This data is possible because other entities were able to partner with our efforts and assist as well. While ROSM continues to increase funding, we also seek ways to assist clients when we can't. We are thankful for our partners who contribute monetarily and through direct client assistance. Increasing our partnership is a measure of success as well as the percent of clients assisted. We will continue work on growth in both of these areas. Progress ROSM is experiencing a change in thinking. We are broadening our thinking beyond immediate client need to include how the client sustains his/her future budget. By deliberately thinking in this way we offer more than a one-time fix. We try to ensure the client can make it in the months to come. By locating available resources and identifying what resources the client might need and then making the connection, we think we are able to help in a deeper, broader sense than just paying a one-time bill and then leaving the client with no where to turn next month. We have not accomplished every step needed to serve in this way, but we are working toward it and making considerable progress. 5
Programs Programs Emergency Assistance-Human Service Description ROSM provides emergency assistance for individuals and families that do not qualify for other types of assistance. The types of assistance include rent payment, mortgage payment, utility payment, non-controlled medicine purchases, medical appointment payment, and other help based on the request. Decisions are based on available funds that can be used to help the client and verification through case work of the client's current situation that caused the emergency need. The verification process requires extensive casework, but is done efficiently so that the client receives timely assistance. Budget 214200 Population Served,, Coordinating Agency for Community Assistance Description ROSM serves as a coordinating agency for clients who receive assistance from local area agencies and churches. An extensive database is kept current with information about each individual and family that have received reported help. Agencies and churches are able to contact ROSM to inquire about the help that a client(s) has received in the past or are currently receiving. This process helps eliminate the duplication of assistance for a particular client so that the available monetary resources within the community can go further. Budget 500 Population Served,, Health Care Description ROSM provides assistance with non-narcotic medicine, cost of medical appointments, or other essential medical costs prescribed by a doctor. Budget $600.00 Population Served,, Program Comments CEO Comments Increased applications for assistance are received each time economic conditions decline and social services are cut. This past year has been especially difficult on people who live in poverty. Many are on the edge of homelessness and would find themselves on the street without assistance. Although we are able to provide the needed casework for the volume of applications for help, donations are always in demand so ROSM has funding available to help those that need it.
