Wade, Assistant Village Manager/Economic Development Director DATE: April 30, 2015 RE: Presentation by Staff and S.B. Friedman, Development Advisor, Re: Proposed Old Town/Route 31 Redevelopment District and Continuation of Boundary Discussion Background: In 2012, after an extensive public planning process with the assistance of the Chicago Metropolitan Agency for Planning, the Village adopted the Old Town Plan. The Plan recognized targeted public capital projects which would enhance the quality of life in Old Town, as well as the greater Village. These projects include: Washington/Main intersection safety and traffic flow improvements, storm water management improvements resulting from installation of a larger culvert at Washington Avenue and Carpenter Creek, relocation of Commonwealth Edison Substation on Washington Avenue and possible purchase of river area property for public space. These improvements would enhance traffic flow in the area and the developability of the former public works property at Washington and Spring, and other Washington Avenue properties. Additionally, the Village has recognized the importance of redeveloping the Huntley Square property and development of vacant parcels along Route 31. In July, 2014, Village staff recommended the exploration of a tax increment financing district to encompass Old Town/Route 31 Corridor with a shared boundary with the Spring Hill Commerce
05/05/15 Agenda Item No. V.A. and Industrial Park Tax Increment Financing District. Staff recommends a contiguous boundary of these districts to enable the use of the Spring Hill TIF fund balance to be used to fund the referenced public improvements in the Old Town/Route 31 area. This fund balance would enable the Village to leverage other State and/or Federal monies through applicable grant processes. Such grant programs as State of Illinois Department of Natural Resources Open Space Land Acquisition and Development or U.S. Department of Transportation Congestion Mitigation and Air Quality offer grant matches of 50/50 or 80/20 state/federal to local match ratios. At the March 17, 2015 Board meeting, S.B. Friedman provided a report regarding tax increment financing district eligibility of this proposed district and also possible boundaries. The Board requested that further analysis of the Old Town/Route 31 Redevelopment District Boundary. Staff and S.B. Friedman are recommending what might be considered a limited or definedpurpose boundary of the district, primarily representing properties identified for redevelopment and/or public infrastructure purposes. Most significantly, the recommendation is to leave out of the proposed district the agricultural property along Maple Avenue. Agricultural property east of Carpenter Park is requested to remain within the District in order to provide contiguity to Public Works property and provide for the possible relocation of the Edison substation. Analysis: Recommended capital projects in the Old Town Plan do not have an available targeted funding source. The implementation of a tax increment financing district would provide the increment from increased property taxes to assist with public improvements. More importantly, the establishment of this proposed tax increment financing district, adjacent to the Spring Hill Commerce and Industrial Park tax increment financing district, would enable the Village to utilize funding within the Spring Hill District to provide investment capital for the Village to leverage such possible grant funding as the Congestion Mitigation and Air Quality program and Open Space Land Acquisition and Development program, to enable the Village to undertake important improvements. For example, initial engineering analysis has revealed that the construction of a traffic roundabout at Washington/Main would provide safer turning movements as well as eliminate the traffic backup that encompasses Washington Avenue, Spring and other areas. The rudimentary cost estimate for this project is over $3 million. However, because the impact of the improvement is a significant reduction in traffic congestion, this is viewed as a very favorable candidate for a Congestion Mitigation and Air Quality grant. The attainment of such a grant could reduce the Village s local share of the cost to 20-30 per cent of the project. A similar return-on-investment ratio could be obtained through successful attainment of an Open Space Land Acquisition and Development grant. Without investment capital to cover qualification costs and local share responsibilities, these grants cannot be applied for. In addition to utilizing this tax increment financing district to enable use of the Spring Hill Commerce and Industrial Park tax increment financing fund balance, and resulting leveraging of other funds, the establishment of the TIF district could also assist in the redevelopment of other targeted properties of declining assessed valuation, such as Huntley Square..

Fiscal Impact: The fiscal impact of this tax increment financing district concept provides timely funding to undertake the above-referenced Old Town improvements as well as increment amount availability for other targeted redevelopment projects such as Huntley Square. Recommendation Staff recommends concept approval of this Tax Increment Financing District and the boundaries presented. This provides direction for further research and expenses related to establishment of this TIF District. Following public notification of affected property owners, an ordinance establishing the District would be considered by the Village Board.

Mark Rooney, Village Manager DATE: April 30, 2015 RE: Appointments of Chief and Deputy Chief in the Fire Department BACKGROUND: Appointments for the ranks of Chief and Deputy Chief have become necessary due to the resignation of the Director of Public Safety Alan V. Popp. After interviews and careful consideration the following appointments are being made: John Skillman is being appointed to the position of Fire Chief. He began his career with the Carpentersville Fire Department in 1987 as a part-time firefighter. During his career, he has served has full-time firefighter/paramedic, Lieutenant, Battalion Chief and was promoted to Deputy Fire Chief in 2010. John has a Bachelor of Science Degree Fire Science Management and a Master of Science Degree Management & Leadership. He is an active member of several state and national fire service organizations. Kevin Rynders is being appointed to the position of Deputy Fire Chief. Kevin has served in many capacities of the fire service beginning in 1975 when he joined the West Dundee Fire Department as a paid-on-call firefighter. He was hired by the Village of Hoffman Estates in 1979 and remained a part-time firefighter in West Dundee. In 2008, Kevin retired from Hoffman Estates as Fire Chief and was subsequently hired by the
Algonquin Lake in the Hills Fire Protection District where he continued to work until 2013. Kevin is an adjunct Fire Science Instructor at McHenry County College since 2001 and earned his bachelor s degree in Fire Service Management from Southern Illinois University. Both John and Kevin are life-long residents of the area. ANALYSIS: John Skillman and Kevin Rynders have displayed professionalism and devotion to the fire service keeping with the highest traditions of the Carpentersville Fire Department. Michael has a bachelor s degree in Law Enforcement Administration and a master s in Business Administration. Michael s has been serving as Deputy Chief since November 2011. Todd Shaver is being appointed to the rank of Deputy Chief. He has served the Carpentersville community since June 1999. During his career he has supervised the Patrol Division, Field Training Officers, the Emergency Response Team, and the
Investigations Division. Todd has a bachelor s degree in Criminal Justice Management. He has been serving as the Patrol Commander since December 2011. Michael Salvaggio is being appointed to the rank of Commander. He began his full-time career as a patrol officer in Carpentersville on January 4, 1993. In 1998, Michael was one of the department s first members of the Drug and Gang Unit. He also served as a member of the Tactical Response Team. As a patrol officer, Sergeant Salvaggio was a member of the Kane County Senior and Persons with Disabilities Task Force. He was selected to serve as the Crime Prevention Officer in 2008 and was promoted to the rank of Sergeant in 2009. Upon his promotion he was assigned to the Patrol Division and has been currently serving in the Investigations Division. ANALYSIS: Michael Kilbourne, Todd Shaver and Michael Salvaggio have displayed professionalism and devotion to duty keeping with the highest traditions of the Carpentersville Police Department. FF. John and his wife (Julie) live in South Elgin. He received his fire training from Elgin Community College, and his paramedic training from St. Joseph s Hospital in Elgin. Commissioner James DeLong of the Fire & Police Commission will be on hand to perform the swearing in. FISCAL IMPACT Funding for this position is provided for in the Fire Department salary line item. IT IS OUR RECOMMENDATION THE BOARD RECOGNIZES THIS NEW FULL-TIME FIREFIGHTER AND ALLOWS THE SWEARING IN AND BADGE PINNING TO OCCUR.

Mark Rooney, Village Manager DATE: April 30, 2015 RE: Promotion of Jorge Gonzalez to the Rank of Police Sergeant BACKGROUND: The Carpentersville Police Department has eight authorized sergeant positions. A sergeant position has become vacant due to the resignation of Director of Public Safety Alan V. Popp and the appointment of Command Staff. The next officer on the sergeant s promotion list is, Officer Jorge Gonzalez, a 16-year veteran of the Carpentersville Police Department. Jorge participated in a rigorous and lengthy competitive process which included a written exam, a structured oral interview, and finally, an interview with the Board of Fire and Police Commissioners. Officer Gonzalez is currently assigned to the Patrol Division. ANALYSIS: The promotion of Officer Jorge Gonzalez will fill the eight authorized sergeant positions. FISCAL IMPACT: Funding for this position is available in the fiscal budget.
