In honor of Perioperative Nurse Week, attendee LEGISLATIVE UPDATE Proposed Senate Bill Would Impact Surgical Technology Massachusetts Senate Bill 1069, an act relative to surgical technology, was referred from the Senate Ways and Means Committee on November 15 to the House Ways and Means Committee. The bill was amended by the Senate Ways and Means committee and given a new bill number, S.2058. Massachusetts State Council s grassroots legislative leaders have worked the AORN Government Affairs office at headquarters to review the current bill. Many of the amendments were editorial and not substantive. There is, however, one area that is of major concern for us. Section 3.d, which contained language confirming congruence with CMS conditions of participation, has been deleted and replaced with language that requires the Department of Health to consult with the Boards of Medicine and Podiatry when creating the regulations that will result from the passage of this bill. After consultation with the AORN Government Affairs staff, the grassroots legislative team officially requested support from AORN National. AORN, on our behalf, has engaged a lobbying firm, Craven & Ober, to establish a presence for us on The Hill and to lobby for our interests related to this bill. They were registered at the State House the week of December 5 and have begun their work. Our first strategy call was held on December 9. On the same day, our concerns were voiced with AST s lobbyist as well as with the AST Massachusetts Council Chair, Jayne MacPherson. The Council s goal is to support a bill that contains the consensus language that all of the stakeholders agreed upon and was included in S.1069. This is the same goal MacPherson reiterated in conversations last week. The work has begun to make this happen. 4 You may wonder what you can do to help with this important work. Stay tuned for more information and guidance on action related to this bill. We will use our email list to get updates to you between newsletters, as needed. If requested to act, please respond as quickly as possible.

Mr. Wyatt s presentation was entitled Influencing Safe Perioperative Practice, which was developed by Dr. Herlehy. The educational objectives were threefold: (1) Define safety events and a culture of safety, (2) Identify key focus areas for a culture of patient safety, and (3) Discuss challenges and barriers to perioperative safety. Mr. Wyatt discussed principles of patient and employee safety, errors, common causes, and barriers to effective communication. He also reviewed the perspectives of the IOM, CSMS, the Joint Commission, AHRQ, WHO and AORN. Mr. Wyatt left participants with the personal question about what each AORN Past President Charlotte Guglielmi introduces David Wyatt, AORN Board member and president-elect candidate, prior to his presentation on Influencing Safe Perioperative Practice during the November 8 Chapter meeting. one of us can do to improve patient safety. The educational session was attended by 30 participants. The November Chapter meeting adjourned at 7:45 p.m. Respectfully submitted, Jane M. Murphy, MS, RN, PNP-BC -- Recording Secretary 5
