City of Coquitlam Section 00005 RFIQ No. 18-02-03 Definitions Design Services for Maillardville Community Centre Page 4 of 12 DEFINITIONS In this Request for Information and Qualifications, the following terms will have the meaning set out below: City means the City of Coquitlam. Consultant means the person(s) firm(s) or corporation(s) appointed by the City to carry out all duties, obligations, work and services outlined in this Request for Information and Qualifications and all associated documentation, which also includes mutually agreed revisions and submission of a subsequent Proposal. Both Consultant and Respondent are complementary in terms of duties, obligations and responsibilities contemplated at the RFIQ stage, through evaluation process, execution and performance of the services and works. Contract means City Purchase Contract or Purchase Order (PO) incorporating the information contained in this RFIQ, the, City of Coquitlam Terms and Conditions of Purchase published on the City s website, the response, addenda, subsequent negotiations, proposal accepted, clarifications, correspondence, the totality of which will constitute the Contract. Preferred Respondent means the Respondent selected by the Evaluation Committee to enter into negotiations for a Contract. Proponent means an entity that submits a subsequent Proposal in response to this RFIQ. PDR means Project Definition Report. Shall mean and include the complete schematic/design development report to establish the project scope and requirements RFIQ Request for Information and Qualifications shall mean and include the complete set of documents, specifications, drawings and addenda incorporated herein, and included in this Request for Information and Qualifications. Respondent means an entity that submits a response to this RFIQ. Services means and includes anything and everything required to be done by the Respondent described in this RFIQ. City of Coquitlam Section 00015 RFIQ No. 18-02-03 Instructions to Respondents Design Services for Maillardville Community Centre Page 5 of 12 1.0 INTRODUCTION 1.1. Project Description The City of Coquitlam (the City ) Requests Information and Qualifications from professional qualified firms to provide Design, Contract Administration and Construction Review services (the Services ) for the development of the new Maillardville Community Centre in Coquitlam, BC. The selection process will generally conform to the InfraGuide - Infraguide Selecting a Professional Consultant The project seeks to replace the existing Place Maillardville Community Centre on the City owned sites, located adjacent to Laval Square in the Maillardville community. The site is currently occupied by the existing facility and its associated surface parking, and a single-family dwelling (owned by the City of Coquitlam). The new facility will be 18,000 20,000 square feet with approx. 50 parking spots. The preliminary concept drawings (Appendix A) explored the construction of the new facility on the site immediately to the West of the current facility. This provides the potential to build a new facility on the adjacent site, while keeping the existing facility operational and ensuring that the service to the community is not interrupted. Once the new facility is complete, the existing can be demolished and the remainder of the site can be incorporated into a large community-based plaza and park, with the option of subdividing a portion of the site for a future seniors living centre. A functional program for the new facility will need to be developed in further detail based on the preliminary requirements outlined below and in the enclosed plans, (Appendix A) and will include multipurpose rooms, single court gym, teaching kitchen, seniors lounge/flex space, meeting rooms, child programming / child minding, reception and support spaces. The design should seek to provide the maximum flexibility for programming of the space and promote pedestrian flow and connections to the surrounding community and proposed public park and plaza, while providing an essential community facility within the Maillardville community that is respectful of the historical context in which it is situated. City of Coquitlam Section 00015 RFIQ No. 18-02-03 Instructions to Respondents Design Services for Maillardville Community Centre Page 6 of 12 Staff Lunchroom Child Minding Space Meeting Rooms As illustrated conceptually in Appendix A, the proposed construction phasing will include but not be limited to the following phases: Phase 1: New Facility Note: Existing Community Centre functions and access to same to be maintained throughout construction. Minor phasing and temporary work may be required to facilitate this requirement. Phase 2: Demolish existing community centre Phase 2a: Construct new park, play areas and complete site landscaping. Phase 2b: Note: The future proposed seniors living facility is not part of this RFIQ. Only the site services to serve the future proposed senior living facility are part of this RFIQ. Project Budget: The Respondent is to provide an approximate class D project cost estimate as part of the submission. Do not include construction contingency, escalation or City staff resources. Lead Consultant: The successful Respondent will act as the lead consultant on the project and will be responsible to provide the qualified professional services as required through the various phases of the project to successful completion, including but not limited to the following: - Structural Engineering - Civil Engineering - Landscape Architecture - Electrical Engineering - Mechanical Engineering - Building Envelope - Quantity Survey - Code Consultant - Energy Modeling Consultant - Geotechnical Consulting Services (refer to Appendix B for the Geotechnical Report) - Environmental & HazMat - Land Surveying Consultant File #: 03-1220-20/18-02-03/1 Doc #: 2952871.v3

City of Coquitlam Section 00300 RFIQ No. 18-02-03 Evaluation Criteria Design Services for Maillardville Community Centre Page 7 of 12 2.0 SCOPE OF SERVICES The successful Respondent (the Consultant ), in collaboration with its Sub Consultants and City staff shall provide all the Services necessary for the City to implement the development of Maillardville Community Centre, Coquitlam, BC. 2.1 Professional Services The Services shall include, but will not be limited to: Preparation of Project Definition Report (PDR); Planning: including information gathering, site analysis and program development; Stakeholder consultation meetings; Preparation and/or reviewing of existing plans provided by the City; Coordination with Sub consultants, City and authorities having jurisdiction; Design Development Graphics for Meetings, Reports and Approvals; Develop a 3D Fly Through Model and Energy Model Detailed Design and Issued for Permit Drawings; Contract Documentation; Signed & Sealed Construction Drawings and Specifications; and Cost Estimates; Project Commissioning and Close-out 2.2 Project Definition Report (PDR) consists of the following but not limited to: a. Project Description and summary b. Design Reports and Conceptual Plans c. Project delivery methodology d. Project Schedule e. Project Budget Class B Please note that the PDR will represent the schematic/design development phase required to establish the project scope and requirements prior to commencing detailed design. The PDR shall include but not be limited to the following elements: Programing requirements Area requirements and floor layouts Code issues Architectural features Structural requirements (ie. foundations, etc) Interior type finishes (ie. ceilings, walls, flooring, etc) Exterior finishes Mechanical, plumbing and fire systems requirements Electrical systems and requirements (ie. Lighting, power, security, communications, etc) Building service requirements (ie. Water, sewer, power, etc)

The successful Respondent (Consultant) will be required to assist the City to prepare the applications and submissions for potential grants applicable to our project. The City is potentially applying for an environmental grant; the Consultant will be required to ensure the design meets all requirements of the Canadian Environmental Assessment Act, 2012 (CEAA, 2012) if applicable 2.3 Project Deliverables.1 Following the RFIQ process, the Consultant is expected to:.1 meet with City staff and stakeholders to confirm the architectural program, budget and user expectations;.2 prepare a preliminary concept/schematic plan and present the plan to the City staff and stakeholders;.3 Prepare preliminary and final cost estimates;.4 modify the schematic plan as directed;.5 prepare for and attend one public open house;.6 prepare detailed project construction drawings as required by the City s Building Permit requirements;.7 provide inspections and construction services throughout the construction period. 3.0 PROJECT SCHEDULE, PHASING AND COORDINATION 3.1 Project Schedule Acknowledgement Respondents are responsible for their availability and ability to meet time schedule and completion date with a written acknowledgement of their ability to deliver the required Services to the City given their existing workload and future commitments. If the Respondent cannot meet the completion date for the Design Schedule or, the target completion date for the Construction Schedule, then this should be clearly identified on the work plan schedule in the submission. 3.2 Authorization to Proceed Selection, award and authorization to Proceed with the work would be granted on or after: June 1, 2018. City of Coquitlam Section 00300 RFIQ No. 18-02-03 Evaluation Criteria Design Services for Maillardville Community Centre Page 10 of 12 4.0 EVALUATION CRITERIA 4.1 Evaluation Committee The evaluation of submissions will be undertaken on behalf of the City by an Evaluation Committee appointed by the City. 4.2 Evaluation Criteria Submissions will be evaluated to determine the Respondent which is most qualified and advantageous to the City, using the following criteria: PROJECT TEAM, QUALIFICATIONS, EXPERIENCE AND REFERENCES 40 POINTS a) Project Team and Roles - description and role of Consultant team members and sub-consultants; Experience and Qualifications of the team members relevant to this project; b) Demonstrated Experience and References; examples of similar successful projects, project dates, client names and contact information, description of team members role in each project; c) References and Experience; demonstrated performance on similar projects including successfully working with the City, if applicable. TECHNICAL - METHODOLOGY, SCHEDULE AND PROJECT UNDERSTANDING 40 POINTS a) Methodology Project delivery, workplan, budget control, quality assurance and control measures; b) Schedule and Milestones - Availability and time schedule, including breakdown of tasks necessary to complete the project; c) Project Understanding; project objectives, outcomes and vision: major issues and opportunities presented. VALUE ADDED BENEFITS 30 POINTS a) Value Added Benefits Innovative and creative design options; b) Sustainable Benefits Sustainable design options providing cost effective solutions. City of Coquitlam Section 00300 RFIQ No. 18-02-03 Evaluation Criteria Design Services for Maillardville Community Centre Page 11 of 12 4.3 Selection Process The Evaluation Committee may, at its discretion, request clarifications or additional information from a Respondent with respect to any Submission, and the Evaluation Committee may make such requests to only selected Respondents. The Evaluation Committee may consider such clarifications or additional information in evaluating a Submission. Submissions will be compared to select one that is most advantageous. The Evaluation Committee, may, at its sole discretion, request interviews with the highest ranked Respondent(s) to present their Submission. Information obtained from interviews will be scored to complete the evaluation if meeting with more than one Respondent.
