ACCOUNTABILITY Managerially: Managerial accountability is to the Chief Operating Officer Professional: Professional Accountability is to the Chief Operating Officer Manages: All staff in the Service Delivery Unit 3. DIMENSIONS The Service Delivery Unit Manager: Is accountable and responsible for the overall leadership and management of the Service Delivery Unit ( SDU), contributing to and ensuring delivery of strategic and operational service. Will work with the Clinical Directors, Associate Director of Nursing, Head of Finance and Head of Human Resources within the SDU. Will develop a close working relationship with the Directorate of Education and Development. Is responsible for project managing capital work within the SDU and for ensuring that all Statutory Compliance issues are regularly monitored. The post holder is the budget manager for the following services: Cancer Services, Oncology and Palliative Care Directorate Medicine Directorate Pharmacy Directorate 4. ORGANISATION STRUCTURE See attached. 5. JOB PURPOSE The SDU General Manager will have specific responsibilities for: 5.1 Annual Strategic Planning and Scheduling To develop an annual Divisional Plan that is consistent with the strategic aims and objectives of the Trust and achieves the quality and access targets agreed by the SDU in conjunction with the Clinical leads and ensure the Plan is monitored throughout the year for successful delivery 5.2 Deployment of staff within the SDU To ensure the effective planning of staff to progress the SDU as identified in the Strategic Direction and Plan; to meet the quality and access targets agreed in the Operational Plan and ensure the effective deployment of staff within budget allocations. In addition ensure that the staffing plan is consistent with workforce plan targets 5.3 Management of Physical and Financial Resources To be the lead manager for the development and deployment of physical resources in the SDU and to have accountability for the financial resources allocated to the SDU and Clinical Services in conjunction with the SDU SMT as a management body. 5.4 Information Management By working in liaison with the Health Information Services, ensure that the SDU and Clinical Services are provided with relevant and timely information to manage services effectively both in respect of patient care and organisational management requirements. To ensure that appropriate cross-sdu information systems are developed to produce corporate information to support the overall management of the Trust. 5.5 Performance Management In conjunction with the Director of Performance and Development to ensure, on behalf of the Chief Operating Officer, that there is an effective overall performance management system introduced and maintained within the Division. To ensure that there are appropriate and agreed ways of reporting performance to external commissioners where required within the overall reporting systems of the Trust. 5.6 Day-to-Day Operational Management Responsible for the effective operation of the SDU on a 365 days a year 24/7 basis; responsible on a rotating basis with other General Managers for hospital wide operational management and for supporting Clinical Directors with their service delivery. The SDU General Manager will also assume Trust wide responsibilities on behalf of the Chief Operating Officer. 5.7 SDU Management: The SDU General Manager will be a responsible for: Quality of service provided Speed of access to services to the patients Implementation of agreed annual plan Management of the Clinical Services Management of resources allocated Working with Clinical Directors and Directorate teams to formulate service development plans Contribution to the overall management of the Trust The SDU General Manager will ensure that SDU delivery Team as a body is appropriately resourced and operates within Standing Orders, Standing Financial Instructions and appropriate rules and codes of conduct and procedure. 5.8 Working with External Stakeholders: The SDU General Manager will be responsible for developing a sound working relationship with external stakeholders to negotiate business in conjunction with Performance & Development, Finance and Public and Patient Involvement. 6. PRINCIPAL RESPONSIBILITIES Within the SDU, the General Manager will have specific responsibilities for:- 7.1 Quality of Service Working closely with the Associate Director of Nursing, Matrons and Clinical Directors to ensure that high quality of services are provided to patients Supporting the design and provision of information systems to record and monitor the quality of service delivered in the SDU Working across SDU boundaries to ensure the development and maintenance of patient focus care Using techniques and procedures such as Demand and Capacity mapping to support the SDU SMT and Clinical Leads with service redesign and modernisation 7.2 Access to Service Ensuring that access targets are agreed within the SDU through consultation and negotiation with practitioners in the SDU Agreeing the SDU access targets with the Executive Management Team As a member of the SDU SMT participating in discussions on access issues within the SDU and with external organisations Ensuring the provision of meaningful and timely information to ensure the effective monitoring of access for services and other quantifiable objectives set by the SDU SMT or Executive Team 7.3 Divisional Planning Leading, in conjunction with the management team and Clinical Directorates, the production of the Annual Operational Plan and the longer-term Service Development Plans Ensuring that the Annual Operational Plan is in accord with the Trust s Strategic Plan Taking responsibility for the delivery of the Annual Plan through the Performance Management of Clinical Directorates Co-operating with other SDU Managers and Management teams and Executive Directors to ensure the effective delivery of the Annual Plans of other SDUs and the Trust s overall Annual Plan If required, taking action to amend the Annual Plan in consultation and agreement with relevant individuals and organisations, eg, Chief Executive, Primary Care Trusts, other General Managers Leading the report on the delivery of the Annual Plan to the Executive Team Producing the SDU s Strategic Direction and Plan SBU Medicine Secondment November 2016 Page 4
7.4 Clinical Services As a member of the management team, developing and maintaining an effective management provision at Clinical Directorate level Leading the action required to ensure that Clinical Directorates develop appropriate forward plans, targets, quality standards, access provision etc, to produce the Annual Plan and to contribute to the overall SDU Strategic Plan Ensuring effective methods of monitoring the work of Clinical Directorates (CDs) and communications between the SDU SMT and CDs, between CDs in the SDU and between related CDs in other SDUs. 7.5 Resource Management Taking responsibility for the management of the physical and financial resources allocated Leading on the overall deployment of staff within the SDU to achieve the objectives of the Operational Plan and progress towards the Strategic Direction and Plan Ensuring that the advice of the Associate Director of Nursing is taken on professional issues; liaising with Human Resources as appropriate Managing relevant staff accountable to the SDU General Manager Ensuring that, as a member of the Management team, there is an effective use of all the resources available within the SDU and that services are provided to the quality and quantity required within the resources agreed Taking appropriate corrective action if resources allocated are exceeded in conjunction with SDU SMT members and senior colleagues 7.6 Professional Leadership Undertaking leadership in respect of staff accountable to the General Manager Influencing the SDUs overall leadership style and ensuring that there are effective two-way communications within the SDU, across the SDUs and with Corporate Directorates Leading on the effective implementation of good human resource management in the Division, working closely with the Associate Director of Nursing and Clinical Directors Supporting modernisation and workforce role re-design, in partnership with the Clinical Directors and Associate Director of Nursing Developing a workforce plan for the SDU, working closely with the Clinical Directors and Associate Director of Nursing 7.7 Overall Trust Management Contributing to the overall management of the Trust by participating in Trust wide discussions and promulgating and supporting decisions and agreements made on a corporate basis Regularly attending the Executive Team and Hospital Management Team meetings and, if requested, the Trust s Board meetings Leading and/or participating in Trust wide development issues, as will be agreed with the Chief Operating Officer, on a regular or ad hoc basis 8.
