I. Proposals received after the deadline will not be accepted for any reason. The City will not accept faxed or emailed proposals. The official clock shall be that of the Purchasing Agent. Three (3) copies of the written proposal package of reproducible quality must be submitted. All project updates and/or Addenda, if any, will be posted on the City s website at www.cogsc.com under Current Bids. It is the responsibility of the proposer to obtain this information from the City s website. All procurement procedures are subject to the City of Georgetown s procurement policies as outlined in Section 2-188 of the City s Municipal Code. II. RFP PROCESS: The City of Georgetown will conduct the selection of a pre-qualified and experienced firm in providing Design, Permitting, Bidding, Construction Management and Inspection Services as described on this RFP. Award for this project will be handled in the following manner: 1. In August of 2014, the City of Georgetown accepted submittal packages in response to a Request for Qualification (RFQ) for engineering services for public improvement projects. Firms eligible to work for the City of Georgetown have been pre-qualified. 2. This RFP document is available to pre-qualified firms and accessible on the City s website at www.cogsc.com under Current Bids or by contacting the City Engineer at 843-545-4501 or oarteaga@cogsc.com. 3. The submittals will be received and evaluated as described in this RFP. At the City s discretion, a short list of the most qualified proposers may be compiled and these may be asked to make oral presentations to the City of Georgetown. 4. At the conclusion of the RFP process, City staff will identify a candidate firm based on qualifications and competitive fee. 5. The pre-selected firm will then be presented to the Georgetown City Council for approval. 6. The City of Georgetown will notify the approved consultant of the intent to enter into an agreement for professional consulting services as outlined on this RFP. Page 2
III. BACKGROUND Georgetown, South Carolina is an incorporated municipality with a population of approximately 9,163 residents. The City is located 60 miles north of Charleston and 36 miles south of Myrtle Beach and is the end point to the area commonly known as the Grand Strand. Tourism is a major economic driver in the area and major employers include International Paper, Georgetown Memorial Hospital and local government and educational agencies. The City is currently soliciting proposals from pre-qualified consultants to provide civil engineering design services for a new 250,000-gallon elevated water storage tank to be located behind Georgetown Middle School located at 2400 Anthuan Maybank Drive, Georgetown, SC 29440. This tank will replace an old tank removed from the City Hall site. The engineering consultant whose principals are registered professional engineers in the State of South Carolina must have a minimum of five (5) years of experience in engineering; preparation of plans, specifications, and inspection services; in the design, construction and maintenance of elevated water storage tanks. The City intends to enter into a contract with the selected consultant during the 2016-2017 fiscal year. It is anticipated that the construction of the new elevated water storage tank will take place during the 2017-2018 fiscal year. Page 3
IV. SCOPE OF WORK Provide engineering services to design a 250,000 gallon elevated potable water tank, including the necessary sitework, water main tie-in, foundations, structural support, coating, mechanical, electrical, control and instrumentation systems. The consultant will be required to provide construction management and quality control inspections during field installation. Consultant will be required to file permits on behalf of the City and to coordinate with local, county, state, federal and other public utility agencies as applicable. Permit fees will be paid by the City of Georgetown. The consultant s scope of work will generally include the following: 1) The consultant will produce a subsurface geotechnical study of the site prepared by a geotechnical engineer licensed in the State of South Carolina. 2) The consultant shall prepare and provide all necessary bid documents and drawings for the tower, foundations, and accessories as follows: All civil, structural, mechanical, electrical and instrumentation drawings. 3) The consultant shall prepare a Project Manual including both General Conditions and Technical Specifications. 4) Provide a preliminary (60% design) and final engineering estimate (100% design) of the construction of new elevated water tank. 5) Manage a pre bid meeting at the Owner s facility. 6) Provide bidding support services including responding to bidder s questions, preparation of addendum, assist in receipt of bids, analysis of bids received, and assist in award of the construction contract. 7) Provide construction administration services including field progress reports, preconstruction and construction meeting minutes, review and approval of submittals, response to RFI s, review of contractor s payment requests, change order review and closeout documentation: punch list, as-builds, O& M manuals. Allow for ten (10) construction meetings which will be held once a month. 8) Provide inspection of water tank installation. The inspectors assigned to the work in the field are required to be experienced NACE Certified inspectors. Experienced welding inspectors are required to be AWS Certified Welding Inspectors working under the direction of a SC licensed structural engineer. Inspectors must have a minimum of five (5) years of experience. Submit inspection reports. Allow for ten (10) tank inspections. 9) Coordinate with city s staff, county and state other public utility agencies. Page 4
V. RESPONSIBILITIES OF THE CITY 1) Provide boundary and topographic survey of the one-acre site and easement. 2) Review the submittals in a timely fashion in order to maintain the Consultants schedule. Provide comments and final approval of the drawings. 3) Provide Front-End Documents for incorporation with the bid drawings and specifications. VI. PROPOSAL REQUIREMENTS Submit proposal package in a sealed envelope to include the following: A. Letter of Interest B. Summary of Qualifications and Experience. C. Short bio of key staff directly involved in this project. D. Hourly rate sheet by title. Hourly rates shall include overhead and profit. E. Reimbursable expenses include cost of document reproduction only. All other overhead expenses such as insurance, city s business license, mileage, meals, etc. will not be reimbursed and are to be included as part of the hourly rates. F. Consultant shall submit a lump sum proposal with all design, construction management and inspection services fees itemized. Include a total estimate of hours for each phase: design, construction management and inspection with their associated hourly labor fees. G. Lump sum fee must include plans and specifications reproduction. H. All costs incurred in preparing this proposal will be the responsibility of the Consultant. I. VIII. SELECTION CRITERIA Proposals will be evaluated and pre-selected for Council approval on the basis of the following criteria: A. Letter of Interest Provide a statement of the Consultant s understanding of the project. Discuss compliance with AWWA, NACE, ASTM, AWS and OSHA as well as other applicable standards. State your quality assurance and control (QA/QC) approach to this project. B. Project Related Experience Submit a summary of qualifications and a list of similar projects successfully completed including owner s representative name and phone number, project cost and duration. C. Personnel Assigned to Project Submit list of key staff directly assigned to the project and a short bio. D. Consulting Fee The City reserves the right to negotiate the fee seeking the best qualified consultant offering the most economical fee for the preeminent interest of the City of Georgetown. IX.
