I. SUCCESS STORIES: TOP 10 OF 2010 1 2 3 NSDS, a game changer for statistical development in Lao PDR The National Strategy for the Development of Statistics (NSDS) is the centerpiece of PARIS21 s work. Among the many NSDS success stories in which PARIS21 has been involved, the Lao PDR case stands out. PARIS21 supported Lao PDR in consolidating three separate strategic planning processes into a single NSDS, drawing on the priorities and input of actors within the national statistical system and the community of donors. In addition, PARIS21 conducted joint missions with the FAO to help the country in designing a strategy to develop agricultural statistics that is integrated into their NSDS. The NSDS process that Lao PDR has conducted has already resulted in several positive outcomes: a new statistics law, an official national advocacy day, the upgrading of the DoS into a sub-ministry, renewed trust and interest by the government, agreement to establish a national statistical council and a national partnership (country donor co-ordination group), and a considerably raised profile for the statistical system as a whole. The Laotian example has achieved such impressive results that the Statistics for Results Facility (SRF) Catalytic Fund has extended an invitation to the country to apply for funds to support strategy implementation. Mali improving survey management with ADP After a successful implementation of the Accelerated Data Program Task 1 in the Malian National Statistical Office (INSTAT) and in the other main statistical units, all past surveys and censuses have been inventoried, documented and archived. A series of local trainings have created the necessary capacity within INSTAT to undertake these tasks as a routine exercise. INSTAT, like all data producers, is faced with an ever expanding demand for relevant and accurate information. Recognising the potential benefits of providing researchers with access to microdata, INSTAT has embarked on the design and adoption of a formal microdata dissemination policy which meets the requirements of the country s statistical and privacy legislation. This policy is being finalised, after a successful national workshop where users, producers, and legal experts discussed and agreed on the best way to proceed. The practice of providing access to microdata files has been in existence for over 40 years and has recently received greater attention from international statistical agencies. This agenda pursued by INSTAT is supported by the ADP and by local partners (EU, Swedish Cooperation). Mali was one of the very first countries to join the ADP. Advocacy: Opening a brighter future for statistics in El Salvador PARIS21 has been particularly active this year in terms of advocacy. The country-level toolkit was rolled out in several countries and provided a good basis for the organisation of specific workshops. NSDS-linked advocacy material was widely produced on demand and disseminated by the countries in specific national and regional events. Advocacy products ranged from booklets, summaries, leaflets and posters to video clips. Undoubtedly, the first-ever celebration of the World Statistics Day on 20th October 2010 generated even further demand from various countries. For example, with PARIS21 support in 2010, El Salvador produced a poster to mark the occasion, an NSDS booklet that was distributed during the NSDS launching event to high-level participants, along with an NSDS-oriented advocacy clip that was viewed during this same event. As a CENTROESTAD (Statistical Commission of SICA) member, El Salvador also collaborated with PARIS21 to produce a regional booklet on the harmonisation of regional statistics and their importance for the Central American integration process. 2
4 5 6 7 Making the partnership work in the field As a partnership PARIS21 is also promoting and fostering better co-ordination of the implementation of activities in beneficiary countries. Two examples of positive work through partnership can be highlighted: (i) the PARIS21 Secretariat systematically encourages the organisation of joint missions in countries to bring more experience and lessons learned into discussions 16 joint missions on NSDS were organised in 2010 with a wide range of partners: World Bank, Eurostat, UNECA, Afristat, ACBF, InWent, ENSEA Abidjan, University of Ibadan, FAO and SPC; (ii) the PARIS21 Secretariat is also trying to inform technical and financial partners present in the countries about upcoming missions: for example Eurostat systematically informs EU delegations about the objectives of the mission and the importance of giving support to statistics before the mission; a good practice which should be implemented with more partners. PRESS 2010: Using data to improve aid With the third round of the Partner Report on Support to Statistics (PRESS) in 2010, the PARIS21 Secretariat streamlined the data collection process, launching an online questionnaire that resulted in an increased response rate and a more comprehensive harvesting of data. The international community has come to recognise the unique contribution that the PRESS offers to the development and aid effectiveness agenda, in particular its principles of ownership, managing for results, use of country systems, and mutual accountability. In fact, Eurostat systematically sends the PRESS report to all EU delegations and encourages them to use the data in designing their programmes. In addition, in the margins of its 2010 Committee on Statistics, UNESCAP held a Meeting of Partners for Statistics Development in Asia-Pacific, at which participants agreed to use PRESS data as their official information source to co-ordinate their work. Malawi NSO engaged in South-South cooperation South-South cooperation plays an important role in building capacity, advancing development and promoting mutual benefit. The PARIS21 Secretariat fosters the exchange of best practices, relying on strong country ownership and leadership. For several years PARIS21 has drawn from the experience of former heads of Statistical Offices from developing countries. In 2010, the Secretariat has again encouraged this approach and has engaged more collaboration with NSOs. For example, high-level experts from the Malawi NSO have facilitated the NSDS process in other countries: in Liberia and Mozambique, they led the mid-term reviews of the NSDS while in Ethiopia the National Statistician of Malawi provided recommendations on the funding mechanisms based on their own experience in terms of basket funding. This kind of support has been greatly appreciated by beneficiary countries and will be expanded by the PARIS21 Secretariat in the future. Microdata access made easier with the new IHSN NADA 3! In 2010, the International Household Survey Network (IHSN) released the latest version of its free survey cataloging system, the National Data Archive (NADA) 3. NADA makes it possible for a data producer to publish survey and census metadata in a searchable on-line catalog and disseminate datasets according to its policies. NADA is the portal for researchers to browse, search, compare, apply for access, and download relevant census or survey information. The new NADA provides increased services for data users and additional benefits for data providers, such as features to monitor data use and to follow new data demands. It is fully compliant with the DDI and the OAI international standards. Where it has been implemented, NADA has contributed to a greater visibility and use of data and has improved the visibility of the host institution. NADA is available for download at www.ihsn.org/nada. It is available in Arabic, English, French, Spanish and Russian. Support is available through the Accelerated Data Program. 3
8 9 10 Reviews: Peers help adjust the course in Benin and Congo In order to better take into account the quality dimension of the NSDSs, two key activities have been successfully undertaken in 2010: peer review exercises and the midterm reviews of NSDS in Mozambique and Liberia. Two new countries have been reviewed through the peer review exercise (Benin reviewed by Burundi and Guinea and Congo by DRC and Benin). The results of this pilot phase are very encouraging: the methodology has proven to be relevant; participating countries have been very satisfied with the experience and learned considerably from each other; and other countries are now interested in participating in the exercise. This experience should be continued and scaled up in the coming years, under the responsibility of the African Union Commission. Logical framework: the partnership s dashboard At the November 2009 Consortium meeting, the Partnership endorsed a new strategy for 2010 14 and a Dakar Declaration on the Development of Statistics (DDDS). The Partnership then agreed a logical framework (logframe) to measure progress towards DDDS objectives, with the assistance of a UK led task team in defining baseline, milestone, and target indicators. The logframe provides objective measures for progress in the DDDS, including such areas as: implementation of NSDSs, alignment of donor support with NSDSs, funding levels targeting statistical development, co-ordination of statistical activities, and increases in statistical capacity. The Secretariat, in collaboration with the wider Partnership, will produce a report on monitoring the DDDS, drawing on data from the logframe, in time for presentation at the Busan High-Level Forum on Aid Effectiveness in November 2011. Management Information System: Eurêka! Human and financial resources have been invested in 2010 to develop and deploy an innovative management information system within the PARIS21 Secretariat. The system, named Eureka, is built on the OECD corporate financial system and handles many types of information that were not available (and analysed) up to now. The overall objective of Eureka is to enable the Secretariat to manage its activities, to get the clear and concise information needed to take strategic and operational decisions in a more efficient and less time-consuming way. The system also facilitates the exchange of information with an ultimate goal to optimise Secretariat resources and meet the requirements of an expanding number of donors. 4
II. SUMMARY OF ACTIVITIES The present report outlines progresss in Secretariat activities (including those of the International Household Survey Network and Accelerated Data Program) carried out in 2010 following the CANK (Coordination, Advocacy, NSDS, Knowledge for statistics) structure which has entered into force on the 1 st of January 2011. 2.1 CO-ORDINATION PRESS Since 2008, PARIS21 has conducted an annual exercise the Partner Report on Support to Statistics (PRESS) that gathers information from financial and technical partners on their support to statistical development. From the 2010 PRESS Round, covering active support over the period 2008 10, the following points emerged: Over the period 2008 to 2010, African countries and regional bodies received 45% of total estimated commitments, while Asia and the Pacific received 31%, Latin America and the Caribbean 8%, and Europe 7%. A further 9% were committed to global, non country-specific projects and programmes. Fifteen countries (Afghanistan, Albania, Burkina Faso, Ethiopia, Haiti, India, Kenya, Malawi, Mali, Mozambique, Nigeria, Pakistan, Sudan, Tanzania, and Ukraine) had estimated commitments equaling to 45% of total estimated commitments. Three donors (European Commission, World Bank, and United Kingdom) providedd 62% of total commitments. Commitments are considerably fragmented: more than one-third of aid relationships in statistics (among the same 15 countries cited above) accounted for less than one-twentieth of the financial aid committed to their statistical systems. Since the initial PRESS round in 2008, global estimated commitments have risen by nearly 60% (from approximately US$ 1 billion to more than US$ 1.6 billion in the 2010 round), although this increase may be partly due to a better respondency rate of donors. Since the PRESS 2008 round, the distribution of aid commitments to statistics seems to be shifting away from Africa. While the African continen remains the region with the highest proportion of commitments by far (45% of global totals in PRESS 2010), its share has decreased steadily from the 2009 round (52%) and 2008 round (59%). This change has primarily been to the benefit of Asia. GLOBAL DIRECTORY AND PARIS21 WEBSITE The PARIS21 Secretariat updated in 2010 the Global Directory of Partners in Statistical Capacity Development as part of its efforts to strengthen the partnership of statistical actors. The new version of the directory gives updated information on over 100 development partners, setting out summary information on each partner s overall goals and objectives, their main areas of intervention, with a special focus on statistical capacity development. The directory is available on-line on the PARIS21 website, which has been fully retooled: www.paris21.org. 5
NSDS STATUS Reports on NSDS progress were produced in February 2010 and November 2010, covering International Development Association (IDA) borrower countries, lower middle income countries, and all African countries. The last report reveals the following: Of the 79 IDA borrowers, 28 are currently designing or awaiting government adoption of their NSDS. A further 35 are implementing their strategies. A total of 80% are therefore currently engaged in an NSDS process. In Africa, 36 of the 40 countries on the continent are designing or implementing a statistical strategy. Of the 38 lower middle income countries and remaining African nations, 29 are designing or implementing strategies. Combining IDA and lower middle income countries, 79% are therefore engaged in an NSDS process. A further 14 countries (12%) either have no strategy or an expired one but are planning to design an NSDS. Of the 117 countries covered by the report, only 11 (9%) are without a strategy and are not currently planning one. Most of these countries are the most vulnerable those in conflict situations or small island developing states. PARTICIPATION OF STATISTICIANS IN PARTNER EVENTS In 2010 the Secretariat funded the following participants: 10 participants at the UNSC meetings in February 2010 (New York) 2 participants at the ECLAC Rede de Conicimiento meeting on NSDS in October 2010 (Colombia) 1 participant at the PARIS212-SPC workshop for the Pacific in July 2010 (Noumea) 6 participants at 5 th African Symposium in December 2010 (Cairo) 2 participants at UNESCAP Committee on Statistics in December 2010 (Bangkok) 2 participants from SICA and CEPAL at a regional meeting in December 2010 (Lima) COMITE DES SAGES AND LOGICAL FRAMEWORK The first half of 2010 has also been marked by the work of the Comité des Sages. The Comité helped define the logical framework, governance arrangements, and a funding strategy for the Secretariat. The structure of the logical framework was endorsedd at the June 2010 Board meeting, and a UK led task team helped define baseline, milestone, and target indicators to measure progress. The governance arrangements were agreed at the same June 2010 meeting, and the Secretariat has since then worked with the Executive Committee to identify the remaining seats on the Board. The final composition will be agreed at the April 2011 Board meeting. The Secretariat has implemented the funding strategy and will continue to do so over the next few years in order to mobilise enough funding to carry out the directives assigned to it by the Board. The Task Team on Logical Framework led by DFID was established to define indicators for the new logical framework with the main objective to measure progress towards DDDS objectives. The team met a half dozen times and agreed on 22 indicators in Part I of the logframe. An additional 36 indicators have been considered in Part II. OVERALL MANAGEMENT In 2010 the Secretariat prepared the new Programme of Work and Budget for the period 2011-2012 in which the CANK (2011-2014) is fully encapsulated. 6
In addition, a fund raising programme targeting in particular DAC donors was implemented to fill the funding gap for 2010 and seek funds for the 2011 14 quadriennium. The Secretariat visited the following DAC delegations in Paris in 2010: Australia, Belgium, Canada, EU, Finland, Ireland, Japan, Mexico, New Zealand, Norway, Poland, Portugal, South Korea, Spain and Sweden. A new management and information system (Eureka) was put in place at the end of 2010, allowing a better monitoring of expenditures, budget follow-up including forecasts, analysis of costs per country and/or region as well as grant follow-up. 2.2 ADVOCACY SUPPORT TO ADVOCACY Among its 2010 advocacy activities, PARIS21 supported 22 countries or regional entities in producing booklets promoting their national statistical system and strategic planning processes and in organising advocacy seminars or donor roundtables. These countries and regional entities are listed below (chapter 2.3). 2.3 NSDS - RSDS The PARIS21 Secretariat directly supported 35 countries or regional entities in NSDS and RSDS processes (including mainstreaming agricultural statistical development in three countries), in conducting peer reviews, and in preparing interventions at donor roundtables. Details are provided in map and table below. In 2010 the coverage of countries (see map below) shows a quite good balance in terms of support across continents. It should be noted that almost half of countries receiving support are fragile states. 8

2.4 KNOWLEDGE FOR STATISTICS INTERNATIONAL HOUSEHOLD SURVEY NETWORK (IHSN) The IHSN was set up in September 2004 as part of the Marrakech Action Plan for Statistics (MAPS). The Network brings together survey producers, sponsors and users. The Management Group, comprising representatives of major international survey sponsors, met in March 2010 and approved the IHSN work program and its priority objectives that include: Better coordination of international household survey programs. Promotion of international standards and best practice. Harmonization of data collection instruments. Fostering better use of existing survey data, by establishing a central survey repository and developing tools and guidelines for improving survey documentation, dissemination, and preservation. Since April 2006, the IHSN core program is implemented as a satellite program of the PARIS21 Secretariat. It is supported by the World Bank MAPS Development Grant Facility (DGF). Over the reporting period, the IHSN has kept working on two main activities: 1. Development of tools and guidelines to foster data use (through better documentation, preservation, and dissemination of survey microdata), which include: Microdata Management Toolkit: the software will become a freeware in the coming months. The IHSN worked with the DDI alliance on the update of the standard. National Data Archive application (NADA): an upgraded version has been released (version 3), which will make data use and its monitoring easier. The application is being used by several IHSN members (World Bank, WFP notably). Microdata anonymization tools: tools have been tested and best practice is being documented. This is being done in close collaboration with ADP implementation. Guidelines on the documentation of agricultural censuses and surveys prepared jointly with FAO. Guidelines on Microdata Dissemination Policy: translations in several languages have been made available. 2. Harmonization of international survey methods and instruments. This activity is streamlined in the Question Bank content development, which now includes a total of 7207 questions in 364 survey modules, and 933 classifications. IHSN also uploaded metadata on 266 indicators, many of them coming from the WHO SDMX repository. 11
ACCELERATED DATA PROGRAM (ADP) Since April 2006, the ADP has been implemented as a satellite program of the PARIS21 Secretariat. The ADP is mostly supported by the World Bank MAPS Development Grant Facility (DGF), with an increasing number of donors supporting activities at country level. The ADP is implemented jointly with the World Bank and other partners in several countries. Most ADP activities are country-based, although some specific support was provided to regional organisations in 2010. Activities implemented can be broken into the two following tasks: Task 1: Inventory, documentation, and dissemination of existing microdata Task 2: Assessment and analysis of existing data, and improvement of national survey programs Responding to the demand, ADP has kept expanding the geographic coverage of its Task 1. ADP is implemented mainly by national statistical agencies, with the encouraged involvement of line ministries and sub-national level agencies. The following 55 countries have received support in ADP Task 1: Afghanistan, Algeria, Argentina, Bhutan, Bolivia, Burkina Faso, Cambodia, Cameroon, Cape Verde, Colombia, Costa Rica, Côte d Ivoire, Dominica, Dominican Rep., Ecuador, Egypt, El Salvador, Ethiopia, Gambia, Ghana, Guatemala, Guinea, Guinea Bissau, Honduras, Jordan, Kenya, Lao PDR, Lesotho, Liberia, Malawi, Mali, Mauritania, Mexico, Morocco, Mozambique, Nepal, Nicaragua, Niger, Nigeria, Palestine, Panama, Paraguay, Peru, Philippines, Russian Federation, Senegal, Sierra Leone, Sri Lanka, Sudan, Tanzania, Tunisia, Uganda, Uruguay, Vietnam and Zambia (see tables and map below). In collaboration with the Trinidad office of ECLAC, ADP has also provided training and support to the following additional 12 countries: Anguilla, Antigua and Barbuda, Bahamas, Belize, Grenada, Guyana, Jamaica, Netherland Antilles, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago. Task 2 is still in a pilot phase. Cameroon and Ethiopia have embarked on the establishment of their National Question Bank (based on the IHSN Question Bank application), to foster survey methodology harmonization and the use of international standards. In collaboration with the World Bank, Task 2 activities were also implemented in the Philippines for the assessment of the NSO household surveys. Demand for Task 2 is high but the available resources do not allow ADP to scale up that activity for the moment. The ADP has continued several partnerships in 2010 with: The Secretariat of the Pacific Community in implementing ADP in the Pacific. Activities have been implemented at the regional and national level (Marshall Islands and Vanuatu); UNICEF by providing software and support to the documentation of MICS 4 surveys; FAO to document all agricultural censuses in the IHSN Microdata Management Toolkit; The German cooperation to finance and implement the ADP in Zambia; The government of Luxembourg to finance the ADP in Guinea; IPUMS International to generate DDI-compliant metadata for the 75 censuses available in IPUMS databases. The metadata and all related microdata have been provided to the respective countries. 12
