Where countries stand in preparing their INDCs Countries start from diverse national circumstances, capacities and capabilities: Various countries already have national targets/pledges as starting point or can draw on existing and planned national strategies, policies/plans A wide range of experience exists with the development and implementation of GHG inventories, National Communications and NAMAs -> these processes have generated national capacities and information necessary for the INDC process Many countries have already begun preparing their INDCs and endorsed their readiness to submit them by early 2015 Page 4

2-steps approach for INDCs support in the run-up to Paris: Step 1 Needs-assessment to identify specific need for support of developing countries in preparing INDCs Step 2 Implement country-specific support measures via locally on-going GIZ projects Page 5

Early lessons learnt from needs-assessment and regional UNDP dialogues on INDCs Broadly accepted: INDCs need to transform the business as usual scenario, focus on mitigation and be quantifiable. Adaptation can be considered and play a role, since INDCs are supposed to be embedded in a context of sustainable development Common understanding on the need for transparency and basic upfront information to be submitted with INDCs (e.g. type, base year, gases and sectors covered, methodologies applied) To develop realistic and feasible INDCs, they need to be backed up with mitigation strategies, policies and actions Common barriers: lack of capacities for the development of robust GHG inventories, weak institutional arrangements to ensure of data provision for political decision-making Need for a bettter clarification on the relationship between INDCs and NAMAs Page 6

Early lessons regarding needs for support to prepare mitigation INDCs Many countries know their technologically possible and financially feasible mitigation potentials: Less needs for technical studies/ feasibility studies/ quantification Rather support for (iterative) process of agreeing on goals domestically and of their respective implementation: Workshops to embed NAMAs in LEDS/ translate LEDS into NAMAs Multi-stakeholder process to agree on goals Inter-ministerial agreement on implementation process for INDCs Workshops to elaborate financing models for NAMAs Workshops on institutional set-ups MRV-Training for planning and implementation of mitigation actions Page 7

How GIZ supports partner countries in preparing their INDC at national level Process facilitation and technical support for inter-ministerial agreement on mitigation goal, stakeholder consultation and for roadmap development (Technical) analyses and studies (e.g. on development of BAU, mitigation potentials, etc.) Workshops to embed INDC in LEDS, to operationalize INDCs as NAMAs, to establish MRV systems Supporting political decision-making processes for the submission of INDCs and the implementation thereof Foster (regional) peer-to-peer exchange and knowledge management Page 9

Summer School 2014 on INDCs 3 rd Summer School of the International Partnership on Mitigation and MRV; 3-10 th September 2014 in Punta Cana, Dominican Republic 28 policy makers, international experts and negotiators from 20 developed and developing countries and the EU Objective: mutual learning and peer-to-peer exchange on domestic INDC processes Extensive discussions on INDCs, domestic processes for their preparation and up-front information needed to create transparency and to be able to assess whether contributions will allow to meet 2 C target Results: In-depth exchange on technical details of INDC processes, (incl. stakeholder needs, challenges faced and ways to overcome them) as well as on ambition & equity in a trustful atmosphere. International Partnership on Mitigation and MRV Supports national projects with knowledge management on INDCs Maintains a website on INDCs with background information on the international process, relevant documents, and country experiences http://mitigationpartnership.net/intended-nationally-determinedcontributions-indcs Exchange of experiences and approaches between Parties in developing their respective contributions Collaborates with other partnerships (Partnership for Market Readiness, NAMA-Partnership, LEDS Global Partnership) and think tanks (Ecofys, Öko-Institut, Wuppertal Institute, Climate Analytics, Fraunhofer ISI) Contributes to UNDP Technical Dialogue on NDCs Page 12

Observed challenges Short Timeframe for preparation of INDC Lack of Financial and technical capabilities (e.g. with regard to development of BAU scenario, identification of promising mitigation actions) Development of mitigation targets for the post-2020 period: A number of mitigation targets may exist, but with different base years. Lack of inter-ministerial coordination Uncertainty due to the lack of formal guidance from UNFCCC on the format of INDC submission (e.g. latest 24.20.2014 draft by ADP cochairs: http://unfccc.int/files/meetings/bonn_oct_2014/insession/application/pdf/adp2-6_i3_24oct2014t1530.dt.pdf ) Page 18
