10 UfM l The Euro-Mediterranean intergovernmental institution Governance The Co-Presidency The UfM is chaired by two Co-Presidents, one from the North: the European Institutions, and a rotating one from the South : currently Jordan. The Senior Officials The Senior Officials of the 43 countries are mandated to deal with all aspects of the UfM. The Secretariat Based in Barcelona, it is led by a Secretary General, assisted by six Deputy Secretary Generals for six priority areas. It is financed by the European Commission and contributions by member countries.

UfM l The Euro-Mediterranean intergovernmental institution Added Value Support of 43 countries Through the UfM label, the project promoter gains the support of 43 countries, this awareness and visibility helps him to further raise support and mobilise partners. Facilitate access to finance The UfM Secretariat acts as a one stop shop through which project promoters gain access to a strong network of donors and financial institutions, from the Mediterranean region and beyond. Broker solution for complex regional projects The UfM Secretariat s mandate allows it to overcome difficulties in regional initiatives and mobilise governments and stakeholders towards a project s success. Make a project idea become a reality The Secretariat s network of Euro-Mediterranean partners as well as its in-house & external expertise help a project idea become a reality on the ground. 13

24 UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Transport The work of UfM in the transport field focuses on creating a balanced and harmonized transport network; including all modes of transport; road, rail and maritime, aiming at connecting the missing links, creating shortest and fastest ways with low levels of formalities and providing energy and cost efficient mobility solutions. In accordance with the mandate given by the 2013 UfM Ministerial Conference on Transport, it focuses on projects in the transport field with a holistic approach, supporting the establishment of a Trans-Mediterranean Transport Network (TMN-T) and its connection with the Trans-European Transport Network through the Motorways of the Sea, in close collaboration and cooperation with the EC, Mediterranean Partner Countries, IFIs and all other actors involved in the process. The UfMS participates in the Euro-Mediterranean Transport Forum and its Network and Land Transport & Maritime Affairs Working Groups, providing permanent technical support to the Forum for the preparation and assessment of the projects related to the TMN-T.

The creation of this network will enable to develop an inter-mediterranean maritime model, in which these multimodal logistics chains, including the maritime section, will play an important role to articulate the relations between the different ports and countries. UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Transport MARKET ECONOMICS PERSPECTIVES There are many reasons accounting for the relevance regained by the Mediterranean basin within the international context, as a result of globalization and of the way global trading is conducted, mainly through maritime transport. Projects aimed at improving ports and logistics in the Mediterranean Sea are increasing. the New Suez Canal expansion could foster the development of new regular routes between the Mediterranean ports and the Red Sea ports, the leading role taken by the whole area of the Gulf in the international economic scenario, encourages trade networking and business relationship with the Middle and Far East, and the Mediterranean. the possibility of funding connections with neighboring areas and countries was formally introduced. In the revision of the EU policy on TEN-T (2013-2014) The review of the European Neighboring Policy introduced the option of a flexible financial instrument that could be used for financing TMN-T. In this new scenario the Secretariat of the Union for the Mediterranean is ready to contribute to drive forward the most necessary issues and change the reality of the region. 26

UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Urban Development Urban development is a multi-dimensional field that calls for a bottom-up approach and regionally-applicable solutions, to address a number of demographic, social-economic, environmental and technological challenges faced by the southern and eastern Mediterranean, both at local and regional level. In the face of this reality, and on the basis of the mandate set by the Ministerial Meeting on Sustainable Urban Development held in Strasbourg on 10 November 2011, the UfMS will continue to diligently promote a sustainable, innovative and integrated and inclusive urban development, while following a cooperative approach through the joint efforts of governments, local and regional authorities, developers, financiers and civil society. 27

28 UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Urban Development URBAN PROJECTS FINANCE INITIATIVE The Urban Projects Finance Initiative (UPFI) is one of the pillars of the Euro- Mediterranean Urban Development Strategy, as stated in the Declaration of the first UfM Ministerial Conference on Sustainable Urban Development (Strasbourg, 10 November 2011). UPFI was launched during the SOM of April 2014, after receiving the unanimous support of the 43 countries and the European Commission, for its exemplary and strategic nature in the field of urban development. The UfM Secretariat acts as trusted third party among the different countries and institutions, promoting the exchange of views, ideas, best practices and cooperation, with a view to supporting the actions of its partners, improving their efficiency and enhancing their visibility.

UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Urban Development URBAN PROJECTS FINANCE INITIATIVE UPFI identified 27 potential mature projects from 9 UfM countries. 3 out of 12 candidate projects have been labelled since 2014. The total of the projects corresponds to an investment of 5 billion Euros, this represents only 8% of the investment needs for urban infrastructure in the region for the next 20 years, as stated by the EIB. The UfM Secretariat ensures that there is a geographical balance between the countries, as well as the support of the national and local authorities. 30

31 UfM l An institution committed to the main challenges and opportunities Sustainable Development & Infrastructures: Energy & Climate Change Water & Environment Energy and Climate Change: The UfM acts as a unique platform to facilitate and promote regional dialogue and cooperation as well as concrete projects and initiatives in the fields of Renewable Energy, Energy Efficiency and Climate Change. It aims to tackle energy vulnerabilities and climate change challenges in the region while advancing towards more secure and sustainable energy models. Water and Environment: The UfM aims at countering the environmental challenges of the region by developing major impact projects and focusing on the main regional priorities, namely the protection of the marine environment; the H2020 initiative to depollute the Mediterranean with the objective to tackling 80% of pollution by 2020; as well as the UfM Water agenda, designed around the four pillars of water governance, water and climate change adaptation, water demand management and water financing.
