11 TH COURSE ON DEVELOPING AND ORGANIZING A TRAUMA SYSTEM AND MCS ORGANIZATION FOR PHYSICIANS, NURSES AND PARAMEDICS March 23 - April 4th,2014 Rambam, Health Care Campus Haifa, Israel Curriculum and Requirements Israel's Agency for International Development Cooperation Ministry of Foreign Affairs State of Israel Ministry of Health This course is part of a world-wide continuing education program on the subject of Trauma, Emergency and MCS, sponsored by MASHAV.

INTRODUCTION The 21 st century began with a reminder that terrorist attacks and mass casualty situations can happen anywhere. Until recently only a few countries had prepared themselves to deal with natural disasters or terrorists attacks. Over the last several years, there has been an increasing awareness of the importance of emergency preparedness to cope with theses emergency events. A Mass Casualty Situation is an event in which hospitals are required to treat injured persons beyond their capabilities and capacities. The State of Israel is one of a few countries with more than 60 years of experience in preparing its health care system to deal with a variety of mass casualty situations. Rambam Health Care Campus is often on the front line of a home front war and continues to function at full strength, treating both civilian and army emergencies, as well as regular patients who continue to come to the hospital for treatment. RAMBAM HEALTH CARE CAMPUS Rambam Health Care Campus - one of the five largest hospitals in Israel - provides medical care to the Haifa community and tertiary care facilities to the population of northern Israel. The Campus includes more than 900 in-patient beds and employs 3,500 physicians, nurses, paramedical and administrative staff, utilizing advanced technology and imaging facilities. Rambam Medical Center is affiliated to The Bruce Rappaport Faculty of Medicine of Technion-Israel Institute of Technology, attached to Rambam Health Care Campus, and provides instruction and specialization in various medical fields. TRAUMA SERVICES AT RAMBAM HEALTH CARE CAMPUS The new Trauma Unit at Rambam Health Care Campus consists of 6 fully-equipped bays prepared to treat patients 24 hours a day. The trauma team is comprised of two surgeons and two nurses. All trauma surgeons have successfully completed the ATLS course. Rambam Health Care Campus heads the only trauma system in

northern Israel. It covers pre-hospital and hospital facilities of the north of the country, with nine general hospitals transferring severe trauma patients to Rambam. Of the 38,000 trauma patients seen yearly in the Department of Emergency Medicine, 3,500 require hospitalization. Rambam Health Care Campus is the busiest trauma center in Israel, with over 800 severe trauma patients treated yearly in the trauma unit. A quality improvement program is used to improve patient care and outcome, leading to an impressive reduction in mortality. THE TEACHING CENTER FOR TRAUMA, EMERGENCY AND MASS CASUALTY SITUATIONS The Teaching Center for Trauma, Emergency and Mass Casualty Situations [MCS] is one of the leading centers of excellence at Rambam Health Care Campus. Since 1999, The Teaching Center has organized and successfully delivered ten international courses for physicians and nurses, entitled "Developing and Organizing a Trauma System". Specific courses for Jordanian, Italian, Indian and Chinese physicians and nurses have been held. ACLS courses for physicians and nurses have been held in Israel and workshops on MCS have been organized in Italy, Portugal, Costa Rica, Puerto Rico, USA, Latvia, Estonia, Thailand, India and Chile. International courses have been held for physicians from 59 countries such as- Italy, Sri Lanka, Indonesia, Albania, Kosovo, Ethiopia, Georgia, Vietnam, Nepal, Myanmar, USA, UK, Germany, Norway, Ecuador, Peru, Chile, Colombia, Mozambique, Russia, Uruguay, Kenya, Nigeria and the Czech Republic. The Teaching Center has organized two NATO Advanced Research Workshops on MCS and has provided advice on organizing trauma systems in Italy. It is also involved in organizing and giving advanced trauma courses to physicians and nurses in Israel.

HERE ARE SOME COMMENTS FROM THE PARTICIPANTS IN PREVIOUS COURSES COURSE ON DEVELOPING AND ORGANIZING A TRAUMA SYSTEM AND MCS ORGANIZATION Every single day I think about you and the lessons we learned in Israel, and I ve been trying to follow them as much as I can, of course, with some adaptation to my country. Many times a day, images and spots and remembers from Israel suddenly appear in my mind, just like that, very spontaneous and automatically. I guess that I went through some kind of transformation during that trip, I m not exactly the same person I was before. I m certain the change is for the better! And I hope to start changing things in my work, too! I miss you and all the Rambam team a lot. Thanks for all again. You, your country and your people are very special. I love you for ever. It is very interesting when you start the analysis with your new Israeli eye. You ll see that we have another perspective to the problem and we are able to discover things that we never imagined through the experience we acquired in Israel. It s been almost three months since we enjoyed that wonderful experience in Israel. Tomorrow I am turning in a project to start a Trauma Unit in my hospital. The hospital director and the major leaders are convinced of the need to start working in an orderly fashion to deal with trauma patients. You are the ones that gave us the first push. Congratulations for the effort you do to each others your experience I want to thank everyone of you for all this experience received and for the possibility of getting such a direct and personal knowledge of the meaning of the State of Israel, of its people and of the value that effort and organization have to achieve and to sustain a common objective. Thank you again for all you did for me (us) in Israel. That was the most beautiful time in my last few years. So much has been learned in so short time amazing. We received from you the key to open the door of a new management of the trauma in our country. I m really impressed. You made us work a lot, but it was perfect because we took advantage of every minute and learned something. More than expected. All lectures are very professional and full of experience. The course was excellent and organised by professionals.
