HARYANA NURSES AND NURSE-MIDWIVES COUNCIL ************ Procedure for admission to Govt. and Private self-finance school offering GNM, ANM courses in the State for 100% seats For academic session 2017-18 ************ The Directorate of Medical Education & Research, Haryana has decided that admission to Govt. and Private Self Finance Nursing Schools of Haryana against 100% seats by centralized online counseling shall be conducted by Haryana Nurses and Nurse-Midwives Council following the State Government Reservation Policy. No offline application will be accepted. The online counseling for admission to above mentioned courses will commence from 21.08.2017. The criteria for admission/basic qualification for admission to the nursing courses is as prescribed by Indian Nursing council. The eligibility shall be as under:- Course Eligibility Duration GNM Minimum and Maximum age for admission will be 17 and 35 years. There is no age bar for ANM/LHV. 10+2 class passed preferably science (PCB) & English with aggregate of 40% marks. 10+2 in Arts (Mathematics, Biotechnology 3 years Economics, Political Science, History, Geography, Business Studies, Accountancy, Home Science, Sociology, Psychology) and English Core/English elective or Health Care Sciences-Vocational Stream only, passing out from recognized Board under AISSCE/CBSE/ICSE/SSCE/HSCE or other equivalent Board with 40% marks. 10+2 Vocational ANM under CBSE Board or other equivalent board from the school and 2
recognized by Indian Nursing Council with 40% marks. Registered as ANM with State Nursing Registration Council. Student qualified in 10+2 Arts and Science examination or Health Care Science-Vocational Stream only conducted by National Institute of open school with 40% marks. ANM The Minimum age for admission shall be 17 years on or before 31 st December of the year in which admission is sought. The maximum age for admission shall be 35 years. The minimum educational requirement shall be 10+2 in Arts (Mathematics, Physics, Chemistry, Biology, Biotechnology Economics, Political Science, History, Geography, Business Studies, Accountancy, Home Science, Sociology, Psychology, and Philosophy) and English Core/English elective or Science or Health Care Sciences-Vocational Stream only passing out from recognized Board. Student qualified in 10+2 Arts or Science examination conducted by National Institute of open school 2 years * Only Female Candidates are Eligible for A.N.M and G.N.M. The admission would be done strictly as per seats permitted to admit students for A.N.M. and G.N.M. courses to recognized institutes by Indian Nursing Council for Session 2017-18 (displayed on Indian Nursing Council website). The criteria for admission, the list of eligible institutions, school wise allocation of the seats, instructions for admission mode of payment etc. is available on hrynursingadmissions.com. The criteria for seat distribution for A.N.M. and G.N.M. will be same as per reservation policy as followed by DMER in previous year. 3
Interested candidates may apply online on hrynursingadmissions.com for admissions to Govt. and Private Self financing Nursing Schools of Haryana from 21.08.2017 upto 14.10.2017 (mid-night). The applicants are advised to apply well in advance in view of the rush of the application and the portal shall automatically be disabled on 14.10.2017 at 12:00 midnight. The institute shall report and confirm the admission of candidate to the Department. A list of eligible institutions is available on hrynursingadmissions.com (displayed on Indian Nursing Council website for session 2017-18). Fee structure prescribed by DMER for ANM Course is 1,37,800/- Rs, GNM Course is 1,98,200/- Rs will only be charged for the entire course by the institute. If any institute demands/charges more than that amount or refuses admission because of this, a complaint can be lodged on email hrynursingadmissions@gmail.com. 4
If any institution without recognition does admission of students illegally, such institution shall be liable for disciplinary / legal action as per the Rules. No institute will admit students beyond the number of seats sanctioned at the time of admissions by INC under any circumstance. 1. The procedure laid herein shall apply to all the Government and Private Self-finance institutions falling within the purview of the Haryana Private Health Sciences Educational Institutions (Regulation of Admission, Fixation of Fee and Maintenance of Educational Standards) Act, 2012 (hereinafter referred to as the Act in this notification) [a list, along with the detail and allocation of seats available therein, of known institutions is appended to this notification as Annexure to this notification. It shall be obligatory for any Government and Private unaided institutions falling within the purview of the Act and not finding a mention in the above list to immediately inform the Registrar, Haryana Nurses and Nurse- Midwives Council, Panchkula to be included in the said list. Any admission made in exception to this notification under the circumstances as elaborated above shall not be acknowledged as validity admitted students in term of the Act and shall remain liable to the provision of the Act in the said regard to the said extent. 2. Method of determination of merit:- (i) The merit will be drawn separately for the candidates having passed the different qualifying exam as shown above. (ii) Preference will be given to candidates in following order:- For GNM o Candidates in the merit, drawn out of the candidates with Science subjects (PCB) in qualifying marks. o Registered as ANM with State Nursing Registration. o 10+2 vocational ANM under CBSE Board or other equivalent from the School and recognized by Indian Nursing Council with 40% marks. o 10+2 with Arts o Students qualified in 10+2 Arts or Science Examination or Health Care Science-Vocational stream only conducted by National Institute of Open School with 40% marks. 5
(iii) (iv) (v) (vi) For ANM o 10+2 in Arts (Mathematics, Physics, Chemistry, Biology, Bio-technology, Economics, Political Science, History, Geography, Business Studies, Accountancy, Home Science, Sociology, Psychology and Philosophy) and English Core/ English elective or Science or Health Care Science-vocational stream only passing out from recognized Board. o Students qualified in 10+2 in Arts or Science Examination conducted by National Institute of Open School. The relative merit among such candidates desiring to seek admission, shall be drawn on the basis of their respective relative merit in the qualifying examination. The application for admission shall be received online by the Haryana Nurses and Nurse-Midwives Council hrynursingadmissions.com. The Counseling for the candidates will be conducted online by Haryana Nurses and Nurse-Midwives Council, Panchkula. The choice(s) of courses/institutions shall be exercised by the candidate at the time of online submission of application form. (vii) The Haryana Nurses and Nurse-Midwives Council, Panchkula will be the final authority in all cases of admissions related disputes for all institutions and decision taken by him in case of any dispute shall be final. (viii) In case of a tie between two or more candidates having equal marks/merit the inter se ranking of such candidates shall be determined by the following factors in the following order of preference: a) Candidates with Science subject in qualifying examinations. b) Candidates older in age. (ix) (x) The allocation of the institution/school and courses shall be made by the Haryana Nurses and Nurse-Midwives Council, Panchkula as per the merit list on the basis of the relative merit in the qualifying examination and the choices made by the applicant. The choice of the Institution/School and Courses by the candidate at the time of the online submission of form shall be taken as final. 6
(xi) The final allocation of the Institute/Course to all candidates will be made available in the website i.e. hrynursingadmissions.com (xii) In case there remains any vacancy under any category in an institution after the admission/counseling is completed by the Haryana Nurses and Nurse-Midwives Council, Panchkula, such seats shall be filed up the respective institution at their own level by adhering to the directions of the Indian Nursing Council, or any other regulatory Statutory Body as the case may be and online on the same web portal. Candidates seeking admission under this dispensation can apply directly to the concerned institution. Such admissions will be done online strictly as per defined category. However, even under this dispensation, no admission can be made after the last date prescribed for making admissions and only the seats permitted by INC. 3. The Haryana Nurses and Nurse-Midwives Council, Panchkula may fix and charge processing fee for online receipt of application and counseling etc. 4. Fee structure for all categories of seats/all courses will be as prescribed by DMER from time to time which will be payable on annual basis. 5. MIGRATION. i. Migration of a candidate from one school to another School will be allowed as under:- In 1 st year-strictly within one month after the last date allowed for admission in the respective course. No communication in this regard after the completion of one month will be entertained. In Second year within one month of start of the Second year session. The principal of the transferee college shall ensure and confirm to allow the candidate to appear for the Second year admission only after the candidate completes full attendance from the date of migration at the transferee college. ii. The fee shall be refunded/adjusted if candidate is shifted from one institute to another. If the said fee is not refunded/adjusted within 15 days the said institution will be liable to pay Bank Interest as well as panel interest to the said students as laid by RBI Fee will be deposited by the selected candidates to the respective institution in the shape of demand draft. 7
GENERAL CONDITIONS:- a) The candidate will deposit the fee to the concerned institution at the time of admission and the draft should be in the name of the college Authorities. b) The fee shall be refunded if a candidate is shifted to one course/ institute to other in subsequent common counseling held by the Haryana Nurses and Nurse-Midwives Council. c) The admission shall be made to only those Institutes which are approved from the concerned Councils or Statutory Body or the Concerned Authority, as the case may be and affiliated to the Haryana Nurses and Nurse-Midwives Council for Nurses Institutes or on before start of admissions. d) In order to ensure completion of the prescribed courses and period of study as well as commencement of examination(s) in time, no admission(s) adjustment(s) shall be made after 16 th October of the corresponding year, regardless of any vacancy(ies) that might exist or might arise thereafter for any reason whatsoever. e) It will be obligatory on the part of Haryana Nurses and Nurse-Midwives Council to provide registration No. to all candidates duly admitted. However, if any institute makes admissions on the seats more than the permitted seats by INC for the sessions 2017-18 at the time of admissions, no registration no. will be provided to such candidates and strict action will be initiated against the erring institute. Note: Any notifications/instructions issued earlier for previous academic year(s) admissions to GNM, ANM courses in Government and Private unaided Nursing shall not be applicable for after issue of this notification.
