Minutes for Medical Standards/ALS Scope of Practice May 2, 2002 Capitol Annex, Room 129 11:00 a.m. Chairman Bentley called the meeting to order at 11:05 a.m. Chairman Bentley asked the recording secretary Darby McDonald to call roll. Those in attendance were: Dr. Bentley, Dr. Fallat, Duane Lee, Terry Fraley, Mary Guidugli, and Mike Phillips Minutes: Motion was made by Duane Lee to approve the March 7, 2002 minutes, seconded by Terry Fraley, motion passed unanimously. Unfinished Business: Dr. Bentley discussed the advisory opinion and recommended regulation for Paramedics in Healthcare Facilities that the Task Force Committee has developed and will submitted for Board consideration. New Business: Protocols Motion was made by Dr. Bentley to approve first three protocols as submitted with no modifications: Clinton County EMS, Estill County and The Medical Center, seconded by Duane Lee, motion passed unanimously. Motion was made by Terry Fraley to approve protocols contingent upon required modification: Rural/Metro Ambulance Page eighty-three (83) item (3), the statement needs to include a list of allowed medications that will be administered to the patient. Leslie County Fire and Rescue Ambulance Service - Requesting comprehensive list of all drugs contained in protocol. Menifee County - Requesting second attendant with the use of mag. sulfate.
Cincinnati/Northern Kentucky International Airport Fire/EMS - Requesting second attendant with the use of thrombolytle or meg. sulfate transfers. Knott County Ambulance Service, Inc. - Requesting second attendant with thrombolytle or meg. sulfate transfers. Montgomery County Ambulance District - Requesting second attendant with the use of thrombolytle. Seconded by Duane Lee, motion passed unanimously. Medical Directors Motion was made by Terry Fraley to approve Medical Directors: Edmondson County Ambulance Service - Dr. Pravin Avula, six (6) months to obtain PALS. Left Beaver Volunteer Fire and Rescue Squad - Dr. Caren L. Daniels as submitted. Seconded by Duane Lee, motion passed unanimously. Breathitt County submitted a request to approve Dr. Michael Oghia to serve as Medical Director. After reviewing the request, which contained no evidence that Dr. Oghia is Board certified in Emergency Medicine, or that he has met the requirements of ATLS, ACLS and PALS the committee decided to take no action. Waivers Motion was made by Duane Lee to approve the waiver request from The University of Tennessee Medical Center to continue authority to operate utilizing Tennessee licensed paramedics until April 30, 2003. Seconded by Dr. Fallat, motion passed unanimously. Education Motion was made by Duane Lee to approve education list and recommendations presented by Lee Brown. I. Course Applications Continuation of agreement: Approval Hickman/Fulton Co. EMS Reinstate #802 due to expiring October 31, 2001 Originally #802 and requesting to continue to do EMT-FR o No support materials but probably on file if so and no changes then approve Delete EMS Educe. Recommend that the KBEMS staff write a letter to AHSI verifying that we accept this as meeting the CPR standard. Recommend that KBEMS staff add OUTREACH PROGRAMS to the Educational Institution Agreement to include CEU offering institutions only. Recommend blanket approval for all FAA medical helicopter pilots to be expert professionals to award EMT-B CEU hours (REASON: pilots do scene safety and LZ set up classes.)
