All proposals should address industry-relevant challenges and have clear deliverables. Key Conditions for Funding The Grant supports different levels of funding for different types of organisations: Up to 100% of approved direct qualifying cost for IHLs, RIs and not-for-profit organisations. Up to 70% of approved direct qualifying cost for private sector companies. Awarded projects will be assessed periodically using Key Performance Indicators (KPIs) which include, but are not limited to: Number of intellectual property and patents created. Number of manpower (including engineers) trained from this project. Industry dollars contributed to the project (also known as cash funding). All projects must be completed within 2 years, including the completion of the final report and all related project activities. All funding awarded must be used to conduct research activities in Singapore, not overseas. Proposals should not be funded or be currently considered for funding by other agencies. All Foreground IP will vest in the grantees and Sembcorp in a manner to be mutually agreed between grantees and Sembcorp. The Government and public sector agencies shall reserve a non-exclusive right to use the Foreground IP for non-commercial, R&D and educational purposes only. 2
Proposals will be evaluated against a set of assessment criteria Assessment Criteria: Novel, innovative proposals that address the identified challenges; Strong demonstration of potential commercial viability, and economic advantage of proposed solution over existing technologies and practices; Economic benefits for Singapore in terms of capabilities and manpower development, as well as commercialisation spin-offs; and Excellent execution by an experienced research team with a good track record and whose members have the relevant and complementary expertise. 1. Frequently Asked Questions (FAQ) Question Is there a maximum grant quantum allocated for each successful proposal? What is the maximum duration for the project? Must the research proposal be submitted by a Consortia of different organisations? Answer There is no pre-determined number of projects to be awarded for this grant call. There is also no fixed cap to the funding per proposal. Funding amount will be dependent on scope and quality of proposals. All projects must be completed within 2 years from the date of the award, including the completion of the final report and all related project activities. The formation of consortia is not mandatory. 8
Frequently Asked Questions (FAQ) Cont d Question Is expenditure on manpower (EOM) fundable? How will the Full Proposals be evaluated? Answer EOM is fundable under direct costs. However, there are restrictions on the type of EOM that can be funded. Please refer to Annex A of the Request for Proposal (RFP) for more information. Proposals will be evaluated based on the assessment criteria stated in Slide 3. Full proposals will first be appraised by a panel of International Peer Reviewers (IPR). Appraisals/ratings from the IPR will subsequently be forwarded to the Project Evaluation Panel (PEP). The PEP will conduct another round of evaluation before recommending the final selection of proposals for award. 9
