Summary of Proposed Changes This Restructuring Paper seeks the approval of the Country Director to amend the Grant Agreement to reflect the respective closing dates of the two Trust Funds. Paragraph 5 of Section IV.B of Schedule 2 of the Grant Agreement will be amended to read as follows: The closing date referred to in Section 3.06 (c) of the Standard Conditions is: (a) for the purposes of Portion A of the Grant-TF018672, June 30, 2016; and (b) for the purposes of Portion B of the Grant-TF018673, September 29, 2017. We refer to the Minutes of Negotiations for the project, dated December 22, 2014, and specifically paragraph 4, which states that the first portion (TF018672) is expected to be used to finance expenditures during the first year of the Project, whereas the second portion (TF018673) is expected to be used to finance expenditures during the second and third year of the Project. B. Project Status The Project supports the implementation of the Sindh Education Sector Support Program (SESP). The Project Development Objective is to strengthen the institutional capacity to generate, disseminate and use information to support the implementation of key reforms under SESP. The Government of Sindh (GoS) reform program has received strong support from development partners, including the World Bank and the European Union. The World Bank continues its support to the GoS reform program through Second Sindh Education Sector Project (SEP II), a US$400 million IDA Credit which became effective on March 19, 2014 and aims to raise school participation by improving sector governance and accountability and strengthening administrative systems, and to measure student achievement. The S-GPE and SEP II are complementary and mutually enforcing; in particular, S-GPE interventions are expected to enhance the impact of key reforms supported under SEP II as well as the SESP. S-GPE implementation will be consistent with SEP II in terms of using the results-based disbursement modality and sharing the same implementing entity. (See Annex 7 for the list of reform areas supported through SEP II.) S-GPE is fully aligned with SESP and with GPE objectives. The S-GPE will contribute to all main objectives identified in the SESP. Whereas the concrete interventions supported through S-GPE could mainly be categorized under the SESP Policy Pillar Sector Governance and Accountability, the impact of the interventions is expected to, over time, positively impact the objectives under the other Policy Pillars (Enhanced Equity in Education Access and Participation; Sustainable Sector Financing; and Improved Quality & Student Learning Outcomes), which also reflect the stated objectives of GPE which include increasing basic numeracy and literacy skills in primary schools, promoting girls education, and improving teacher effectiveness. The S-GPE thus supports the pre-requisites of strengthening particular governance and accountability mechanisms to ensure the effective implementation of the larger share of essential education sector reforms and activities to improve (basic) education outcomes. Financing Change in Loan Closing (s): Explanation The Grant Agreement is being amended to reflect the respective closing date of the two Trust Funds.
