Statement of Circumstances West Virginia Code of State Regulations Title 26, Series 1 The WV Board of Veterinary Medicine has determined that changes are needed to Series 1 "Organization and Operation and Licensing of Veterinarians". This is due to modifications being needed to eliminate a discrepancy between the Rule and the Practice Act regarding the mandatory number of meetings per year. We also are clarifying specifications on the required national exams, as over the years there have been changes in such testing. Determination of which testing would be required are based on when the applicant graduated with a doctorate degree in veterinary medicine.
Brief Summary West Virginia Code of State Regulations Title 26, Series 1 The new veterinary practice act became effective June 11, 2010. We recently learned that Series 1 of our Rules has a discrepancy from the Practice Act in how often the Board is required to meet annually. We are removing the language from our Series 1 as it is specified in the Practice Act that the Board shall hold meetings "at least" once a year, which allows meetings more than once a year. Over the years, the national veterinary examination testing service has been changed. t started with the National Board Exam, then the Clinical Competency Exam was added as an additional test that was needed for candidates to prove proficiency. Both the NBE and CCT were replaced with one computer based test after 1999 known as the NAVlE (pronounced nav-ee). The Board required the NBE for candidates applying to WV prior to 1993, then for those who applied once the NBE and CCT were in effect from 1993 through 1999, both tests were required with a passing score on each, then we changed to the NAVlE effective after 1999.
