A truck committee is reviewing designs and looking for possible grant funding opportunities. Annual Cost Savings The US Bureau of Labor releases an annual report that calculates the national average hourly value of a volunteer s time. The value of volunteer time is based on the average hourly earnings of all production and nonsupervisory workers on private payrolls (as determined by the Bureau of Labor Statistics). Using the Value of Volunteer Time calculation the following savings have been transferred to the City of Guttenberg and the citizens protected by the Guttenberg Fire Department. These numbers show what money would have been paid to members if they had not VOLUNTEERED their time. FIREFIGHTER 1 TRAINING On January 5 th the Guttenberg Fire Department began a Firefighter 1 class at our station. Sixteen firefighters from five departments were in attendance. Tim Kuempel, Chad Werger, Andy Ries, Mat Ries, Jake Smith, and Jason Hefel were all Guttenberg firefighters who completed the training. This class also included four firefighters from Garber, three firefighters from Garnavillo, two firefighters from McGregor, and one firefighter from Colesburg. The class consists of 84 hours of classroom and hands-on training broken down into seven units. The course also includes 8 hours of hazardous materials operations level training. The class met on Tuesdays and Thursdays for three hours as well as two weekends. Subjects in the course included: fire behavior, personal protective equipment, fire apparatus, fire prevention, hand tool, extrication, and many more. Instructors for the course were Captain Joe Zittergruen and Firefighter Dave Tschantz. The course was completed on April 18 th with a state administered certification exam being held May 1, 2010. Because of a new state law (Chapter 251 of the Iowa Code) this course allows firefighters to meet the state training requirement to perform firefighting duties. PAGE 10 OF 20

MARCH Training: Fundraiser Ticket Sales March: The Department was accepted into the Dubuque County Firefighter s Association March: The Department conducted controlled burns in separate locations in the Fire District. The burns where used as a training exercise for combating and understanding wildland fires. APRIL Training: Auto Extrication April 9: The Department participated in a mock car accident for the Clayton Ridge High School. The accident was a demonstration of the hazards and consequences of drunk and erratic driving. April 18: After 92 hours of training the Firefighter 1 course was completed by 16 firefighters. Tours were given to Head Start and Kids Kampus students. In total more then 120 kids came to tour the station and learn about fire prevention and safety. October 18: The Department conducted its mandatory training on roadway safety. The training was a scaled tabletop training with Law Enforcement, EMS, and local tow truck services. October 22: The Department hosted the Blank Children s Hospital Fire Safety House for school kids from Clayton Ridge Elementary and St. Mary s Schools. October 31: The Department assisted the Police Department with keeping kids and families safe during trick or treating with a Halloween Patrol. NOVEMBER Training: Cold Weather Safety November 4: The local Tiger Cub Scouts troop came to the Fire Station for a tour and safety discussion. November 9: The Department received a grant for $3,332 from the Iowa Dept. of Natural Resources to purchase a new base radio station and 12 pagers. The Guttenberg Firefighter s Association provided the 50% match for a total project cost of $6,664. December 20: The department training was in conjunction with the NE Iowa Community Action Corporation transit department. The department, and other local public safety departments, learned about the hazards, safety, and operations of the transit buses. The Department continues the process to replace Engine 78. The Apparatus Committee continued to review specifications for a new vehicle. The National Fire Protection Association (NFPA) recommends that all pumper apparatus be replaced every 20 years. Currently Engine 78 is 18 years old. Our other pumper apparatus (Engine 75) is currently 20 years old. Because of the recent maintenance and better safety features of Engine 75 we have opted to replace Engine 78 first. Because of the extreme importance of these two vehicles we are taking our time and starting the replacement process early so that we can work out any problems and get the best replacement apparatus possible. Several specs have been reviewed and grant and funding opportunities are being researched. The department applied for the Assistance To Firefighters Grant this year to try to help offset the cost of the new apparatus, but was turned down. Our goal is still to stay on schedule with our 5-year plan and have the new apparatus in service before 2014. On July 1, 2010 the State of Iowa implemented Chapter 251 of the Iowa Code Fire Fighter Training and Certification. This law requires all fire department members who engage in structural firefighting shall meet the training identified in the job performance requirements of Firefighter 1 as outlined in the NFPA Standard 1001, Chapter 3. Those who enter a hazardous environment, needing PPE and SCBA, are considered engaged in structural firefighting. Firefighters should complete this initial training within 2 years of initial membership. All fire department members shall participate in at least 24 hours of continuous training annually. We plan to continue to insure that all new members meet or exceed these standards. We are also working on writing policies for the members who do not participate in structural firefighting.
