Purpose On July 6, 2012, the President signed the Moving Ahead for Progress in the 21st Century (MAP-21, the federal surface transportation authorization bill. A requirement within the law, 23 Code of Federal Regulations, Title 23 Part 450.332 requires MPOs to develop listings of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which federal funds were obligated in the preceding program year within 90 calendar days following the end of the program year. These listings shall be published or otherwise made available in accordance with MPO's public participation plan for the FTIP. Specifically: An Annual Listing of projects, including investments in pedestrian walkways and bicycle transportation facilities, for which federal funds have been obligated in the preceding year, shall be published or otherwise made available by the cooperative effort of the State, transit operator, and metropolitan planning organization for public review. This listing shall be consistent with the funding categories identified in each metropolitan transportation improvement program (TIP). This report is published in response to the above requirement by listing all federally funded transportation projects in the Tulare County region that were obligated during the previous federal fiscal year. Obligation refers to the federal government s commitment to pay or reimburse the lead agency for the federal share of a project s cost. Obligation does not indicate expenditure or project completion; only that the project has been approved for federal reimbursement. Programmed project costs can be found in the corresponding Federal Transportation Improvement Program and Regional Transportation Plan. Background The Tulare County Association of Governments (TCAG) was formed by a joint powers agreement in 1971; that agreement was executed by the County of Tulare and the eight incorporated cities: Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia, and Woodlake. The purpose of this formation is to: 1) Provide transportation planning on a regional level, responding to federal and state long-range planning requirements. 2) Assist local jurisdictions in obtaining federal assistance by providing advice, counsel, and professional direction. 3) Review and coordinate applications for programs utilizing federal and state funding. 4) Provide a clearinghouse for the coordination and review of all projects funded through the state and federal governments. 5) Provide a forum for the coordination of governmental activities that involve long-range and functional planning for the incorporated and unincorporated areas of the county. 6) Provide area wide planning coordination in specific multi-jurisdictional areas, such as community development and housing, to avoid duplication and develop consistent goals. i
7) Work with the Air District to promote the interests of the county regarding air quality proposals. TCAG is the Metropolitan Planning Organization and the Regional Transportation Planning Agency for Tulare County. The Tulare County Association of Governments (TCAG) fosters intergovernmental communication and coordination, undertakes comprehensive regional planning with an emphasis on transportation, provides for citizen involvement in the planning process and supplies technical services to its member governments. In all these areas TCAG serves as a consensus builder to develop an acceptable approach on how to handle problems that do not respect political boundaries. Who are the members, their representatives, and how do they vote? The County of Tulare and the eight incorporated cities in the county compose the membership of TCAG. TCAG is directed by a Board of Governors. This group is composed of one elected representative from each of the eight cities, the five members of the Board of Supervisors, three members-at-large, and one member from a provider of public transit. TCAG s voting structure is one vote per member. The Regional Transportation Plan (RTP) The Regional Transportation Plan is a long-range (minimum 20-year) plan that provides a vision for future transportation improvements and investments based on specific transportation goals, objectives, policies and strategies. The RTP is based on federal transportation law requiring comprehensive, cooperative, and continuous transportation planning. TCAG meets these requirements by developing comprehensive transportation plans that include all surface transportation modes (multi-modal planning), to ensure efficient people and goods movements throughout the region. The purpose of the RTP is to provide strategic direction for transportation capital investments by assessing regional growth and economic trends. Thus, the RTP helps planners link transportation investments to provide a cohesive, balanced and multimodal transportation system that will help relieve traffic congestion, improve safety and provide for economic development. The Federal Transportation Improvement Program As the designated metropolitan planning organization for the region, TCAG prepares and maintains the Federal Transportation Improvement Program (FTIP). The program includes a listing of all transportation-related projects requiring federal funding or other approval by the federal transportation agencies. The FTIP also lists non-federal, regionally significant projects for information and air quality modeling purposes. ii
Projects included in the FTIP are consistent with TCAG s Regional Transportation Plan and are part of the area's overall strategy for providing mobility, congestion relief and reduction of transportation-related air pollution in support of efforts to attain federal air quality standards for the region. Public Involvement TCAG aims to proactively engage the public in the regional transportation planning process and embrace federal requirements that MPOs provide the public with complete information, timely public notice, full public access to key decisions, and early and continuing involvement in developing the FTIP, Regional Transportation Plan, and other products. Annual Listing of Projects with Federal Funding for Federal Fiscal Year 2014/15 Federal law requires TCAG to publish for public review an annual listing of projects for which federal funds have been obligated in the preceding year, as a record of project delivery and a progress report for public information and disclosure. The annual listing is divided into two separate reports. The first is for projects using funds administered by the Federal Highway Administration (FHWA) and the second for projects using funds administered by the Federal Transit Administration (FTA). For FHWA funded projects, the list describes the lead agency, FTIP funding type, and the Federal and MPO ID number for the project. The total dollar amount in the FTIP is included for reference of total project funding. Multiple Federal IDs can correspond with one MPO ID. The last column in the table indicates if the project is a pedestrian walkway and/or bicycle transportation facility. For FTA funded projects, the list describes the MPO ID of the project, lead agency, work description, the amount obligated in 2014/15, and total amount of project funding found in the FTIP. Both lists include only federal funds obligated; no state or local funds are reported. The information contained in this report was provided by the California Department of Transportation. This report indicates that approximately $45.2 million in FHWA federal funds and $8.2 million in FTA federal funds were obligated for transportation projects in the Tulare County region between October 1, 2014 and September 30, 2015. iii
