Observations on Policy

Local Plans Implement VISION 2040 County and city plans have advanced the regional goals and strategies in VISION 2040 Exemplary policies and strategies Address Multicounty Planning Policies and the Regional Growth Strategy Tailored to local context and available tools General agreement on broad regional policy direction

Focus on Needed Tools and Resources Sufficient tools and resources for local planning are critical to make VISION 2040 a reality More is needed in terms of o Funding o Technical assistance o Regional guidance and coordination Especially for smaller jurisdictions

Regional Growth Strategy Cities and counties are generally planning for growth consistent with the Regional Growth Strategy, but many face challenges in shifting from past trends Planning for housing and job growth targets Growth focused in Urban areas Actual vs. planned development within UGAs Different challenges in each county Faster growth in some small cities and unincorporated areas Slower growth in some Metro and Core cities

Regional and Local Centers Plans focus growth in walkable compact centers, but market conditions vary widely Center-supportive policies, targets, and prioritized investments New focus on transit-oriented development Many centers attracting growth and investment Others have not, yet

Housing Affordability With housing costs climbing, housing affordability was an important and challenging policy area across the region New data, tools, and strategies Planning for more diverse housing stock Different perspectives on housing supply vs. demand Insufficient funding and tools to meet affordable housing needs

Transportation Plans integrate transportation with land use, grapple with financial and technical challenges Encourage multiple modes of travel Innovative data approaches Meeting all requirements technically challenging Gaps between local infrastructure costs and estimated local revenues

Emerging Policy Topics Examples of innovative approaches to emerging policy topics But, jurisdictions need assistance -- financial, educational, technical, and regional guidance -- to better address: Healthy Communities Climate Change Social Equity

Observations on Process

PSRC Technical Assistance Updating local plans was a heavy lift and PSRC technical assistance is essential Data and modeling Guidance papers Outreach Online resources and tools

Plan Review on Time and Impactful Regional review and certification met transportation funding timelines and enhanced the quality and completeness of local plans 80 plans reviewed and certified / eligible for funds PSRC comments shaped adopted plans and future work Certification criteria vs. other comments and recommendations? Concern about timing and resources for additional planning

Certification Criteria and Process 19 Conditional Certifications Plan review processes and criteria need to be clearer, more streamlined, and sensitive to local constraints Small Cities and conditional certifications Regional Growth Strategy and growth targets Important to set consistent expectations Expense of responding to conditions is factor

Potential Next Steps for PSRC Issues to explore in VISION 2040 update Refresh and enhance technical assistance for local planning Prior to next major plan updates, address concerns about plan review
