From Standalone Programs to an Integrated Initiative Physician Quality Reporting System (PQRS) (formerly Physician Quality Reporting Initiative (PQRI)) established by the Tax Relief and Health Care Act (TRHCA) Value-Based Payment Modifier (VBPM) begins as part of Medicare Physician Fee Schedule (MPFS) Rule 2007 2011 2015 2019 2024 Future Years EHR Incentive Programs (aka Meaningful Use) enacted by the Health Information Technology for Economic and Clinical Health Act (HITECH) under Title XIII of the American Recovery and Reinvestment Act (ARRA) of 2009 Modifications to payment adjustment structure and amount by the Medicare Access and CHIP 1 Reauthorization Act (MACRA) Sustainable Growth Rate Repeal Impacts EP 2 Adjustment Calculation Separate payment adjustment for EPs that do not meet PQRS, MU, and VBPM is replaced, effective 2019.
