G3ict DARE Index 2017 Digital Accessibility Rights Evaluation Index Objective and Evaluation Methodology The DARE Index 2017 is designed to evaluate and track the progress made by CRPD signatories in the implementation of digital accessibility treaty provisions (e.g., CRPD Article 9). Conceptual framework consistent with Human Rights monitoring principles: Country commitments Country capacity to implement Country actual implementation and outcomes Our Experts: Persons with Disabilities, advocates, researchers, and community leaders from around the world identified in partnership with Disabled People s International (DPI), RIADIS and other advocacy organizations.

DARE Index Methodology and Scoring (1) Country Commitments Essential laws, regulations or policies as per the ITU- G3ict Model Policy Report for ICT Accessibility Total score value of up to 5 x 5 = 25 points maximum 1. Key Recommendations Countries should develop systematic formal processes to involve organizations of persons with disabilities in ICT accessibility policy making and monitoring It is crucial that corresponding ministerial departments, as well as public procurement agencies, be engaged in addressing the implementation of accessible products and services in all areas of government to the greatest extent possible 10 Core areas of ICT accessibility identified in DARE Index need to be monitored and acted upon
