North Derbyshire Clinical Commissioning Group TRAINING STRATEGY Safeguarding Adults for Commissioning Staff and Independent Contractors Introduction NHS North Derbyshire CCG/PCT Cluster is committed to safeguarding and promoting the welfare of vulnerable adults. The CCG/PCT Cluster recognises that it has a duty of care to ensure that safeguarding and promoting the welfare of all adults forms an integral part of the services commissioned by the NHS South Derbyshire CCG/PCT Cluster. As a commissioning organisation it will ensure that its employees and board members are knowledgeable about safeguarding adults and confident and competent in carrying out their responsibilities. To fulfil this responsibility a training strategy for safeguarding adults has been developed, and training in safeguarding adults has been made mandatory for all CCG/PCT Cluster commissioning staff and for those commissioned services such as independent providers including GP Practices, Dentists, Pharmacists and Optometrists. Aim This strategy outlines the NHS North Derbyshire CCG/PCT Cluster training plan and the framework for the delivery of training for 2012 to 2014. The elements described within the strategy aim to provide all employees and independent contractors and clinical staff with the knowledge and skills to fulfil their duties and responsibilities in relation to safeguarding adults who are at risk from abusive behaviour and practice. Safeguarding Adults Role of Commissioners (DoH 2011) Safeguarding Adults Role Self-Assessment & Assurance Framework (DoH 2011) Derby & Derbyshire Adult Safeguarding Policy and Procedures (2012) Derby & Derbyshire Policy on Domestic and Sexual Violence (2012) Background Safeguarding Adults Role of Managers and Boards (DoH 2011) sets out guidance on the responsibility of NHS Commissioners to ensure that employees and independent contractors have an awareness of how to recognise and respond to safeguarding concerns. It states that this can be best achieved by a combination of single agency and multi-agency training. NHS North Derbyshire CCG/PCT Cluster has a duty to provide or commission suitable single agency training which is relevant to the varying roles and responsibilities of commissioning and independent contractors and their staff. The Care Quality Commission (CQC) 10 Essential Standards has Adult Safeguarding at number 7, therefore it is important that all staff are committed to maximising people s choice, control and inclusion, and to protecting their human rights as important ways of meeting their individual needs and reducing the potential for abuse. (CQC Essential Standard 7d) All staff should know how to identify report and respond appropriately to suspected or actual abuse because there are clear procedures that are followed in practice, monitored and reviewed. (CQC Essential Standard 7e) Safeguarding Adults Role of Mangers and Boards (DoH 2011) sets out the role of Local Safeguarding Adults Boards (LSAB s). The LSAB is responsible for providing multi agency training as well as monitoring and scrutinising single agency training offered by organisations. NHS North Derbyshire CCG/PCT Cluster has a responsibility to provide a lead officer and delegated representatives to support the LSAB in this function through membership on LSAB training sub groups and contributing to LSAB training. Purpose of Training All those staff members who have a responsibility for the care and protection of vulnerable people have a responsibility to safeguard and promote their welfare and should know what to do if they have concerns about their safety, care, and wellbeing. To
fulfil these responsibilities, all health staff should have access to appropriate safeguarding training, learning opportunities and information. Different groups of staff require different levels of training depending on their role and degree of contact with vulnerable adults and their families, the nature of their work, and level of responsibility. ADASS NATIONAL TRAINING STANDARDS FRAMEWORK The Derby City and Derbyshire County Safeguarding Vulnerable Adults Board training plan will use these National Standards as a benchmark for training competencies. Standard 5 (p19) It is the responsibility of each organisation to ensure that it has a workforce development plan that includes appropriate competencies of staff and volunteers in relation to Safeguarding Adults work. Staff will need different competencies depending on whether, for example, they are frontline staff or managers. All people working in the organisation must be able to recognise abuse and neglect and know how to make effective reports. Whilst this is an individual organisational responsibility, Safeguarding Adults is a multiagency task. It therefore of great benefit if staff, who will be liaising with colleagues in other agencies, can take part in multi-agency courses that promote understanding of the roles of other partners. The Safeguarding Adults partnership can play a key role in enabling organisations to plan and commission such training together. Training Strategy The aim of the training strategy is to inform staff employed by NHS North Derbyshire CCG/PCT Cluster and independent contractors of their responsibility in relation to providing health care services which are informed and current in relation to the practice of safeguarding adults.

It is the responsibility of managers within NHS South Derbyshire CCG/PCT Cluster and Independent Contractors to ensure that their staff members are appropriately trained in order to fulfil their obligation for CQC registration and in line with regulatory and statutory requirements. (NB. Both Level 1 and Level 2 adult safeguarding e learning and an MCA DOLs e learning training programme are to be made available from August 2012) There is a minimum requirement for all staff to receive updated training every three years thereafter. Existing employees who have not previously had Level 1 introduction training for adult safeguarding will be required to do this either by organised bite size sessions organised by NHS North Derbyshire CCG/PCT Cluster or by completing the e-learning programme.

Considering adult safeguarding in a wider public context LEVEL THREE The Investigator s Role Knowledge and skills required in planning and managing an investigation whether single, joint, or multi agency. Examining the elements of good practice required when gathering information and evidence. Exploring best practice in report writing, interviewing methods and communication and networking skills. PREVENT The Practitioner s Role NHS Derby City/Derbyshire County cluster is committed to ensuring vulnerable individuals are safeguarded from supporting terrorism or becoming radicalised to commit extremist acts. This is a key element of the Home Office counter-terrorism strategy PREVENT. Due to recent high profile cases associated with the NHS, there is a clear need for our organisation to support the counter-terrorism strategy and the Cluster and CCG are aiming to raise awareness of our role in preventing terrorism in Derby and Derbyshire. Who is this course for? ALL staff (paid or voluntary) that have direct or indirect contact with vulnerable people. All staff who have a responsibility for the care and protection of vulnerable people, including but not limited to the following staff groups; Staff who predominantly work with mental health and learning disability patients Staff working in emergency departments, minor injuries units and walk in centres, including ambulance staff Staff working in chaplaincy services School Nursing services Drug and Alcohol NHS services Safeguarding leads Staff within offender health What does this course cover? This is not an exhaustive list Specifically focusing on three broad objectives, known as the three I s: respond to the ideological challenge of terrorism and the threat from those who promote it; prevent individuals from being drawn into terrorism and ensure that they are given appropriate advice and support; work with institutions where there are risks of radicalisation that need to be assessed and addressed plus support and understanding around Preventing someone from becoming a terrorist or supporting terrorism as it is substantially comparable to safeguarding in other areas; receiving information that allows them to correctly identify signs which would indicate that someone has been, or is being, drawn into terrorism; Identifying people who could be considered at risk to radicalisation Understand the support networks that are available and be confident in referring people for intervention meeting and treating people who are vulnerable to radicalisation; and staff working in the public sector who have taken part in terrorist acts in the past.

NHS North Derbyshire CCG/PCT Cluster training department will maintain a database of the training records of directly employed staff. The CCG/PCT Cluster will review the delegate evaluations of all provided in-house training sessions and ensure changes are implemented that encourage attendance and implementation of safeguarding policies. The CCG/PCT Cluster will access the dental, general practice, ophthalmological and pharmaceutical professional education leads for advice and guidance in improving the content and delivery of the training programmes. When monitoring the quality of independent contractor services, formal review within the Care Quality Commission s Quality and Performance Framework will include their responsibility for ensuring appropriate staff training.
