VIS75421 Poicies 1 44pp:Layout 1 04/11/2009 08:46 Page 5 Foreword Prior to the Chid Care Reguations 1995, which foowed the Chid Care Act 1991, there was a dearth of practice and procedura norms within residentia care. To a arge extent individua centres operated independenty with considerabe autonomy. However, since 1995 there has been a succession of significant deveopments incuding the Chid Care (Standards in Chidren s Residentia Centres) Reguations 1996, the Guide to Good Practice in Chidren s Residentia Centres, the estabishment of the Socia Services Inspectorate (now HIQA), the Nationa Standards for Chidren s Residentia Centres and the introduction of monitoring. A of these deveopments have meant that, in one decade, residentia care has moved from a argey uncharted environment to one that is highy reguated. This has brought great benefits to chidren in care and their famiies; but it has aso brought considerabe change to the working environment of residentia chid care professionas. It is important that residentia staff are supported to exercise their professiona judgement, which is the cornerstone of good practice. Rather than usurping this judgement, the various reguatory measures shoud be seen as an aid to professiona practice providing, as they do, a framework and a context in which such work is undertaken. We are fortunate in Dubin North East, that residentia staff have embraced these changes and contributed to the deveopment of best practice. This document is the product of an enormous amount of work undertaken by staff and management who are dedicated to improving standards and providing more carity about the expectations of those who work in residentia chidcare. This amagamation of the North East and Dubin North poicy documents is a move towards standardisation that may be the first rea step towards standardised poicies and procedures on a nationa basis. It is aso significant that the professionas document is supported by the young person s friendy document deveoped by the Irish Association of Young Peope In Care (IAYPIC). This is an evoving process and more work wi need to be undertaken on an ongoing basis. These existing poicies wi be reviewed after a period of impementation, and to accommodate changes in practice, egisation and reguation. I must acknowedge the tremendous work done by the Working Group and Steering Committee and the eadership shown by Ian Craven and Keith Beattie from the Northern Area and Dona McCormack from the North East for their dedication without which this invauabe piece of work woud not have been competed. VIS75421 Poicies 1 44pp:Layout 1 04/11/2009 08:46 Page 6 Poicies & Procedures Introduction to the Standardised Poicies and Procedures Manua Background This manua is the resut of the review and amagamation of the poicies and procedures manuas for chidren's residentia centres in the former North Eastern Heath Board and the former Northern Area Heath Board. The poicies and procedures in this manua are intended to ensure the efficiency and effectiveness of individua residentia centres and the service sector as a whoe. This manua is intended for use by a staff members working in both statutory and non-statutory chidren's residentia centres in the HSE Dubin North East region. Purpose of residentia care The Action Pan for Residentia Care deveoped by the former Northern Area Heath Board in 2003 defines the purpose of residentia care as being to: 'Provide a safe, nurturing environment for individua chidren and young peope who cannot ive at home or in an aternative famiy environment at that time. It aims to meet in a panned way, the physica, educationa, emotiona, spiritua & socia needs of each chid.' Poicy on the use of residentia care When the provision of aternative care is necessary, a efforts wi be made to provide an aternative famiy environment as near to the chid's origina community as possibe. Investment in maintaining continuity in reationships, uness this is not in the chid's best interests, wi be made. Priority wi be given to working with famiies towards reunification, either tota or partia, whie aternative care is being provided, uness it can be demonstrated that this woud not be in the chid's best interests. Rather than seeing aternative care and famiy support services in an either/or reationship to one another, aternative care shoud be seen as part of a continuum of services. There are chidren who need aternative care on a ong-term basis. There are others who may need aternative care on a respite basis from time to time in addition to other forms of famiy support. When residentia care is used it must be seen as an appropriate response to the chid's needs at that time. It shoud be time imited with the onger term goa identified from the outset. Chidren shoud ive with their own famiies where possibe and when they cannot be cared for in their own home, a pacement within their region shoud be provided and supported, where possibe. Residentia care shoud be confined to chidren over 12 years of age. It is considered that it is extremey difficut to cater for the deveopmenta needs of younger chidren outside of a famiy setting. Recommendations and decisions to pace chidren under 12 years of age in residentia care must be considered in the context that such a pacement can have an adverse impact on the success of a famiy pacement in the future.

Engage with each other in an equitabe, nonsexist and non-racist manner. Avoid the use of sexist, racist, or other vugar or inappropriate anguage whie on duty or in the proximity of the centre. Not engage in a disrespectfu, buying or intimidating manner towards other members of the staff team. Undertake reevant training to maintain and improve knowedge, skis and work practices. Attend the centre's staff meetings uness otherwise agreed with the SCM. Leave persona mobie phones in the office when on duty uness otherwise agreed with the SCM. Not smoke anywhere inside the centre. Not smoke in any vehice being used for the business of the centre. Not come on duty under the infuence of acoho or other substances that may affect their abiity to carry out their duties. Provide young peope with opportunities to deveop physicay, sociay, sexuay, emotionay, moray, spirituay and cognitivey. Communicate respect for diversity regarding each individua young person's abiity, cuture, gender, socio-economic status, sexua orientation and famiy composition. Treat young peope and their famiies with the same degree of courtesy and respect extended to coeagues. 1.1

Refrain from in any way degrading, endangering, frightening or harming young peope. Not engage in sexua or otherwise inappropriate reationships with young peope or members of their famiies. Intervene prompty in situations where the webeing of young peope is compromised. Refrain from discussing intimate persona, socia or famiy detais in the company of young peope. Refrain from discussing work-reated difficuties in the company of young peope. Not give young peope, their parent(s) or extended famiy members, their persona contact detais or the persona contact detais of any other member of the staff team. Not aow any young person visit their home with out the permission of the young person's SW and the SCM. 1.1

VIS75421 Poicies 1 44pp:Layout 1 04/11/2009 08:47 Page 11 Individua Care of Young Peope section 2 Date 1/2/2010 Poicy on Care Panning Poicy No. 2.1 Edition No. 1 Poicy on Care Panning Introduction This centre recognises that the primary responsibiity for convening a statutory care pan meeting and for writing statutory care pans ies with the young person's SW and SWTL. This poicy offers guidance on the roe and responsibiity of the centre in this process. The statutory care pan Poicy This centre wi: Require that each young person has an aocated SW upon admission and for the duration of their stay in the centre. Require that each young person has a statutory care pan upon admission. Require that a statutory care pan is in pace within seven working days of an emergency or unpanned admission. Require that the young person's statutory care pan is reviewed within two months of an admission. The statutory care pan outines the foowing: The care arrangements for the young person. The aims and objectives of the pacement. Require that each young person's statutory care pan is reviewed and updated every six months for the first two years of the pacement and at east once every year thereafter. The support to be provided by the HSE to the young person, the centre and to the young person's parent(s) where appropriate. The arrangements for contact between the young person and their parent(s), sibings, extended famiy or any other named person subject to any court order. The arrangements to review the pan within the reguatory timeframe. Agree with the young person's SW the arrangements for conducting the reviews of the statutory care pan i.e. arrangements for convening the review meeting, issuing invitations, seeking reports for the meeting, chairing the meeting and recording and distributing the minutes of the meeting. Ensure that the views of young peope, who do not wish to attend reviews, are accuratey presented for discussion at the meeting. An assessment of the young person's educationa, socia, emotiona and behavioura and heath needs. How the pacement wi support and promote the wefare of the young person. Detais of the action pan for meeting the aims and objectives of the pacement; i.e. the action required; the name of the person responsibe and the timeframe for competion of the agreed action. The centre wi agree the arrangements with the young person's SW for forwarding written copies of the statutory care pan to the young person, the young person's parent(s) and the SCM. Deveop a PDP/PP from the statutory care pan that outines the actions that the centre wi undertake in order to meet the aims and objectives of the statutory care pan. Consut with the young person's SW when a review is required or due for each young person's statutory care pan. 2.1

Store the statutory care pan and records concerning reviews in a safe and secure manner that faciitates access by authorised personne. The young person's keyworker wi prepare young peope for review meetings by: Expaining the review process to them. Prepare young peope for their review meetings. Ensure as far as possibe that young peope's parent(s) are invoved in the care panning process. Encourage the ine management of the centre and of the young person's SW to respond to concerns about the quaity or frequency of the care panning process. Provide written evidence that each young person has a statutory care pan. Expaining what issues are ikey to arise at the review meeting. Encouraging them to attend the review meeting. Consuting with them in the preparation of reports for review meetings. Assisting them to prepare a response to any issues that are ikey to arise from the review meeting. Discussing any concerns they may have about any aspect of the review meeting. Purpose Make statutory care pans avaiabe for review, monitoring and inspection by authorised personne. Fufi the centre's statutory obigations as outined in Standards 5.7 to 5.17 incusive of the Nationa Standards for Chidren's Residentia Centres (2001). Persons invoved The young person, the young person's keyworker(s), the young person's SW, the young person's famiy and the SCM. Other persons may incude the SWTL, ACM and other peope with a bona fide interest in the wefare of the young person. The purpose of this poicy is to: Ensure that each young person's pacement in the centre is supported by a comprehensive written statutory care pan.
