Guest: Crystal Johnson (resident). 2. Public Comment. None. 3. Action/Discussion: Approve Minutes from Previous Meeting. Approved unanimously (Brandon not yet present). 4. Action/Discussion: Presentation by Sarah Freed, Synergy Development Services. Item tabled for next month. 5. Action/Discussion: Presentation by Alvaro Morales, Menemsha Construction. Applicant is seeking support for a conditional use permit for 3335 S. Figueroa Street Case # ZA 2014-3196-CUB. Alvaro Morales and Lizette Vargas from Menmesha present. Lizette: Representing Daniel Driz (franchisee) for Blaze Pizza. Submitted application for beer and wine license. Previous tenant (Italian restaurant) had the same license. Owner operates other Blaze franchises (which all have permits to sell alcohol). The University Gateway (part owner) is also familiar with regulations. They have done outreach to the neighboring businesses, with a questionnaire and letter (*presented to committee). They have a log of who has been contacted and their responses. There is an unrelated debate about the property lines of the business. The Police Department has been contacted, but they have not yet expressed any concerns. How will the alcohol be sold? Alvaro: They will sell it via bottles. The manager is on premises to watch for any breaches. The main concern is how you keep people from wandering out to the street with alcohol. Lizette: The owners and managers are well aware of what they re allowed to do and not and there have not been problems in the past. 1

Do they sell single bottles of beer without food purchase? Lizette: Yes they will. They might consider keeping it to tap only for wine and beer. Given the due diligence performed by the applicants, I recommend that we send this up to the full board for consideration, with our own recommendation that the letter of support be approved. ACTION. The committee unanimously recommends that the full board hear the applicants and draft a letter of support on their behalf. 6. Action/Discussion: Presentation by Valerie Baines, World Financial Group. Valerie Baines, Pavlina Bramson, & Hadavion Parquet from World Financial Group present Valerie, Associate, WFG: WFG helps individuals and businesses in the community. Pavlina, Marketing Director, WFG: Want to enrich the community with financial education WFG is owned by Aegon, a multinational multibillion dollar company which owns TransAmerica. WFG is the marketing arm of these companies Goal is to achieve financial independence for families, with no family left behind. The larger investment firms focus on the top 1-2%, whereas their focus is on the 80% of folks in the middle class. Most states do not require financial education. They want to partner with organizations like NANDC; they are first getting the word out Can you give us an example of your work? We work with people who are married, with children, that are homeowners, but have not had access to financial services. They specifically do financial needs analysis. o This service is complimentary This entails helping things like creating rainy day funds, or helping with legal, family trusts. They have partnered with the biggest companies on Wall Street. o When they work, they work on an education approach, not sales approach. They are not captive to any individual company Dave: How do you make money? 2

We receive referral fees from company partners, based on the needs of individuals. Hadavion: The matching process works where they (WFG) try to fit individuals to the specific offerings of a company. Traditional focus has been on pensions, social security, and personal savings, but those are not as reliable. Have done presentations with USC (employees) in the past. How can we help you? Hadavion: Referrals to residents, workshops for residents Rule of 72: One of their main teachings, which refers to the wealth accumulation process and savings. I have concerns about having private companies benefit from promoting a single company. You may benefit more from contacting community groups who can do this. Hadavion: Finances affect the community adversely because poor finances lead to other social ills, especially things like divorce. I came out of a USC education program, but I still did not learn from them what I learned from this. I think we could help a lot of entrepreneurs with their businesses, but also their personal finances. How do we distinguish WFG from other financial groups? By doing education on an ongoing basis. By specifically looking at and helping students who face large debts We also target a much different financial demographic (i.e. not the 1-2% of the wealthiest) by looking at the 80% of other people who really need the help I would like to see more focus on businesses and entrepreneurs 3

Crystal Johnson: What is the targeted demographic? Mostly college students/graduates who have an income. Generally people over the age of 25 who would see value in this. This is typically the market our work is most effective in. The black church leaders are putting more focus on financial education, with themselves and their parishioners. Brandon: Can we sponsor an event with WFG? We can t do an event where we are just promoting one specific organization. But we can have them at an event to present their information like we would anyone else. You know what would be a big help to us? Learn and /or research and then tell us something about our community. We are looking at information for areas all over the world. You don t need to present to the full board if you re primarily trying to get information out to residents, but we want to give you the option. 7. Action/Discussion: Presentation by Benjamin Toney, SCOPE LA. Mr. Ben Toney requests for NANDC endorsement of the Make It Fair campaign. SCOPE LA is a community advocacy and organizing entity. Formed after 1992 uprising. Currently engaged in number of policy campaigns for economic justice. Today is talking about Make It Fair Campaign, to create revenue for the community. Located on Florence They work with Community Coalition, who is also working with the Make It Fair campaign. The focus is on the loopholes for commercial property owners on property taxes that benefit private investors and corporations. Most commercial property owners already pay their fair share, but a smaller number abuse the loopholes, which denies the community financial resources. 4

They are working with many groups to put something through the state legislature, but it will also have to go on the statewide ballot initiative Can you give me the definition of Commercial? Main distinction in the campaign is between commercial and residential. Commercial is any property where business is conducted. This is referring mainly to large retail parks. What is the mechanism to make change? This is based on the repercussions of Prop 13. The original rhetoric was about protecting owners who were on fixed incomes. The caps were designed to protect homeowners who would face higher taxes However, there were stipulations for commercial property owners to use the law in the same way The two loopholes are looking at are 1) when the property was assessed and 2) the change of ownership loophole (example of Dell family and the Miramar Hotel. The gap between the market value and assessed value is now very high. SCOPE feels it is essential to maintain the homeowner protections. The money will be used to help county programs Is this campaign asking the money be spent on specific activities? So you re not earmarking any of the money? No, we are only hoping to increase the general pool of resources. I would want the issue more specifically enumerated, especially a spelling out of what commercial is and exactly what we re supporting. Crystal: What about mixed-use properties? Are those considered commercial property? We ll have to get back to you on this. 5

I recommend that we have Ben present to the full board, and that we recommend NANDC endorses the Make It Fair campaign. ACTION: The board votes unanimously to send to the full board and to recommend endorsing the campaign. 8. Action/Discussion: Policy of the Full Board: Agenda-setting. Item tabled. 9. Action/Discussion: Policy of the Full Board: Recruiting NPG Applicants. Going to various community meetings, I see various organizations (especially schools) that are in desperate need of money and resources. They don t know about what s available to them (at MLK Rec, or Department of Aging, for example). We should develop a compendium of what kinds of services are available to residents so when we have our meetings we can promote them. This item requires no specific action for the full board. 10.
