Project Type: Support a Child Primary Focus: to assist in quality education SUPPORT A CHILD (SAC) PROJECT Asha Mumbai believes in the innovative methodologies of teaching which has been practiced in our many projects. It was felt that there is also a need to directly help the under-privileged children who attend other schools and colleges spread across the city and rural areas of Maharashtra. In addition to providing financial assistance to these scholars we believe that Asha volunteers can provide alternate role models and provide valuable mentoring to these scholars. We developed the scheme Support A Child (SAC) to cater to the needs of the underprivileged sections of societies across India in general and Maharashtra in particular. We evolve rules and guidelines after due deliberations which will be revised and updated periodically. A focus group comprising committed volunteers assist the project steward to successfully implement the project with the utmost transparency, the principal objective of our chapter. Applications are received in the required format, from the students across Maharashtra, irrespective of caste, creed, religion, gender, status. The Focus group then selects carefully from the applications received, the approved number of scholars agreed at the general meeting of Asha Mumbai without bias, nepotism and in a transparent manner. The Asha Mumbai SAC Scholarship Guidelines (Appendix I) provides detailed criteria by which the scholars are chosen. Our Project Goal: 1. Our main aim is to create a society of responsible citizens, nurturing the students whom we help to become not only qualified and to care for the children of the needy, and also by being generous according to their mite and be a role model. 2. Provide active mentoring and funding to empower the scholars to become independent and helpful. Information/support would be provided by Asha-Mumbai for the sponsor/donor: All information we gather about the student including school/college and economic background and approved amount as per the guidelines will be put up in the web page. Provide a progress report once a year for school and college students that would include statement from the nominator/volunteer/co-ordinator on the progress and the challenges facing the student to individual donors Enable the donor to communicate with the scholar through letters. The letters should be sent to Asha Mumbai. Asha Mumbai volunteers would send the letters to the child and send any response from the scholar back to the donor To sponsor a child, donors are provided the following: We post an up-to-date weblist of scholars to identify the specific scholar one would like to sponsor from and to note the approved amount required for each child. Note: We always have several pending cases. We can also help to identify scholar/scholars, based on the need and amount the donor would like to sponsor per year. The donor could specify the age and gender of the scholar/s, they are willing to support as well. We also accept partial donation. Financial Details: The proposed expenditure as follows: 1. Project will be run by mainly Sponsors but Asha Mumbai will keep Rs. 1, 00,000/- (Rs One Lac only) for back up. It will be used if donor is not able to sponsor or for students whom no donor is available. Project steward & Asha Mumbai coordinator will take decision about it. 2. Asha Mumbai will carry expenditure of Administration worth Rs 10, 000/- (Rs Ten thousand only). It includes maintaining the all documents and communication among students, Sponsors & Asha Volunteers.
Asha Mumbai SAC Scholarship Rules & Regulations (Appendix I) The modifications to these rules and guidelines will be decided in Asha mumbai Meeting. The following are the rules and guidelines that the Asha Scholarship focus group must follow in awarding scholarships to students. Rules are inviolable. Guidelines must be followed to the extent possible. Guidelines Selection Criteria: 1. Children going to government schools should be given higher priority. Preference should be given to handicapped children and girls. 2. Scholarship will also be provided to vocational training/ Course. Many times vocational courses provide income source for family. 3. Students will be guided by Career counselor to know his/her interest and it will help him/ her to choose right career. 4. Depending upon College fee, travelling expenses & Family income of student, Scholarship amount will be calculated by Asha Mumbai Volunteers. List of Students, Reason for scholarship and Amount of scholarship will be published on website. 5. Scholarship will be treated as interest free loan (except school students). It is to promote students to help other needy students in future. 6. Limit for Asha Mumbai SAC Scholarship will be decided in Asha Mumbai Meeting. Note: This limit does not apply for handicapped students requiring special assistance. Responsibilities of Nominator: 7. The nominator should be responsible for the mentoring of the children. 8. Nominators should be Asha volunteers or should be individuals or members of organisations that Asha can trust and must sign the application form. 9. Nominators should be able to provide periodic reviews on the progress of their nominees to Asha Mumbai (i.e., progress report from the school, qualitative assessment of progress etc.).
10. The nominators are responsible for obtaining bills and other necessary documents from the scholars. Failing to produce the above shall lead to delay/withdrawal of 2nd disbursement. 11. Nominator should submit a one page essay on the basis for nominating the child. All payment vouchers must be countersigned by the Steward in order to be valid 12. In cases where the focus group determines that the nominator does not or cannot fulfill their responsibilities, the focus group itself can be the nominator. Other: 13. Donor can support full or partial scholarship of student. Asha Mumbai will provide annual progress report of student to donor. 14. Site visit should be done to the homes and schools of the children and the person doing the site visit should not be the nominator. 15. Asha scholarships group should try their best to pay the schools directly. 16. Encourage and promote diversity among the nominees (i.e. skill, religion, gender, socioeconomic...) Rules 1. All candidates must be approved by the Scholarship Focus Group before releasing payments. 2. Each scholar should have completed a Scholarship Request Application Form or Scholarship Continuation Form (in case of continuing scholars) at the time of disbursement of funds. 3. There should be a genuine and verified economic need for the scholar and his/her family. Total family income should be Rs.10, 000 per month or less. 4. Nominator should not in any way benefit monetarily from the scholarship. 5. Proper Fees Paid Receipt must be produced before releasing payment. Payment may be paid in advance if Nominator assists in approved cases. Asha would like to obtain original Bills for all expenses. However we recognize that there are genuine circumstances where that is not possible. In such cases the nominator should write a letter certifying the validity of the expense and giving the details as to what those expenses were. 6. The Asha Scholarship focus group shall also meet and personally mentor and assess the children at least twice a year. 7. Donor cannot meet student personally without Permission of Project Steward.
