Office of Contracting and Procurement, on behalf, of the Department of Forensic Science (DFS) seeks a contractor to provide support to implement a Laboratory Information System (LIMS) with customization of and enhancements to the source code of the LIMS system. The task order proposal should be prepared according to the instructions listed below: 1. Proposal Submission Requirements The task order proposal shall be submitted as Task Order Proposal in response to Solicitation No. Doc165061 Laboratory Information System (LIMS) The proposal shall, at minimum, include: a. Technical Proposal in accordance with Attachment A; b. Copy of Offeror s GSA Price Schedule c. Completed Price Schedule (Attachment B); and 2. Task of Solicitation Proposal should be submitted through the District s online solicitation database. 3. Proposal Submission Date The closing date for receipt of proposals is 5:00 P.M. Monday, July 28, 2014. 4. Evaluation for Award (a) In order to be considered technically acceptable proposals must meet the following minimum requirements. 1. Must provide completed attachment B. 5. Term of Contract The period of performance shall be one year from the date of award. 6. OPTION TO EXTEND THE TERM OF THE CONTRACT 6.1 The District may extend the term of the resulting Task Order Agreement for a period of four (4), one-year option periods, or successive fractions thereof, by written notice to the Contractor before the expiration of the Task Order Agreement; provided that the District will give the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the Task Order Agreement expires. The preliminary notice does not commit the District to an extension. The exercise of this option is subject to the availability of funds at the time of the exercise of this option. The Contractor may waive the thirty (30) day preliminary notice requirement by providing a written waiver to the Contracting Officer prior to expiration of the Task Order Agreement. 6.2 If the District exercises this option, the extended Task Order Agreement shall be considered to include this option provision. 6.3 The price for the option period shall be as specified in the Task Order Agreement. 6.4 The total duration of this Task Order Agreement, including the exercise of any options under this clause, shall not exceed five (5) years. 7. 1 SCOPE OF SERVICES ATTACHMENT A GOVERNMENT OF THE DISTRICT OF COLUMBIA Department of Housing and Community Development (DHCD) Housing Development Software The District of Columbia Department of Forensic Sciences (DFS) is seeking support to implement its Laboratory Information System (LIMS) with customization of and enhancements to the source code of the LIMS system. 2 BACKGROUND The Department of Forensic Sciences (DFS) was established by the Department of Forensic Sciences Act of 2011 by the District of Columbia City Council and became operational as an agency on October 1, 2012. The Department s mission is to provide high-quality, timely, accurate, and reliable forensic science services...[using] best practices and best available technology; a focus on unbiased science and transparency; and the goal of enhancing public safety." The DFS consists of the Forensic Science Laboratory Division, the Public Health Laboratory Division, and the Crime Scene Sciences Division. Housed in the new Consolidated Forensic Laboratory at 401 E Street SW, the DFS is co-located with the Office of the Chief Medical Examiner (OCME). The DFS provides science services upon request to District agencies, including the Metropolitan Police Department, the Office of the Chief Medical Examiner, the Office of the Attorney General, the Department of Health, the Fire and Emergency Medical Services Department, the United States Attorney s Office for the District of Columbia, as well as to other law enforcement or investigative agencies. A 2009 National Academies of Science report, "Strengthening Forensic Science in the US: A Path Forward," made numerous recommendations for improving the forensic sciences, including independence of forensic laboratories from law enforcement and mandatory accreditation. As the first independent forensic agency to be created since the 2009 NAS report, the DFS intends to pursue the goals of transparency, quality, accuracy, and scientific professionalism to inform the public with effective science. To support the mission of the DFS the Laboratory has acquired a Laboratory Information Management System (LIMS). This system will be the Trusted Source for all DFS data developed in its component laboratories. DFS has a need for an Information Management System (IMS) support to implement the system. Some of these enhancements will require modification of the vendor source code. 3. REQUIREMENTS 1. The contractor shall provide implementation program management support. 2. The contractor shall support the installation and setup of the LIMS. 3. The contractor shall develop an implementation plan to incorporate the LIMS into the business functions of the DFS. 3
4. The contractor shall perform a gap analysis between the to-be state, as defined by DFS, and the existing functionality of the LIMS. 5. The contractor shall support the DFS in developing process flows which cure the defined functionality gaps. 6. The contractor shall support DFS in developing a plan to cure the defined functionality gaps. 7. The contractor shall support the DFS in developing custom coded software solutions which modify the LIMS source code. 8. The contractor shall support the DFS in developing custom user and management reports. 9. The contractor shall provide one (1) year with the potential for four (4) option year(s) of maintenance support to cover the DFS for the period from implementation through go-live. 4.
