I. How to Create a New or Open an Existing PACF Application To create a new PACF Application, click the Apply to PACF Call for Proposals button on the homepage of the PA online community. If you have already started an application and not yet submitted it, clicking the Apply to PACF Call for Proposals button will open your existing application. If you have already submitted a PACF application in the current application window, you will see your submitted application when clicking the Apply to PACF Call for Proposals button. 2
II. How to Fill Out a PACF Application The PACF application form consists of the following sections: 1. Organisation Details 2. Organisation Staff Details 3. Applicant Contact Details 4. Alternate Contact Person 5. References 6. Project Details 7. Technical Assistance 8. Organisation s Source of Funding 9. Attachments Application guidance: Across all sections, you will encounter fields marked with a red asterix (*). These fields are required and need to be completed in order to submit the application. If you wish to save your progress at any point and continue at a later date, you can do so by clicking the Save Concept Note button at the bottom of the page. If you have previously applied for a grant with the Positive Action Fund, sections 1-5 will be automatically pre-filled with existing information about your organisation. If you would like to update any of your organisational detail, please make those updates here on the application. These will directly update your existing organisational information. Please note that all questions have a limitation on the number of words that you can use. In these cases, a word count will show up under the field once you start typing in order to guide you. Section 6 (Project Details) asks you to provide a Total Project Cost (i.e. funds requested from the PACF) and the Total Amount of any other funding not requested from PACF that you intend to put towards the project. Please note that 3
both amounts must be provided in GBP. Please use the link provided below the Total Project Cost field to convert all other currencies to GBP before entering the amount. Also in Section 6 (Project Details), you are asked to enter your Objectives, the Activities you will undertake to accomplish those Objectives, the appropriate Topic Area for the Objective, as well as a per year breakdown of your Budget per Objective (in both GBP and your Local Currency). To add new objectives, click on the Add New Objective button. After entering your Objective Budget in Section 6 (Project Details), you need to enter your Summary Budget. This is separate from your Objective Budget and covers additional costs not related to your objectives. Enter your Summary Budget as per the categories given in the application. You will also need to give a per year breakdown for each category, both in GBP and in your Local Currency. 4
a) b) a) Please note that the % of your budget apportioned to Capital and Overheads will be calculated automatically based on the amounts you enter in your Capital, Office Costs and Other Overheads categories and your Total Project Cost. This should not be over 15%. You can reduce the Capital and Overheads percentage by reducing the amount entered in the Capital, Office Costs and Other Overheads categories or increasing your Total Project Cost. b) You must also enter an In Country %, which is the percentage of your budget that you expect to spend in the Project Country entered in Section 6 (Project Details). Section 7 (Technical Assistance) seeks to understand: o (a) If you would like to apply for Technical Assistance support alongside your project application, o (b) what types of capacity building support you want to seek from the PACF Technical Assistance Programme, o (c) how you have identified these needs and how Technical Assistance would support both delivery of your PACF project and your longer-term institutional capacity. As part of your answer you will need to download the Capacity Matrix by clicking on the Download Template button. Once you have filled the template as per the instructions, attach it your application by clicking the Choose File and Upload buttons. 5
These questions have no right or wrong answer but are intended to better understand the nature of the Technical Assistance you are requesting and match you to the most appropriate Technical Assistance Provider. Please note that your application for TA is considered separately from your application for PACF funding applying for TA has no impact on the likelihood of securing PACF funding. Please also note that not all PACF funding applications that are successful and have requested Technical Assistance are awarded it. Section 8 (Organisation s Sources of Funding) requires you to list your organisation s sources of funding. a) Enter the amount for each Funding Source either in GDP or USD. The amount in the respective other currency will automatically be calculated and filled in. b) Add up to 10 Funding Sources as needed by clicking the + Add Additional Funding Source button. c) To remove a Funding Source entry, click the red minus-sign to the right side of the entry. b) a) c) Section 10 (Attachments) requires you to upload a number of documents to complete your application. 6
7 (a) To upload a new document, click on Choose File to select a file from your computer to upload. Once you have selected a file, click Upload to attach the selected file to your application. (b) If you wish to replace an uploaded document, you can do so by choosing a new file and clicking Upload again. The previous file will be replaced by your new file.
III. How to Submit a PACF Application Once you have successfully completed all required fields, click the Save and Submit Concept Note button at the bottom of the page. If any required information is missing, you will receive an error message and missing fields will be highlighted on the page. You are required to complete these fields before your application can be submitted. If you successfully submitted your PACF application, you will receive an email confirming your submission.
