PPPs AT THE HEART OF THE 2016-2020 NDP Côte d'ivoire has a clearly defined development strategy through the National Development Plan (NDP) For the period 2016-2016, the objectives of the 2016-2020 NDP are as follows: Strengthening the quality of institutions and good governance Accelerating the development of human capital and promote social well-being Accelerating structural transformation and industrialisation Building infrastructure and preserving the environment Strengthening regional integration and international cooperation Doubling of GDP per capita by 2020, reaching middle-income status. Distribution of NPD PPP Projects by source of funding 33% Public financing Private financing PPP 38% The overall cost of the 2016-2020 NDP amounts to CFAF 30,000 billion, or $ 54 million, including: 29% 38% of public investment 62% of private investment, including 33% with the PPP framework. 9

INSTITUTIONAL MECHANISM FOR PPP IMPLEMENTATION The CNP-PPP supports and assists PPP project administrations at all stages of the project s life cycle (design, preparation, award, monitoring and evaluation of contract execution) with its Executive Secretariat (PPP-ES) and its Operational Unit (PPP- OU). GENERAL PRINCIPLES OF THE PPP REGULATORY FRAMEWORK (1/2) MAIN TEXTS Decree No. 2012-1151 of 19 December 2012 on public-private partnership contracts Decree No. 2009-259 of 6 August 2009 on the Code of Public Contracts PPP DEFINITION The term "Public-Private Partnership" refers to all forms of contracting between public and private partners, in order to carry out a project falling within the scope of a public service or general interest mission. AUTHORIZED AREAS All areas of economic, social and cultural activity, in the commercial and non-commercial sectors. GENERAL PRINCIPLES OF THE PPP REGULATORY FRAMEWORK (2/2) Purely contractual PPPs : The partnership is based on exclusively contractual relationships. TYPES OF AUTHORISED PPPs board concerned, right to manage infrastructure or service concession, concession of services with or without the building of a structure, building, operation and transfer (BOT) contracts, in various forms, design, build, finance and operate contracts, partnership contracts with the public funding Institutional PPPs : Involves cooperation within a separate entity and may lead to the creation of an ad hoc entity jointly owned or taken over of a public entity by a private operator. ACTIVATION, TECHNICAL OPERATION AND MARKETING TO A PRIVATE OPERATOR OF 7,000 KM OF OPTICAL FIBER (NHSN) BRIEF DESCRIPTION LOCATION PROJECT INTEREST MAIN FEATURES In order to ensure the coverage of the entire territory and allow the availability of at least one optical fiber access point to a majority of localities, the National Agency of the Universal Telecommunications Service / ICT (ANSUT) made investments for the deployment of 7,000 km of optical fiber (NHSN). The project involves entrusting the activation, technical operation and marketing to a private operator. CONSTRUCTION AND OPERATION OF THE FERKESSEDOUGOU DRY PORT MAIN FEATURES BRIEF DESCRIPTION LOCATION The project consists in building and operating the infrastructure of the Ferkessédougou dry port, in order to reduce congestion and bring the Autonomous port of Abidjan closer to its regional partners (Mali, Burkina Faso and Niger). This infrastructure comprises three (3) main components: a logistics platform (warehouses, cold chain, etc.); a hydrocarbon deposit; a regional slaughterhouse and a livestock market; an industrial zone for the development of agricultural and mining products processing activities. This project is one of the priority projects for the emergence of Côte d'ivoire in 2020. CONSTRUCTION AND OPERATION OF THE ABIDJAN EXHIBITION PARK MAIN FEATURES BRIEF DESCRIPTION This project aims to provide the city of Abidjan with a modern exhibition park on the outskirts of the Félix Houphouët Boigny International Airport. These include indoor airconditioned and non-air-conditioned exhibition areas, open-air esplanades and ancillary services (administrative, restaurants, cafeteria, bar, entertainment centers, parking lots and parking areas, etc.) LOCATION Abidjan (airport area) PROJECT INTEREST Ensures the hosting of national and international trade shows designed for professionals and the general public, political, cultural or religious congresses and conventions ESTIMATED COST CFAF 53,000 M / EUR 78 M / USD 106 M (USD 1 = CFAF 500) PROJECT STATUS INFORMATION AVAILABLE Functional and topographical information on the site location NEXT STEPS Complementary studies 18

SERVICING, DEVELOPMENT AND OPERATION OF A LOGISTIC PLATFORM AND INDUSTRIAL ZONE OF 150 HECTARES AT THE SAN PEDRO PORT MAIN FEATURES BRIEF DESCRIPTION The aim is to develop and operate 150 hectares of the San Pedro port area, in order to encourage the establishment of industrial and logistical units and support the development of San Pedro port activities. These activities include: (i) Building port embankments; (ii) Allotting the area obtained; (iii) Developing the land (construction of roads and various networks). FINANCING, BUILDING AND OPERATING A TREATMENT PLANT OF LIQUID WASTE FROM SHIPS AND EFFLUENTS FROM INDUSTRIES IN THE PORT AREA OF ABIDJAN (DEBALLASTING STATION) MAIN FEATURES BRIEF DESCRIPTION The aim of this project is to build a modern plant for the treatment of waste and liquid residues (slops) from ships and industries located in the Port area of Abidjan. This type of installation will help avoid haphazard spills of toxic products in the waters and on the lands of the sub-region.. LOCATION Abidjan (Treichville) PROJECT INTEREST ESTIMATED COST Provide the Port of Abidjan with a modern infrastructure to collect and treat its industrial waste and slops, Offer ships and industries the possibility of disposing of their liquid waste, Contribute to the protection of the marine and lagoon environment, 20 000 M FCFA (2013) / 30,5 M EUR / 40 M USD (1 USD = 500 FCFA) PROJECT STATUS INFORMATION AVAILABLE Detailed preliminary studies NEXT STEPS Launch of the consultation process 20

REHABILITATING, EQUIPPING AND MAINTAINING THE UNIVERSITY HOSPITAL OF TREICHVILLE MAIN FEATURES BRIEF DESCRIPTION The aim of this project is to rehabilitate and maintain the University Hospital of Treichville, in order to strengthen the technical facilities and provide the appropriate tools for this University Hospital to offer patient care that is as complete as possible, from the diagnostic and therapeutic points of view. LOCATION Region of Great Bridges / District of Abidjan / Commune of Treichville PROJECT INTEREST ESTIMATED COST Improve the technical facilities and increase the operating rate of the services of the Hospital, Improve the state of health and wellbeing of the populations, Improve supply and quality in the delivery of health care services. 60 000 M FCFA / 92 M EUR / 120 M USD (1 USD = 500 FCFA) PROJECT STATUS IMPLEMENTATION STATUS Preliminary studies began by the Public Hospitals of Paris Organization (AP-HP) NEXT STEPS Preliminary studies to be carried out (APHP / BNETD) 21
