The Proponent shall not show its name on this envelope. The Proponent shall be responsible for ensuring it reviews and understands the Instructions to Proponents, Supplementary Instructions to Proponents, General Conditions, applicable Supplementary Conditions and Terms of Reference, which form this Request for Proposal (RFP). Toronto Transit Commission Terms of Reference Request for Proposal Service (January 2013) Page 2 of 5 discipline or profession, do not meet the training requirement. Similarly (co)authorship of publications in scholarly or professional journals does not, by itself, meet this requirement. Training in statistical methods alone, or the ability to use software applications which perform statistical analysis with no concurrent training in market or social research methods similarly does not meet the requirement. Managerial and supervisory role (team leader) within the proposed project team shall have advanced training or education leading to a professional or academic credential in market research or social research specifically. All interviewers shall have a minimum of 50 hours overall interviewing experience with adequate training received. 3 SCOPE OF WORK TTC staff will develop project briefs, including sampling requirements and methods, target dates, work schedules, scope, draft questionnaires and project specifications and provide them to the Company. The Company shall submit, within five (5) business days upon receipt of the TTC request (or any other schedule agreed to by the Company and the TTC Representative), a total cost estimate and detailed schedule for each project to the TTC s Representative for review and approval prior to commencement of the Work. TTC reserves the right to add additional Work from time to time during the Terms of the Contract. The Company shall: 1. Conduct telephone interviews from a central telephone interviewing facility with Computer Assisted Telephone Interviewing (CATI) capabilities or conduct personal intercept interviews on both TTC and public property. It is estimated that approximately 70% interviews will be conducted using land lines and 30% using cell phones. 2. Develop and implement detailed plans for obtaining representative samples of respondents who meet the sampling criteria specified by the TTC. Note that cluster sampling is unacceptable: there can be only one completed interview per sample point. 3. Provide a detailed summary of the data sources from which they propose to draw samples from the general population, or some specified subset of the general population, residing in the municipalities mentioned above. The TTC estimates that approximately 85% of the population of the City of Toronto who are 15 years of age or older use the TTC at least once per year. The TTC will supply its best available information on incidence rates, if available, for the Company s use in costing specific projects. 4. Provide a final draft of all survey questionnaires. The TTC will provide an initial draft questionnaire for each survey and the Company may propose revisions to this draft which it considers beneficial and implement other changes subject to the approval of the TTC. 5. Supply a copy of all survey materials (in a soft copy form), with all skips and qualifications specified (i.e. cannot be in Computer Assisted Telephone Interviewing (CATI) format) as part of the deliverables for each project. 6. Pre-test proposed final drafts of all questionnaires on a sample of no fewer than 25 qualified respondents, and propose any changes it regards as necessary or beneficial on the basis of the pre-testing. If no material changes to the survey instrument are required based on pre-testing, the completed surveys gathered during the pre-test phase may be included in the required total of completions for the project. 7. Obtain no less than the agreed (by the TTC) number of complete interviews, in English, on behalf of the TTC. Telephone interviews must be conducted from a central telephone interviewing facility with full monitoring capabilities. A minimum of six attempts must be made to contact a selected respondent before abandoning the effort. Personal intercept interviews will be carried out either on the TTC or public property.
