DEPARTMENT OF CALIFORNIA ALL-STATE PROGRAM 18-19

DEPARTMENT ALL-STATE PROGRAM 18-19 POST COMMANDERS The following Post mandates are required for all Posts. All Trustees Report of Audit must be received at Department within 30 days following the end of the observed quarter. Post Quartermaster must be bonded with the Department or submit proof of private bond no later than August 31, 18. The Post Election Report for 19- must be received at Department and National Headquarters prior to June 1, 18. Post Commanders, Quartermasters, and at least one Trustee, must attend a District School of Instruction. Post Commanders shall attend all District meetings. In the event he/she is not able, a representative shall attend. Delegate dues for State Convention shall be paid no later than May, 19. If not received by this date, you will be required to pay at registration. The Post shall have no arrearages with Department, National or District as of June 1, 19. All deficiencies noted on the Post Inspection Report shall be corrected NLT June 1, 19 ALL-STATE POST PROGRAM The 18-19 All-State Program for Post Commanders and Quartermasters recognizes Posts that give that extra mile in supporting National and Department programs. It is designed to reward Posts that complete the programs as outlined in the status report. Membership is critical to our organization, however, the effort to attain 0% membership is not the same for all Posts. Therefore a tiered program will be implemented as outlined later in this document. To be eligible for All-State a Post shall submit entries in the VOD, PP, and Teacher of the Year. They must submit an entry for; EMT, FF, or Law Enforcement (only one entry from any of the three). Posts that may not be able to enter a VOD, PP, Teacher or First Responder can follow the procedures under Option 2 plus the mandatory requirements in Option 1. One (1) Post Commander will be chosen Captain of the All-State Team based on the best overall program and solely at the discretion of the Department Line Officers. Each member of the All-State Team of Commanders will receive an All-State Commander Pin and an official All-State Commanders Cap. All-State Post Quartermasters will receive their choice of an All-State Cap or a $60.00 gift certificate from the VFW Emblem & Supply Department. 1

MONETARY DONATIONS (MANDATORY) for All-State Based on Membership Division, Posts must make the minimum monetary donations to Department Headquarters for the following programs: 1. Military Services 2. Veteran Centers Division 3. Programs 4. VSO Dept. Amount 1 $75.00 2 5 $50.00 6 $25.00 5. Student Veterans OPTION 1: THESE ARE THE REQUIREMENTS FOR ANY POST TO BE CONSIDERED FOR ALL-STATE Submit Voice of Democracy (or donate $300.00), Patriots Pen (or donate $150.00, Teacher Award (or donate $150.00), and one of the following to District for judging: Enforcement (or donate $150.00), EMT (or donate $150.00) or Firefighter (or donate $150.00). Must achieve stated membership goal by June 30, 19 or earlier. Post QM must be bonded by August 31, 18. Submit entries for VOD, PP, Teacher and First Responder to the District for judging or send required monetary donations to Department Headquarters as stated above. Make the mandatory monetary contributions as outlined above. Exceed the Post's stated goal for the Buddy Poppy Program by 500 poppies. Pay the Post Service Officer $25.00 registration fee NLT September 30, 18. OPTION 2: MINIMUM PROGRAM PARTICIPATION (1 POINTS REQUIRED) 1. Achieve required membership and new member goals by June 30, 19. 2. Donate $0.00 to the Department of California Veterans and Military Support 3. Donate $0.00 to Department National Home Program. 4. Adopt a Unit or conduct an event for your sponsored unit or donate $0 to Department Programs. 5. Enter an individual in competition for Law Enforcement or donate $150.00 to Department. 6. Enter an individual in competition for Fire Fighter or donate $150.00 to Department. 7. Enter an individual in competition for EMT or donate $150.00 to Department. 8. Present a student with a JROTC/ROTC Certificate and Medal. 9. Enter an individual for Scout of the Year Award.. Participate in a Stand Down Program or donate $50 to the Homeless Fund 11. Conduct a Community Service event. 12. Visit a Student Veterans Association at a local college 13. Conduct Membership recruiting at a major community event, and submit a Points written report with results of the number of applications signed. 30 2 You may complete any combination of the above to achieve the required 1 point minimum. 2

District Audit, Quartermaster's Bond, Election Report, Inspection, Minutes and required donations are submitted according to the required deadlines. District must submit the annual Voice of Democracy payment in the amount of $300.00 to Department Headquarters by December 1, 18. District must complete a School of Instruction by January 15, 19. All Post Inspections must be completed by December 31, 18. ALL-STATE DISTRICT COMMANDERS To be considered as an All-State District Commander you must demonstrate outstanding, positive leadership qualities. You shall provide quality communication skills to the Posts in your District to ensure they participate in the programs and goals of the VFW. All District Commanders can earn this distinct honor and one (1) Captain will be chosen based on the best overall performance at the discretion of the State Line Officers. To qualify for All-State District Commander: The District must reach the stated membership goal as outlined on the next page (Based on National Membership standings ending June 30, 19); and 1. Submit an entry to Department based on the following programs: a. Submit a Voice of Democracy entrant. b. Submit a Teachers Award entrant. c. Submit a Patriots Pen entrant. d. Submit a First Responder entrant. e. Submit all required mandates as outlined above. 3

Since the official close of the membership year is June 30, 19, we will continue to hold the All-State Program open until that date, and All State Caps will be presented during our Mid Winter Council of Administration meeting in January. 4
