DEPARTMENT ALL-STATE PROGRAM 2017-2018 POST COMMANDERS The following Post mandates are required for all Posts. All Trustees Report of Audit must be received at Department. Each Audit must be received within 30 days following the end of the observed quarter. Post Quartermaster must be bonded with the Department or submit proof of local bond.(qm bonds expire August 31 of each year) Post report of Election of Officers for 2017-2018 must be received at Department Headquarters. Post elections shall be held in April; therefore all reports must be filed at Department and National Headquarters prior to June 1, 2017. Post Commanders, Quartermasters, and at least one Trustee, must attend a District or Department School of Instruction. All Commanders or their representatives (Sr. Vice, Jr. Vice Commanders) must attend all District meetings. Delegate dues to the 2018 State Convention must be paid no later than May 20, 2018. If not received by this date and the Post is attending the State Convention, you will be required to pay at registration. The Post shall have no arrearages with Department, National Headquarters and District as of June 1, 2018. All deficiencies noted on the Post Inspection must be corrected NLT June 1, 2018. BE RECOMMMENDED BY DISTRICT COMMANDER. ALL-STATE POST PROGRAM A white hat can be yours, and this should be the goal of every post. The 2017-2018 All-State Program for Post Commanders and Post Quartermasters features VFW Posts that go the extra mile in supporting the programs in the National and Department Organizations. It is designed to recognize California VFW Posts who participate successfully in ALL VFW PROGRAMS. The program is designed so that if the Post qualifies for All-State both the Commander and the Quartermaster will be recognized. This is a VFW TEAM EFFORT. Posts must achieve 100% membership by June 30, 2018. Any Post achieving 100% by December 31, 2017, will be eligible for All-State after they have submitted entries in the VOD, PP, and Teacher of the Year. They must submit an entry for; EMT, FF, or Law Enforcement (only one entry from any of the three). Posts that are not eligible for All-State by December 31, 2017 due to the membership requirement, must follow the procedures under Option 2 plus the mandatory requirements in Option 1. One (1) Post Commander will be chosen Captain of the All-State Team based on the best overall program and solely at the discretion of the State Commander. Each member of the All-State Team of Commanders will receive an All-State Commander Pin and an official All-State Commanders Cap. All-State Post Quartermasters will receive their choice of an All-State Cap or a $60.00 gift certificate from the VFW Emblem & Supply Department. 1

MONETARY DONATIONS (MANDATORY) for All-State Based on Membership Division, Posts must make the minimum monetary donations to Department Headquarters for the following programs: 1. Legislative 3. Programs 5. Wheelchair Games 2. Military Services 4. Service Division Amount 1 $75.00 2 5 $50.00 6 10 $25.00 OPTION 1: THESE ARE THE REQUIREMENTS FOR ANY POST TO BE CONSIDERED FOR ALL-STATE Submit Voice of Democracy (or donate $300.00), Patriots Pen (or donate $150.00, Teacher Award (or donate $150.00), and one of the following to District for judging: Law Enforcement (or donate $150.00), EMT (or donate $150.00) or Firefighter (or donate $150.00). Must achieve 100% Membership by December 31, 2017 Post QM must be bonded by August 31, 2017 Submit entries for all required programs to the District for judging. Send all donations to the Department Headquarters earmarked for the respective program. Post makes the mandatory monetary contributions as outlined on page 1; Exceed the Post stated goal in Department Buddy Poppy Program by 500 poppies; and Post Service Officer MUST be registered with Department Headquarters and the $25.00 registration fee must be paid. OPTION 2: MINIMUM PROGRAM PARTICIPATION (120 POINTS REQUIRED) Points 1. Achieve 100% (plus any additional quota) Membership by June 30, 2018 20 2. Donate $100.00 to the Department of California Veterans and Military Support 20 3. Donate $100.00 to Department National Home Program 20 4. Adopt a Unit or conduct an event for your sponsored unit or donate $100 to Department Programs 20 5. Enter an individual in competition for Law Enforcement or donate $150.00 6. Enter an individual in competition for Fire Fighter or donate $150.00 7. Enter an individual in competition for EMT or donate $150.00 8. Present a student with a JROTC/ROTC Certificate and Medal 10 9. Enter an individual for Scout of the Year Award 20 10. Participate in a Stand Down Program or donate $50 to the Homeless Fund 10 11. Conduct a Community Service event 20 12. Visit a Student Veterans club at a local college 20 13. Conduct Membership recruiting at a major community event, and submit a written report with results of number of applications signed. 30 220 You may complete any combination of the above to achieve the required 120 point minimum. 2

All Post Trustees Reports of Audit, Quartermasters Bonds, Election Reports, Inspections and Delegate Dues must be current or paid and received at Department Headquarters by May 15, 2018. District must submit the annual Voice of Democracy payment in the amount of $300.00 to Department Headquarters by December 1, 2017. District must complete a State School of Instruction by December 1, 2017. The District Quarterly Reports of Audit must be current as of May 1, 2018. All Post Inspections must be completed. ALL-STATE DISTRICT COMMANDERS The 2017-2018 All-State District Commander contest features competition by Districts ensuring their Posts are participating in Veterans of Foreign Wars programs without regard to size of membership. It is designed to recognize California VFW District Commanders who motivate their Posts to participate successfully in ALL VFW Programs. The program is designed so that if the Posts participate in the VFW programs the District benefits. This is a VFW Team Effort! Up to 15 District Commanders can earn this distinct honor and one (1) Captain will be chosen based on the best overall program and solely at the discretion of the State Commander. To qualify for All-State District Commander: The District must reach 100% in membership as outlined below (Based on National Membership standings ending June 30, 2018); and 1. Submit an entry or make a donation to Department based on the following programs: a. Submit a Voice of Democracy entry or donate $300.00. b. Submit a Teachers Award entry or donate $150.00. c. Submit a Patriots Pen entry or donate $125.00. d. Submit either a Law Enforcement, EMT, or Firefighter entry or donate $100.00. Only one entry or one donation required under d. above. e. Submit all required District paperwork on time. 3

Since the official close of the membership year is June 30, 2018, we will continue to hold the All-State Program open until that date, and All State Caps will be presented during our Mid Winter Council of Administration meeting in January 2019. 4
