This training product can be used to instruct international military students from all approved countries without restrictions. Page 1

Conditions: You are an HR NCO and your unit is preparing to deploy. The commander assigns you responsibility for conducting the DCS program. You have access to the current Army G-1 DCS Directive, AR 600-8-101, DA PAM 600-8-101 (Personnel Processing (In-, Out-, Soldier Readiness, and Deployment Cycle Support)), FM 1-0 (HR Support), DA Form 7631 (DCS Checklist), and the contingency plan for your deployment. Some iterations of this task should be performed in MOPP 4. Standards: With a minimum of 70% accuracy, identify S-1 responsibilities during each phase of the DCS process, integrate S-1 planning considerations into unit operations, and perform DCS tasks during each phase. Performance Steps 1. Identify S-1 responsibilities during the seven phases of the DCS. a. Train-up and Preparation. b. Mobilization. c. Deployment. d. Employment. e. Redeployment. f. Post-Deployment. g. Reconstitution. 2. Correlate the steps of DCS and S-1 considerations during each phase into unit planning and operations. a. Identify S-1 DCS tasks during the train-up and preparation phase. (1) Establish personnel administrative actions, briefings, training, counseling, and medical evaluations and ensure they are completed for all Soldiers, DA Civilians, and their families (if applicable) for extended deployments. (2) Coordinate with the sustaining base for DCS support. (a) Facilitate Soldier Readiness Processing (SRP). (b) Perform database management. (c) Custody and maintenance of personnel records for Soldiers and Department of Defense (DoD) civilians (d) Provide support and services for family readiness. (e) Provide Casualty Operations Management support (CONUS only). (3) Prepare the Soldier's Personnel Readiness File. b. Conduct DCS tasks during mobilization phase. (1) Supervise mobilization processing requirements. (a) Unit mobilization. (b) Individual mobilization. (2) Utilize the Military Decision Making Process (MDMP) to prepare personnel and casualty estimates. c. Conduct DCS tasks during the deployment phase. (1) Monitor the four major phases of the deployment process. (a) Pre-deployment activities. (b) Movement to and activities at the Port of Embarkation (POE). (c) Movement to the Port of Debarkation (POD). (d) Reception, Staging, Onward Movement and Integration (RSOI). Page 3

(2) Ensure recurring administrative actions are completed during the deployment phase. (3) Account for all Army, civilian, contractors, Joint, Interagency, Intergovernmental, and Multinational (JIIM) personnel, as required. d. Conduct DCS tasks during the employment phase. (1) Supervise employment phase administrative tasks. (2) Account for unit personnel. (3) Report strength daily. (4) Report casualties. (5) Provide essential personnel services. (a) Promotions. (b) Evaluations. (c) Awards and decorations. (6) Administer Morale, Welfare, and Recreation, Rest and R & R, and pass programs. e. Conduct DCS tasks during the redeployment phase. (2) Advise that during post deployment, when personnel, equipment, and material arrive at home station, CONUS Replacement Center (CRC), or DEMOB station, individual redeployment and demobilization processing (reverse SRP, medical screening, and DCS process) must be completed. (a) Ensure Rear Detachment Commander (RDC) provides updated manifest to key local agencies, identifies potential home station issues and notifies the incoming commander. (b) Maintain accountability of personnel. (c) Plan for leave schedules and homecoming ceremonies. (d) Complete investigations, evaluation reports, and safety briefings. g. Conduct DCS tasks during the reconstitution phase. Page 4

(1) Complete reception activities for every Soldier. (2) Verify all tasks are completed and verified on DA Form 7631. (3) Complete any unfinished post-deployment recovery and administrative requirements. (4) Prepare to begin collective unit training. (Asterisks indicates a leader performance step.) Evaluation Guidance: Score the Soldier GO if all performance measures are passed (P). Score the Soldier NO GO if any performance measure is failed (F). If the Soldier fails any performance measure, show what was done wrong and how to perform it correctly. Evaluation Preparation: This task can be evaluated by use of the performance measures as listed. This method of evaluation is appropriate if the Soldier performs the task on the job. Allow the Soldier to practice until the Soldier feels qualified and prepared for the evaluation. Then have the Soldier perform the task, using the materials listed in the CONDITIONS statement above.
