Page 1 of 15 Boy Scouts of America Troop 245 Troop Committee Bylaws Article I. Chartered Partner and Bylaws Section 1.01 Charter. Boy Scouts of America (BSA) Troop 245 has been in existence since August 2008. Eastminster Presbyterian Church is our Chartered Organization. The Troop is part of the Three Rivers District, Greater Alabama Council, of the Boy Scouts of America. Section 1.02 Bylaws. These Bylaws are designed to guide and empower the Troop Committee in developing and implementing the Scouting Program for Troop 245. These Bylaws supersede all those previously adopted; however, does not supersede or restate National Boy Scout Policy. These Bylaws are not intended to dictate every detail of how the Scoutmaster organizes or runs the Troop. Any items not specified in the Bylaws shall left to the Scoutmaster and the Committee Chair. The Scoutmaster and the Assistant Scoutmaster(s) with approval from the Troop Committee shall maintain written Standard Operating Procedures (SOP) that describe the details of how the Troop runs, and shall provide access of the SOP to each Scout and Parent that joins the Troop. While there may be some overlap between the Bylaws and the SOP, in general, the Bylaws are designed to govern Committee actions while the SOP describes the items under the control of the Scoutmaster. Article II. The Troop Committee Section 2.01 Objective. The objective of the Troop Committee is to provide the following services for BSA Troop 245: Troop administration, finances, and records Quality BSA trained Adult leadership to implement the Scouting program Verification of conformance to BSA National and Local policies and regulations An adequate Camping and Outdoor Program Proper care for Troop equipment and materials Fundraising opportunities Transportation to/from authorized outings An atmosphere for Advancement An atmosphere for discipline and to discourage misconduct

Page 2 of 15 Section 2.02 Membership. The membership of the Troop Committee is open to all Parents or Guardians, Friends, and Adults who have a desire to support BSA Troop 245 and this Troop Committee. It is strongly recommended that each family that has an active Scout in the Troop have at least one Adult registered with BSA Troop 245. The members will be divided into the following categories: (a) Members of Executive Committee: are those people who meet the above criteria and are registered adult leaders of BSA Troop 245 as Committee Members who hold an office and vote on operations. (b) Members of Coordinating Committee: are those people who meet the above criteria and choose to be registered with BSA Troop 245 as Scout Parents who perform specific duties as part of a coordinating committee. These are non-voting members. Section 2.03 Meetings. Regular meetings of the Troop Committee will be held on the first Monday of each calendar month, or as scheduled in the Troop s Annual Calendar. Regular meetings will be held at the Troop meeting place or any suitable location as designated by the Members of Committee. Meetings are open to all Troop committee members and Parents. The meetings shall be called by the Committee Chair. Section 2.04 Special Meetings. Special meetings may be called at any time by, and only by, the Committee Chair. Special meetings will only be held on a minimum of 24 hours notice. This notice must be given to all Members of Committee. This notice will be by any of the following means: (a) Written (including e-mail) (b) Personal (verbal) (c) Telephone (verbal) Section 2.05 Action Without a Meeting. Any action by the Troop Committee may be taken without a formal meeting, if a quorum (as described in Sec. 2.06) consent in writing, via telephone poll, or e-mail to the requested action. Such written consent and/or poll will be filed by the Secretary with the minutes at the next scheduled Troop Committee meeting. Action must include Committee Chair. Section 2.06 Quorum. For official transactions of business, a quorum for any meeting (reference Sections 2.03, 2.04 and 2.05) will have 50% of Executive Committee Members or five Members of Executive Board Committee present, whichever is less. The Committee Chair must be included. Section 2.07 Approval. Every action or decision done or made by a majority of Members of Executive Board Committee present will be regarded as approved by the Troop, unless a greater majority is required by BSA or by these Bylaws.

Page 3 of 15 Section 2.08 Voting Authority. Only those members designated as Executive Board Committee (reference Section 2.02a) will have voting authority for any and all business of the Troop Committee. Members holding two offices only have one vote. Section 2.09 Meeting Procedures. All Troop Committee meetings will be conducted with Robert s Rules of Order as a guideline unless specified by bylaw amendment. Article III. Section 3.01 Officers Institution Head. The Institution Head will be a member of the Chartered Organization and serve as a liaison between the Chartered Organization and the Chartered Organization Representative. The Institution Head (currently the Pastor of the Eastminster Presbyterian Church) is not a member of the Executive Board of Officers. Section 3.02 Executive Board Officers. The Troop Committee will have, as a minimum, the officers on the Executive Board as listed below. All Officers will be Members of Committee (see Article 2.02(a)). Any office added as a minimum requirement to these bylaws and not described below will be defined by the Troop Committee and added to this section as a bylaw amendment. All officers will perform their duties as described below. (a) Chartered Organization Representative will: Maintain a close liaison between the Institution Head and the Troop Committee Chair. Represent the Troop to the Chartered Organization. Help recruit adult leaders. Be Responsible for unit re-chartering. Encourage service to the Chartered Organization. (b) Committee Chair will: Preside over, guide, and promote attendance at monthly Troop Committee meetings and any special meetings called. Coordinate parent participation for Scout events. Maintain a close relationship with the Chartered Organization Representative and the Scoutmaster. See that Troop leaders have training opportunities. Assist in interpretation of national and local policies to the Troop Committee. Be present on Boards of Review whenever possible. Assist with annual re-charter. (c) Secretary will: Take minutes at all regular and special meetings. Type the minutes using Roberts Rules of Order as a guideline and keep them during the term of office. Present minutes to the Troop Committee for approval. Attend to correspondence and publicity as required. (d) Treasurer will: Maintain the Troop bank accounts, Council Unit account, and individual Scout/Adult accounts. Prepare monthly report to the Troop Committee including Scout/Adult account balances. Follow the rules of the bylaws in regards to Article 4. Be a signer on the bank and unit accounts. Report to the Troop Committee at each meeting. (e) Parliamentarian will: Assure parliamentary procedure and Troop bylaws are followed at all committee meetings possible. If the Parliamentarian is not present at any meeting, one will be appointed by the Committee Chair to assure parliamentary procedure.

Page 4 of 15 (f) Advancement Chair will: Encourage Scouts to advance in rank. Maintain Troop advancement records on Troopmaster software. Maintain a Merit Badge Counselor list. Prepare Advancement Report to the Council or other Troop reports as needed. Notify Scoutmaster of Scouts who has not advanced in rank for more than one year. Collect and record all merit badge Blue Cards. Work with Troop Librarian to assure library is updated. Conduct Boards of Review. Works closely and oversees the Awards and Court of Honor/Ceremonies Coordinators. Coordinates with and oversees the Hospitality Coordinator. Report to the Troop Committee at each meeting. (g) Outdoor Activities Chair will: Coordinate with the Scoutmaster, Assistant Scoutmaster(s), and Troop Committee to develop a Troop Annual Calendar of Outings and other events for the coming calendar year prior to the start of calendar year. Secure permission to use campsites and coordinate dates on the master calendar. Maintain up-to-date medical records on each Scout and applicable adults. Secure reservations, have necessary deposits made. Obtain lists of Scouts planning to attend outings, deposits, payments, permission slips, etc. Coordinate with the Treasurer and Equipment Coordinator. Work closely with and oversee the Transportation, Tour Permit, Emergency Contact, and Summer Camp Coordinators. Provide maps and driving directions for drivers on Outings. Report to the Troop Committee at each meeting. (h) Fundraiser Chair will: Organize events to raise funds for the Troop or toward individual Scout accounts. Obtain proper approvals from the Committee prior to initiating paperwork or signing any agreements. Coordinate with the Treasurer on distribution of commissions. (i) (j) Equipment Chair will: Supervise and help the Troop procure camping equipment. Work with the Quartermaster on inventory and proper storage and maintenance of all Troop equipment. Make periodic safety checks on all Troop camping gear, and encourage safe use of all outdoor equipment. Work closely with the Scoutmaster and Outdoor Activities Chair. Membership Chair will: Collect all forms and money required for registering a new Scout or adult. Assist in paperwork for Webelos transition to the Troop. Obtain proper signatures and file paperwork with the Council office. Work closely with Treasurer to have access to the receipt book. Maintain copies of all membership applications. Collect member information (including e-mail addresses) necessary to maintain an up-to-date Troop roster. Provide Advancement Chair, Treasurer, and Transportation Coordinator with information required for Troopmaster and other Troop software. Perform functions to re-charter Troop. (k) Training Chair will: Keep records of adult training and expiration dates to facilitate information for Tour permits and other requirements that need trained adults. Submit records to Unit Commissioner as needed. Keep adult leaders informed of training opportunities. (l) Roundtable Representative will: Attend monthly District Roundtable meetings and report to the Troop Committee. (m) Webmaster will: Keep the Troop web site updated with current Troop information. Work with Troop Webmaster and Historian to gather troop information. Coordinate with and report to the Troop Committee. Obtain written permission from Parents/Guardians before posting pictures of each Scout. (n) Chaplain will: Encourage and advise Scouts in earning their appropriate religious emblems. Provide a spiritual tone for troop meetings and activities. Give guidance to the Chaplain Aide. Promote regular participation of each member in the activities of the religious organization of his choice. Visit homes of Scouts in time of sickness or need. Give spiritual counseling service when needed or requested.

Page 5 of 15 Section 3.03 Committee Coordinators. All Committee Coordinators will perform their duties as described below. Special committees can be formed at any meeting provided the special committee is approved by the Troop Committee, has a specific duty, and a specified term up to one year. These are non-voting positions. Committee Coordinators will be scheduled in the Committee Agenda under the corresponding Chair. (a) Contact Coordinator will: Obtain a listing of all Scouts attending each outing from the Outdoor Activities Chair and be available for contact between the Troop and their family during the outing. Relay information to families about the return time from outings. Enlist substitutes when necessary. Report to the Outdoor Activities Chair. (b) Transportation Coordinator will: Work with and report to the Outdoor Activities Chair to arrange drivers for outings. (c) Permission Slip Coordinator will: Obtain signatures from Scout Parents / Guardians for Outings during Scout meeting before the Outing. Coordinate with and report to the Outdoor Activities Chair. (d) Tour Permit Coordinator will: Coordinate with and report to the Outdoors Activities Chair. Coordinate with the Transportation Coordinator to obtain a Tour Permit from the Council office prior to Troop activities. Collect current vehicle, license, and insurance information for each committee member. (e) Summer Camp Coordinator will: gather information to assist in determining the Troop s summer camp choice, make reservations, request payments from Treasurer to summer camp, handout and collect Scout paperwork, and make the leader s packet for Scoutmaster to take to camp working closely with and reporting to the Outdoor Activities Chair. (f) Popcorn Coordinator will: head up and encourage popcorn sells, handout and collect Scout paperwork, coordinate with Troop for popcorn pickup. Work closely with and reports to the Treasurer and Fundraiser Chair. (g) Ceremonies and Awards Coordinator will: Work with the Advancement Chair, Scoutmaster and Assistant Scoutmaster(s) to compose a listing of all awards to be presented. Research and prepare ceremonies with direction from the Scoutmaster. Prepare programs for Courts of Honor and other ceremonies working closely with the Advancement Chair. (h) Hospitality Coordinator will: Arrange for food and drink for Courts of Honor and other special events. Coordinate with and report to the Advancement Chair. Section 3.04 Special Committees. Special Committees may be appointed by the Committee Chair for purposes of nominating Officers and Coordinators, amending bylaws, discipline, etc. (a) The Nominating Committee will nominate the Executive Board Officers and Committee Members named in Articles 3.02 and 3.03. The Scoutmaster may recommend possible Assistant Scoutmasters to the Nominating Committee. The Nominating Committee will be composed of three Members of Committee appointed by the Troop Committee Chair and approved by the Troop Committee.

Page 6 of 15 (b) The Bylaws Committee will review and update the Bylaws on an annual basis, propose changes, and present them to the Troop Committee for discussion and approval. (c) The Disciplinary Committee is appointed by the Committee Chair for a Disciplinary Review Conference and consists of two or three active committee members to make decisions on suspension, dismissal, or other disciplinary measures to a Scout. In the event of a tie, the Committee Chair will cast the determining vote. Section 3.05 Elections. The Nominating Committee will present preliminary nominations. The preliminary slate will be opened to the floor for additional nominations. Candidates for the final ballot must accept or decline their nomination. The final written ballot will be prepared by the Troop Secretary. Election of the Officers takes place at the Committee meeting. Committee Coordinators are appointed by a simple majority of the new Executive Board. Section 3.06 Terms of Office. The terms of office are for one term. All terms will be served from September 1 through August 31. If the nominating committee is unable to secure a new nominee, the incumbent can continue to serve in the position contingent on approval of the committee. Any partial term will be deemed a full term if it extends past six months served. These terms apply to all Officers and Committee Positions except Scoutmaster and Committee Chair. These two offices are for indefinite terms unless removed by two-thirds Troop Committee vote with justifiable cause or by retirement. Section 3.07 Resignations. Any officer submitting a resignation shall provide four weeks notice, whenever possible, to the Troop Committee, and shall assist in the recruitment and training of a replacement. Article IV. Troop Adult Leaders Section 4.01 Scoutmaster. Selected by the Scoutmaster Approved by the Troop Committee Assist the Scoutmaster in meeting the leadership requirements as outlined by the BSA Participate in Troop Meetings and Outings Promote policies of the BSA Obtains training as BSA requires for this position Assist Scoutmaster as needed Section 4.03 Registered Leaders. Are required to take Youth Protection training every year before recharter Are required to take minimum Training for their positions Section 4.04 Specific Training. Scoutmaster and Assistant Scoutmasters are required to take Scoutmaster Specific training. They are encouraged to become First Aid and CPR certified, Safe Swim Defense, Safety Afloat, Hazardous Weather, and Wood Badge Training. Committee Members are required to take Troop Committee Specific training. They are encouraged to become First Aid and CPR certified, Hazardous Weather, Safe Swim Defense, and Safety Afloat. Section 4.05 Merit Badge Counselors. The Advancement Coordinator will maintain the active list of District and Troop Merit Badge Counselors. Counselors must be registered (an additional application will be needed) with the Council and have Youth Protection Training. Blue cards will be given by the Scoutmaster to show approval for each Scout. The Merit Badge Counselor will sign these and return them as a Scout completes the requirements. Parents and Adult Leaders are encouraged to sign up as Merit Badge Counselors to support the Troop Program. No Council, Committee, District, Unit, or Individual has the authority to add or subtract from Advancement requirements. BSA Guide to Advancement 2011 Article V. Financial Matters Section 5.01 Fiscal Year. The fiscal year of the Troop shall run from September 1 through August 31.

Page 8 of 15 Section 5.02 Signatures for Disbursement of Funds. Two signatures are preferred for disbursement from the Troop bank account. Two signatures are required for any amounts over $500.00 with the exception of Summer Camp payments. Authorized signers shall be the Treasurer, Advancement Chair, and an Assistant Scoutmaster. All expenditures will be reported by the next Troop Committee Meeting. Section 5.03 Disbursement of Funds. Disbursements of funds are made on the approval of the Troop Committee (see Section 2.07). Receipts must be provided to the Treasurer for all expenses. All expenditures will be reported by the next Troop Committee Meeting. Section 5.04 Disbursement of Funds Between Meetings. The Troop Treasurer is authorized to disburse an amount not to exceed $100.00 with authorization from the Committee Chair in any calendar month for the acquisition of materials for the Troop. Receipts must be provided to the Troop Treasurer for all expenses or a refund to the Troop account will be required. All expenditures will be reported by the next Troop Committee Meeting. Section 5.05 Recharter Fees. The Troop Committee will determine the annual recharter fee payable by each Scout and Member of Committee at the December Troop Committee meeting. Fees will include the National Registration Fee, Boy s Life magazine subscription, and other reasonable fees as determined by the Troop Committee. Section 5.06 Dues. The Troop Committee may assess dues and other fees, as necessary for the funding of the Scouting program. Dues and or fees must be approved at a regular Troop Committee meeting. Section 5.07 Conflicts of Interest. No Member of Committee may personally profit from a Troop fundraiser. Section 5.08 Trip Reimbursement. The Outdoor Activities Chair shall set activity fees for outings based on expected costs for reservations, expendable materials, special equipment, rental fees, etc. The activity fees shall include a transportation fee to allow partial reimbursement of drivers for fuel as needed. Adult leaders who transport Scouts or equipment will receive an equal part of the transportation fees collected. The person pulling the Troop trailer will receive two shares of the money collected. To be eligible for reimbursement, a vehicle must carry two scouts other than their own scout; or one scout other than their own scout when required by the number of available seats. A vehicle may be reimbursed if it is hauling Troop equipment or the trailer even if it does not carry the required number of scouts. The Troop will attempt to minimize the number of vehicles used. Adult Leaders that are driving may opt out if they are claiming mileage on their taxes.

Page 9 of 15 Parking space is often limited and entry fees are often charged per vehicle. A vehicle that is not eligible for a fuel share is also not eligible for reimbursement of such fees. Parents, who elect to drive, even though their vehicle is not needed to transport scouts, will not be reimbursed for fuel or fees. Section 5.09 Fundraising Approvals. Prior to entering into any agreement or signing any contract, all fundraising opportunities will be presented, discussed, and approved at a regular Troop Committee meeting. Fundraising projects must conform to BSA policy. A Unit Money-Earning Application form must be approved by the Council for any fundraisers that do not fall under the current recognized approved fundraisers. Prior to each fundraiser, the Committee will decide how the profit will be split (i.e. to Troop, Scout account or combination of both). Section 5.10 Scout Accounts. Portions of designated fundraisers for participating Scouts will be deposited into a Scout Bank Account as determined by the Committee. The Scout monies may be only used for Scout activities (camping, activity fees), purchasing Scout equipment (uniforms, camping equipment), or paying of dues. Only a Scout can request monies from his account from the Treasurer with a written request, signed by the Parent or legal Guardian. If a Scout leaves the Troop to join another Troop or is dismissed due to a disciplinary decision and joins another Troop, those monies in his account will be transferred to his new Troop with a written request, signed by the Parent or legal Guardian. If a Scout leaves the Troop and quits Scouting, his monies will be reverted to the Troop general fund after one year. If a Scout leaves the Troop any unpaid dues will be deducted from their Scout Account. If a Scout decides to rejoin the Troop within one year from date of resignation, his funds may be reinstated. In all cases, the Troop Committee is the final arbiter on all refunds or disbursement of monies. Article VI. Amendments Section 6.01 Amendments to the Bylaws. These bylaws can be amended at any regular meeting, provided all the following conditions are satisfied: (a) Approval by two-thirds of Members of Committee present at the meeting. (b) Rules for quorum are met (reference Section 2.06) (c) Amendment was tabled for action at the previous regular meeting. A revision to or amendment to these Bylaws shall first be presented in writing to the Bylaws Committee for discussion and the Bylaws Committee will then present the proposed amendments to the Executive Board Committee members for recommendations. Then, at a regular Committee Meeting, the proposed amendments shall be presented in writing and read to the membership. At the next Committee Meeting a vote will be taken on the proposed change or amendment after it is read again. It shall pass with the approval of two-thirds of those voting with the rules of a quorum met.

Page 10 of 15 Section 6.02 Bylaws Committee. A committee appointed by the Committee Chair will review and update these bylaws on an annual basis. Proposed changes will be presented to the Troop Committee for discussion and approval. Article VII. Section 7.01 Boards of Review Requirements. A Board of Review will be held for all rank advancements except Scout. A successful Scoutmaster Conference is considered approval for advancement to the rank of Scout. Section 7.02 Composition of Board. A Board of Review shall consist of at least three and not more than five Members of Committee. Whenever possible, the Committee Chair should serve on all Boards of Review. A Committee Member shall not serve on a Board of Review for his/her own son. This avoids any conflict of interest and gives the Scout the opportunity to interact with other adults. Section 7.03 Review. The Board of Review members must attempt to determine the Scout s attitude, experience, and acceptance of Scouting ideals as outlined in the National BSA Advancement Policy and Procedures booklet. The Board of Review is not a test. It is an interview process which allows the Scout to express what he has learned. Advancement in a Board of Review is not automatic and requires discussion and decision of the Board. Section 7.04 Decision. The decision to advance the Scout to the next rank is arrived at through discussion and must be unanimous. All members must vote (no abstentions). If the Board decides that a Scout is not ready to advance, the candidate will be informed of what he must review and achieve prior to scheduling a new Board of Review. Additional information is available in the BSA publication policies for Advancement. Article VIII. Section 8.01 Standard Operating Procedures Standard Operating Procedures. Scoutmaster and Assistant Scoutmaster(s) will be responsible for the development and maintenance of the Standard Operating Procedures (SOP) with approval of the Troop Committee. These procedures will define BSA Troop 245 s interpretation of BSA Policies. These procedures will not override or disregard any clear and concise National or District Policy or any National, State, or Local laws. These procedures will be reviewed yearly or any time National or District Policy has been revised. Amendments of these guidelines will follow the procedure as defined in Article 6.

Page 11 of 15 Article IX. Discipline Section 9.01 Discipline. This policy will serve as a procedure for BSA Troop 245 to follow when it finds it necessary to discipline a Scout. The basic discipline tenet of BSA Troop 245 is for all Scouts and Leaders to live by the Scout Oath and the Scout Law. If it is necessary to discipline a Scout, the following steps will be implemented: Step One: If a Scout exhibits inappropriate behavior, he will be counseled first by a Patrol Leader or Senior Patrol Leader provided it is not a major deviation from the Scout Oath and the Scout Law and the Patrol Leader or Senior Patrol Leader are not involved. This will be done informally for the purpose of making it clear what infraction was committed so the Scout can correct his behavior and allow for the Patrol Method to be in place. Step Two: If the behavior is more serious, or continues, then the Scout will be counseled by an Adult Leader with the Senior Patrol Leader. Step Three: If the behavior continues, the Scout will be counseled formally by the Scoutmaster and another leader (two deep leadership). The incident is documented by the Scoutmaster, shared with the Committee Chair, and placed in the Scout s file. Step Four: If the behavior continues, the Scoutmaster will have a conference with the Scout in the presence of his Parents / Guardians. The incident is documented by the Scoutmaster, shared with the Committee Chair, and placed in the Scout s file. Step Five: If the behavior still continues, the Scoutmaster will issue a written warning to the Scout and mail a copy to his home. A copy will be sent to the Committee Chair who will review the matter with an appointed Disciplinary Committee at a Disciplinary Review Conference. The Committee Chair will notify the Unit Commissioner of the situation. The Scoutmaster will be empowered to suspend the Scout from Troop Meetings or Outings pending review by the Disciplinary Committee. During this stage, a decision could be made to suspend the Scout for up to a maximum of six months. Step Six: If the issue remains unresolved, the Disciplinary Committee will meet to review the matter and vote whether or not to remove the Scout from the Troop. The Committee Chair will notify the Unit Commissioner of the situation prior to the Disciplinary Review Conference. The Committee may also apply other remedies but this step serves as final notice. If the Disciplinary Committee votes to dismiss the Scout, this removal will be effective immediately.

Page 12 of 15 Section 9.02 Inappropriate Behavior. The Scoutmaster is empowered by the Committee to bypass some of the stated steps immediately and temporarily suspend a Scout from all Troop activities when exhibiting gross defiance or endangerment to self or others pending Disciplinary Committee review. The following are major deviations from the Scout Oath and Scout Law and define unacceptable behavior: The purchase, possession, or consumption of alcoholic beverages, illegal drugs, or tobacco. Possession or detonation of any type of fireworks. Fighting, hazing, or any aggressive or disrespectful behavior. Unauthorized use of electronic devices at any meeting or Troop activity. The use of profanity, or the possession of pornography. Vandalism of any type Willful endangerment of other Scouts or Himself Section 9.03 Reinstatement. A Scout who has reached Step Five on the discipline protocol and has been suspended from Troop meetings and Outings and all other functions must appear before the Disciplinary Committee with a Parent to apply for reinstatement at a Disciplinary Review Conference. The reinstatement of the Scout is not automatic and will be determined by vote. Parental supervision at all activities, delay of rank, delay of advancement due to lack of scout spirit, suspension from one or more activities including meetings, and dismissal from the Troop, are actions that may be voted on by the Disciplinary Committee. Once the Disciplinary Committee decides on the Scout s reinstatement and defines the conditions, a meeting will be scheduled including the Committee Chair, Scoutmaster, Parent / Guardian, and Scout for the Scout to resign the Code Of Conduct confirming to the Troop his intentions prior to his next Scout function. Disciplinary Committee Members will be appointed by the Committee Chair according to the Scout or Scouts involved. The Committee Chair is the only one that will contact potential Disciplinary Committee Members for the Disciplinary Review Conference. Adult Leaders are requested to respect both the Scout and the Troop by not making phone calls or emails concerning this matter or the disciplinary actions implemented. It is the Disciplinary Committee s goal to provide equity with the review to both the Scout in question and the Troop. If there are not enough unbiased Committee Members to fairly form the three members needed, the Disciplinary Review Conference shall not take place. The matter will then be reviewed by the Committee Chair with the Unit Commissioner and decisions will be made on a District level.

Page 13 of 15 Article X. Outings Section 10.01 Outings. Tour permits will be obtained when required for outings. The tour permit shall include the cost of the outing, the times of departure and return, the destination, and the name and phone number of a Contact Coordinator who can be contacted during the outing. If the outing is within cell phone coverage, the Contact Coordinator may be an adult leader on the outing. If no cell phone coverage is available, then a parent or other leader who is not on the outing will serve as the contact point. Section 10.02 Requirements. (a) All Adults must have completed Youth Protection Training prior to accompanying the Troop on an outing. (b) Two registered Adult Leaders 21 years of age or older are required for all trips or outings. (c) No fewer than five individuals go on any backcountry outing. (d) Male and Female Leaders or participants must have separate sleeping facilities with exception to married couples. Section 10.03 Transportation Insurance. The Outings Chair shall maintain a record of all required vehicle information and shall ensure that the Troop has documentation of required insurance on file for each vehicle used to transport Scouts. This documentation shall consist of a signed form from vehicle owner stating that proper insurance in maintained. Article XI. Removal of Organizational Positions. Section 11.01 Removal. The Chartered Organization may remove any adult leader in accordance with BSA policy. In general, the Chartered Organization leaves such actions within the Troop Committee - stepping in when required or requested. The Unit Commissioner will be notified as soon as any issue with an Adult arises and before the removal of any Adult Leader. Section 11.02 Positions. Chartered Organizational Rep Assigned by the Chartered Organization to be the liaison to the Troop to carry out the wishes of the EPC committees and our sole direct contact. He/She has the most powerful position within the Troop. This person should be the only point of contact between the Troop and the Chartered Organization. Committee Chairman The Committee Chairman is the liaison of the Troop to the Chartered Organization. The Committee Chair s position is to guide the Troop Committee. He/She may only be removed by the Chartered Organization. The Troop Committee may request the Chartered Organization to review/remove the Committee Chairman with 2/3 vote of Executive Committee Officers.

Page 14 of 15 Committee Member Committee members support the Committee Chairman. The Troop Committee s position is to review and support the Scoutmaster s Scouting Program. Members may be removed by joint action of the Committee Chairman and the Troop Committee with 2/3 vote of Executive Committee Officers. Scoutmaster The Scoutmaster is the Adult Leader that is head of the Troop. He is responsible for the Troop Scouting Program, and the safety and well-being of each Scout. The Scoutmaster has the responsibility and authority to run the Scouting Program within BSA Guidelines, Standard Operation Procedures, and the By-Laws detailed herein. The Troop Committee may remove the Scoutmaster with 2/3 vote of Executive Committee Officers pending review with the Chartered Rep/Organization and the Unit Commissioner. Assistant Scoutmaster(s) and other Adult Leaders Adult Leaders support the Scoutmaster, and are approved by the Troop Committee. Permanent removal of an Adult Leader requires joint action of the Scoutmaster and the Troop Committee with 2/3 vote of the Executive Committee Officers. However, the Scoutmaster may temporarily dismiss an Adult Leader from a meeting or activity for cause, pending later review/action with the Troop Committee. Section 11.03 Service Term. Service Term The Committee asks that all Adult Troop and Committee members holding specific positions reaffirm their intent and commitment to that same position each year, preferably by August 1, to allow time to fill that position prior to the new fiscal year. Article XII. Section 12.01 Established Policies Spending Limit. The Equipment Chair has been authorized a temporary spending limit of $50.00 to purchase miscellaneous equipment required for specific Troop activities. Receipts for all items must be turned into the Treasurer at the time of reimbursement request. All expenditures will be reported by the next Troop Committee Meeting. Section 12.02 Dues. Dues will be collected by each Patrol Scribe. Dues are set at $6.00 per month. Dues are owed whether or not a Scout attends meetings. It is encouraged that each Scout earns the money for his dues so that he can pay his own way in Scouting. Dues will be used to provide advancement and other items necessary for the general funding of the Troop. Section 12.03 Deposits. All deposits taken up for Summer Camp are not refundable. Section 12.04 Recharter. Each registered adult and each Scout will pay their own recharter fee. Recharter fees are due at the end of every calendar year. Fees may change from year to year but for the year of 2012, fees for adults are $15.00 and for Scouts is $27.00. The fees must be paid in order for a Scout to remain on roster.

Page 15 of 15 Section 12.05 Camping Fees. Camping or activity fees are generally due at the Monday Scout meeting prior to the outing unless required earlier to meet registration deadlines, i.e. Summer Camp. Once outing fees and food have been obtained, these fees are not refundable. They are however transferable. Section 12.06 Parent s Packets. New Scout families shall receive a packet including: Boy Scout registration form, permission slip, personal health form, Authorization to Treat a Minor & Parent s Medicine Consent Form, Troop Personal Data Collection Form, and Code of Conduct. All Parents and Scouts must review and sign acknowledgement of Bylaws, Standard Operating Procedures, and Code of Conduct. Standard Operating Procedures and Bylaws are online and issued upon request. An orientation will be held with the Scoutmaster and Committee Chair prior to submitting the Scout registration. This will give an opportunity for any questions from the Parent or potential Scout. Health issues or any other concerns the Parents might have will be addressed at this time.
