TOWNSHIP OF CENTRE WELLINGTON Community Services Advisory Committee (CSAC) MINUTES CW Community Sportsplex Boardroom A Tuesday June 21, 2016 6:00 pm MEMBERS PRESENT: Kirk McElwain, Karen Welch, Edward Starkey, Ian Rice, Stan Fleming, Gary Bryant, Shirley Al, Barb Lee STAFF: Brian Detzler, Matt Tucker, Deb Dalziel, Gail Counsell REGRETS: Elizabeth Bender, Scott Henderson, Bianca Smith CALL TO ORDER: Meeting called to order at 6pm DISCLOSURE OF PECUNIARY INTEREST: Kirk is on the Board of Sensational Elora CONFIRMATION OF AGENDA: Agenda approved CONFIRMATION OF MINUTES: Minutes approved PRESENTATIONS/DELEGATIONS: a) Corner Stone Fundraising William Montgomery Bill explained the process of sponsorship, naming rights. There are three types of properties: real, tangible and intangible. Real attached to earth, tangible equipment, intangible event. There are three types of marketing approaches. The civic approach municipality has edge, the community approach more targeted, special interest groups and cause marketing money for cause. Five phases of sponsorship: Strategy Valuation Packaging Recruitment Retention services contracted to do are done Three examples of properties in Centre Wellington were looked at for sponsorship:
Recreation, Parks & Culture Advisory Committee 2 - June 21, 2016 Sportsplex the building itself, the pool, ice pads, change rooms, tennis courts, fields etc. Fergus Grand Theatre the Theatre itself and the lobby Victoria Park Senior s Centre and the Rugby building Potential sponsors will have many questions for staff about the facilities. Sponsors are not just looking for name on wall. Sponsorships will hopefully attract customers, employees for the sponsors. A Committee comprised of two staff members and one Councillor will prepare a report and review potential sponsors. This will possibly be Andy Goldie, Brian Detzler and Councillor Fred Morris. A bylaw will be prepared by this Committee and brought to CSAC to review before recommendation to Council. The CSAC would like more background information and feedback from another small community who used this sponsorship program. b) Bissell Park Developments John Scott John Scott spoke about the Bissell Hoop Project. Looking for feedback, advice and support from the CSAC. John is a physical education graduate, grade 5/6 teacher at Elora Public School. He is also a former coach of the CW Celtics Basketball. He is very interested in increasing physical activity in young people. Two high quality basketball hoops has been installed in Bissell Park. The CW Celtics had a fundraiser, the Elora Lions and Walmart donated money for the hoops. Bissell is a multi-use park. There are many special events, hockey, yoga and art events in the park. John s idea is to remove the hockey boards, lay down stones and soil, landscape wall leaning towards the river, pave the surface and lay down sport tile or coloured surface on top. Three different groups have ideas for Bissell Park specifically the hockey pad. It is important to get these three groups together to discuss their ideas. A meeting will be arranged for some time this fall.
Recreation, Parks & Culture Advisory Committee 3 - June 21, 2016 ACTION ITEMS: a) Friends of the Grand Pilot project RT04 financially committed to at least a few years to get the project up and running (don t see RT04 committing financially in the report). Staff will go back to RT04 to provide more detail on certain items, more clarity as to who is paying for what. b) Community Grants, Sensational Elora Kirk Sensational Elora has for many years purchased and distributed pumpkin seeds to school children in CW. The children bring their pumpkins to pumpkin day. Interest in this program has been waning. Sensational Elora would like to use the grant money to distribute seeds for pollinator plants to school children in the Fall. Kirk excused himself from CSAC discussion. CSAC agreed to accept change. Sensational Elora letting us know ahead of time they are changing where grant money is being spent. Motion: The CSAC agrees to switch from pumpkin seeds in Spring to pollinator seeds in the Fall. Moved by Stan Fleming. Seconded by Ian Rice. Motion carried. Ed mentioned that Sensational Elora needs to note in their letter where they spent the money, that they changed from pumpkin seeds to pollinator seeds and that the CSAC approved the change. INFORMATION ITEMS: a) Growth Management Strategy Scott Scott was not present at meeting. Kirk mentioned that there have been two meetings with the consultant. There is a public meeting June 22 nd at Aboyne Hall. There will be meetings with interested groups NeighbourWoods and Save Our Water.
Recreation, Parks & Culture Advisory Committee 4 - June 21, 2016 b) Wellington Centre for Sustainable Agriculture Karen Brian, Karen, Chris Jess and the treasurer had a meeting regarding the use of the farm property. There were no classes at the farm house this year as the class was cut due to low enrolment. A female farmer was hired to till the land and grow food. Food grown goes to high school. Land could be used for Community Gardens. Greenhouse will be installed. September 11 th pig roast fundraiser for farm house. Several chefs will be roasting pigs different ways. Barb: Elora Arts Council update attached to minutes. Elora en Plein Air 58 artists attended, sold $7300 in paintings Stan: Senior s Centre raised $60,000 towards $100,000 fundraising goal. Township $48,000 for kitchen has been repaid. Senior s music group performed at Highland Manor, Wellington Terrace and Pine Meadows. Deb: Global News doing piece on Elora as great summer getaway. International Plowing Match in September in Harriston. Many staff are helping out. Need more volunteers as well. Tourism office very busy. Tourists of all ages and interests. Fergus Elora Rotary have many activities lined up for Canada Day. Karen: Fergus Elora Rotary Canada Day is a whole day event for entire family. Need fifty more volunteers. Get in touch with Karen if interested. Ian: Dominion Day Parade at 11am on Canada Day in Elora. Duck Race at Bissell Park at 1:30pm
Recreation, Parks & Culture Advisory Committee 5 - June 21, 2016 Gary: Much to do about Nothing from the Elora Community Theatre at Bissell Park July 15-24. It s a Wonderful Life from the Elora Community Theatre at the Fergus Grand Theatre in November. ADJOURNMENT: Meeting adjourned at 8:20pm NEXT MEETING: Tuesday July 19 at 6pm in Boardroom A Meetings will continue in July and August if we have agenda items.
