NOTICE TOWN OF GEORGETOWN Request for Proposals for Engineering Services Dredging of Georgetown Lake (lagoon) The Town of Georgetown is accepting proposals for engineering services in support of its Georgetown Lake lagoon dredging project. Town of Georgetown Request for Proposals Project Description The Town of Georgetown is seeking an experienced and qualified civil engineering firm, licensed in the State of Colorado, to perform engineering design services in support of a dredging project at Georgetown Lake lagoon. Work shall include design and permitting necessary to complete the dredging project, as well as provide project oversight in a construction management at risk arrangement. Background The Town of Georgetown maintains its augmentation water storage in Georgetown Lake. Over the years, erosion in the upper Clear Creek basic from natural and manmade effects has caused sediment to be transported downstream to Georgetown Lake. That sediment has filled in a significant portion of the south end of the lake, referred to as the lagoon, and has been shaped into several islands some supporting vegetation. The Town wishes to undertake a dredging project to reestablish permitted depth in the lagoon to fully realize storage for its augmentation water rights. The project is expected to include roughly 135,000 square feet in surface area and potentially up to 100,000 cubic yards of sediment material to be removed and reallocated. Scope of Work & Deliverables The Town seeks to engage a qualified engineer or firm that can provide the following: 1. Preparation of design and specifications to dredge the lagoon, including discussion and analysis of methods that may be employed. 2. Preparation of construction documents based on final design. 3. Verification of the surface area to be dredged, including consultation with a professional land surveyor. Provide mapping of the area, as requested. 4. Quantification of sediment to be removed and development of ideas for reallocation. 5. Preparation of preliminary engineering documents to assist in financing for the construction portion of the project. 6. Development of opinion of costs for the work. 7. Review subdivision and development plans for adjacent Rose Mill development, including developers site and drainage plans. 8. Assistance to the Town to source and coordinate a construction management at risk (CMAR) arrangement with a general contractor, including finalizing costs after consultation with the chosen general contractor. 9. Assistance to the Town for all required project permitting. 3
10. Engineering oversight of the construction phase of the project, including project observation and punch list. 11. Provide presentations of design to the Board of Selectmen and relevant agencies. Proposal Submittal Submissions shall contain all information as requested herein, and any additional information necessary to summarize the overall benefit of the proposal to the Town. One (1) electronic copy of the proposal shall be provided. The proposal is due no later than Monday, October 30, 2017 at 4:00 p.m. in electronic format to Alisha Reis, Interim Town Administrator, Town of Georgetown, townadmin@townofgeorgetown.us. 1. Introductory Letter. The introductory letter shall name the person or persons authorized to sign contracts and represent the consultant in any negotiations. 2. Information About Your Company. Please provide the following: a. Name, address, phone number, and email of the firm office which would be providing the service to the Town of Georgetown as well as the location of the firm s home office if other than the above. b. Number of years in business. c. Former names (if any). d. Corporate structure and names (if applicable). e. Insurance coverage. Provide a statement indicating that the firm has in effect or can obtain the insurance required by the Town (do not provide insurance certificates with the proposal). Insurance coverage includes the following: i. Comprehensive general liability ii. Professional liability Errors and Omissions iii. Automobile liability iv. Workers compensation f. An acknowledgment of C.R.S. 8-17.5-102, prohibiting the Town from approving a contract for services with a contractor who knowingly employs or contracts with illegal aliens, and expression of intent to comply with the statute if the contract falls within its scope. 3. Project Team. This section should provide information regarding the project individual or team who are likely to work on the project. Provide the names, resumes and roles of the project team, all key support professionals, and include applicable registrations where appropriate. Include a description of the team s experience with comparable projects, including specific expertise in engineering and project management of lake or waterway dredging projects, including all permitting, other compliance requirements, procurement of construction services and construction management, and project monitoring. 4. Project Experience/References. This section should provide information regarding the firm s qualifications and experience in relation to the projects the RFP is intended to cover. 4
a. Discuss firm s qualifications to perform the work of the size and nature described in this solicitation. b. Provide specific firm qualifications to perform the general work described in this request including available resources, and recent, current and projected workload. c. Discuss similar services and provide references concerning past performance of projects dealing with lake or waterway dredging, including ability to meet schedules, cost control, and contract administration. d. Describe the firm s familiarity with the differing types of dredging construction methods. e. Discuss the firm s familiarity with the Georgetown area. f. Discuss avoidance of conflict of interest. g. Describe any special capabilities of your firm, such as technical innovations, community outreach, financial assistance, cost effectiveness, permitting, etc. Please provide a list of 5 clients of your company, preferably cities in the State of Colorado, who have used your services in the design and/or construction of lake or waterway dredging or other related projects. Describe the service provided, the approximate total project cost and the cost of your service. List engineer s estimate of construction versus final construction cost. Include the name, address and telephone number of the client s contact person who is familiar with both the project and your firm s role on the project. 5. Cost Schedule. Provide a schedule of costs for services that include the following: a. Company name and address b. Date that the cost schedule is valid (example: Jan. 1, 2017 Dec. 31, 2017). c. Position titles d. Direct hourly rates for each position e. Multiplier (e.g. overhead) f. Billing rate for each position g. Non-Salary Costs (e.g. travel or mileage, printing, etc.) h. Costs of scope of work in a per-task format 6. Supporting Information. Examples of supporting materials that should be included with the proposal include: Graphs, charts, photos, resumes, plans, reports or similar documentation Narrative explaining potential Georgetown challenges Experience with municipal or state projects Experience with each discipline Project examples and materials that illustrate innovative solutions Any litigation to which the firm is a party Any bankruptcy settlements or unpaid judgments against the firm or its principals Any previous contracts that the firm defaulted on and/or was terminated and reasons for the default(s) and/or termination(s) 7. Conflict of Interest Please list any current (or potential) clients or projects which may be (or cause) a conflict of interest in working for the Town of Georgetown (including our partner, the City of Black Hawk) and describe the possible extent of the conflict. 5
8. Other Information. Provide any other information deemed necessary to support the proposal. 9. Questions. Maintain insurance coverage for the duration of the contract period as outlined in the contract. 3. Operate as an independent contractor and will not be considered employee(s) of the Town of Georgetown. 4. Be paid on actual invoices as work is completed. Evaluation Criteria A selection committee comprised of Town staff shall evaluate the proposals based on the criteria and weight given to each as set forth in the table below. Submitted proposals will be judged on the completeness and quality of its content. If necessary, based on the evaluations, a select number of firms may be invited for interviews. Clarifications The Town of Georgetown reserves the right to obtain clarification of any point in the firm s submittal or to obtain additional information necessary to properly evaluate the submittal. Failure of the firm to respond to such a request for additional information or clarification may result in rejection of the firm s proposal. Preliminary Schedule 1.
