FOREST PARK FOREVER REQUEST FOR QUALIFICATIONS (AMENDED 06/30/2015) PROFESSIONAL TRANSPORTATION PLANNING, PUBLIC INVOLVEMENT & ENGINEERING SERVICES FOR PURPOSE: FOREST PARK CONNECTIVITY STUDY FPF PROJECT NO. 2015-06-01 FOREST PARK CITY OF ST. LOUIS, MO Forest Park Forever (FPF) intends to select a Consultant to provide professional transportation planning, public involvement & engineering services for the FOREST PARK CONNECTIVITY STUDY located within Forest Park in the City of St. Louis, Missouri. A Consultant interested in provided the services within this Request For Qualification (RFQ) must submit Statements of Qualifications (SOQ s) for consideration and evaluation. A Consultant may submit qualifications as the Prime or as part of a Team as a Subconsultant, not both. Note: Forest Park Forever does not permit exclusivity agreements with Subconsultants. Innovation in design is hereby encouraged. The City and Forest Park Forever will evaluate any deviation from the standards as proposed by the Consultant on a case-by-case basis. Any design by the Consultant, regardless of standard followed, must be economically, environmentally, and socially sustainable. Master Plan Implementation: The connectivity study should be sensitive to the guiding principles and recommendations of the 1995 Forest Park Master Plan as amended through 2006 and propose specific alternatives and improvement projects to enhance the visitor experience and inclusion of the community. The study shall evaluate possible impacts the goal of no-net-loss-of-open-space. Study concepts, improvements or alternatives shall include a running tally of the Built and Open Space Areas as defined in the Master Plan. An example of an acceptable calculation is as follows:

The study shall prepare and perform informational presentations, public charrettes and meetings with the City s Forest Park Advisory Board. The informational presentations includes at least four (4) presentations by the Consultant to the Forest Park Advisory Board for feedback, recommendations and refinements. Prior to each presentation to the Forest Park Advisory Board, Consultant will make at least two (2) meetings or presentations to the Forest Park Steering Committee for review. Stormwater Management: The study s proposed improvements shall adhere to the requirements of the Metropolitan St. Louis Sewer District (MSD) and the MO Department of Natural Resources (MoDNR). The proposed improvements will incorporate stormwater BMP s (Best Management Practices) to offset any negative impact on downstream facilities and institutions as well as the Linear Connected Water System. The Stormwater Master Plan for Forest Park addresses construction projects planned within the park over the next five years. Approved by MSD, this plan provides guidance to the Consultant for stormwater management methods required for planned development projects with the suggested BMP's. Water quality treatment will be required for runoff from proposed improvements that are tributary to the Linear Connected Waterway. Detailed coordination with MSD is not anticipated with this study; however, proposed improvements are expected to identify conceptual site-specific MSD or stormwater requirements as part of the scope of services. Supplemental Informational Documents and Information: As Forest Park continues to become more popular, there is a real need to focus on how the Park connects with the community around us. There are exciting plans underway on all sides of Forest Park: BJC s and Washington University Medical Center s campus renewal Forest Park Parkway/Kingshighway proposed improvements New MetroLink station at Cortex, Great Rivers Greenway (GRG) urban trail planning through Cortex & Central West End Central West End land development Whole Foods, IKEA, Koplar s Kingshighway & Lindell luxury condos with street level retail Washington University campus renewal at their eastern entrance at Brookings/Lindell Citywide bikeshare share planning supported by GRG recommendation Forest Park included in the Phase 1 plans

Page 5 of 12 Loop Trolley construction began connecting the Delmar Loop to Forest Park at the Missouri History Museum Urban streetcar study along Olive/Lindell between downtown & the park s eastern edge Saint Louis Zoo framework plan and development of their Oakland/Hampton site The Consultant may wish to review supplemental informational listed above and Standards of Study and Design table some of which is available for download from Forest Park Forever s website at http://www.forestparkforever.org/bids and the City s On Line Plan Room at http://www.stlbps.org. The Forest Park Forever and the City make no warranty as to the accuracy of any document. Please verify the information before making your submittal. SCOPE OF SERVICES - GENERAL: Conduct a major connectivity study & analysis for Forest Park to create a long-range plan for enhancing the safety, access and circulation for all park visitors using all modes of travel. The connectivity study should be sensitive to the guiding principles and recommendations of the Forest Park Master Plan and propose specific alternatives and improvement projects to enhance the visitor experience and inclusion of the community. After the connectivity study recommendations are complete, Forest Park can begin to execute a refined long-range vision that would improve park-wide connections. The study would also provide more guidance when engaging external projects and requests for better connections within and adjacent to Forest Park. SCOPE OF SERVICES - SPECIFIC: Forest Park has a vision to improve how millions circulate and access the park within its boundaries, along each side of its perimeter and accommodate regional connections. Visitors need many ways to connect to the park using all modes of transportation. The consultant team shall demonstrate expertise in the following disciplines: 1. Urban planning 2. Public involvement 3. All modes of transportation planning and traffic management systems The study shall investigate three tiers of alternatives regarding physical improvements: 1. access & circulation between park attractions 2. enhanced physical connections along park s perimeter because Kingshighway, Oakland, Skinker & Lindell are viewed as barriers to overcome 3. alternatives to accommodate external regional systems wishing to enter and/or navigate through the park The study shall investigate and provide alternatives, propose future projects and recommendations for all modes of transportation relative to each of the above three tiers. The study shall emphasize other modes of transportation beside the automobile especially walking, biking, electrical assist transport, people movers, transit, etc.

Page 6 of 12 The study shall focus and expedite conceptual findings, recommendations and alternatives for enhanced physical improvements resulting from the City and BIC projects involving the Kingshighway and Forest Park Parkway intersection improvements. The focus area includes the Forest Park Parkway/Kingshighway intersection, the Forest Park Parkway Bridge over MetroLink and the surrounding area from Union/Lindell intersection, West Pine, Grand Drive and Hospital Drive/Kingshighway intersection. The physical improvements proposed by the connectivity study shall consider impacts to the following areas: 1) Open space versus built space impacts 2) Tree impacts 3) Utility relocations 4) Grading and construction limits impacts 5) Design of ADA accessible features 6) Design and layout of multi-mode transportation systems and connections 7) Opinions of probable costs DELIVERABLES AND SCHEDULE: A typical schedule with deliverables follows. Please note that the actual schedule and deliverables will be established during contract negotiations with the successful Consultant Team. SOQ shall be limited to FIVE (5) single-sided 8-1/2 x 11 pages with a minimum font size of 10 (the 5 pages do not include the M/WBE Utilization form and Unauthorized Alien Employee Affidavit and Signature Sheet of Memorandum of Understanding with Homeland Security for E-Verify.) Interested firms may submit a cover sheet or cover letter limited to ONE (1) single-sided 8-1/2 x 11 page with a minimum font size of 10. NO OTHER MATERIAL WILL BE ACCEPTED THIS INCLUDES COPY OF CERTIFICATIONS, REGISTRATIONS, etc. Statements of qualifications shall be bound by a single staple and shall not be bound in any other manner. If additional information is included in the Statement of Qualifications, it will be removed from the SOQ before distributing to the Selection Committee members. The qualifications and envelope shall identify the submittal is for: PROFESSIONAL TRANSPORTATION PLANNING, PUBLIC INVOLVEMENT & ENGINEERING SERVICES FOR FOREST PARK CONNECTIVITY STUDY, FPF PROJECT NO. 2015-06-01 FOREST PARK, CITY OF ST. LOUIS, MO STATEMENT OF QUALIFICATIONS Sealed Statements of Qualifications (SOQ) for the Forest Park Connectivity Study located within the City of St. Louis, MO will be received no later than 4:00 p.m. local time, July 10, 2015, at Forest Park Forever, Inc., 5595 Grand Drive in Forest Park, St. Louis, MO 63112. SOQ envelope shall be marked to the Attention of David Lenczycki, P.E. Project Engineer. Responses received after this time will not be accepted. Forest Park Forever reserves the right to accept or reject any or all responses, or to cancel this request in part or in its entirety. All submittals become and remain the property of Forest Park Forever. After the above listed deadline, the submittals will be open and read. Electronic Statements of Qualifications for the Forest Park Connectivity Study located within the City of St. Louis, MO may be received no later than 4:00 p.m. local time, July 10, 2015, by Forest Park Forever, Inc., emailed to David Lenczycki, P.E. Project Engineer, at DLenczycki@forestparkforever.org. Responses received after this time will not be accepted. One

After the above listed deadline, the submittals will be open and read. QUALIFICATION EVALUATION CRITERIA (Amended 06/30/2015) Statement of Qualifications shall include contact person name, firm name, address, phone and fax number, and e-mail address. NOTE: Team composition shall remain the same unless change is submitted and approved by Forest Park Forever. The Selection Committee will evaluate each Statement of Qualifications using the following criteria. Submittal shall be in the same sequential format as follows: 1. Provide examples of five comparable projects that show the experience, qualifications, and technical competence of the PRIME CONSULTANT within the last ten years either for which your company was the Prime Consultant or on the Consultant Team Preferably, these projects should be complete or near completion. Include record of meeting the project schedule, project budget, construction cost, design fee, and M/W/DBE goals for these projects. Provide start and completion dates as applicable, your company s role and references with names, phone numbers, and e-mail addresses of owner s representative who is most knowledgeable of your firm s performance. Projects with incomplete information will not be considered toward the PRIME CONSULTANT S experience. Up to three points will be awarded for each applicable project. (0 to 15 points) 2. Present experience, qualifications, and technical competence of the PROJECT MANAGER relative to the five projects described in Item #1. List the Project Manager s experience in managing similar projects within the past ten years if not directly associated with the firm submitting this proposal. Provide Project Manager s Professional Registration information including profession and license # (Do not include copy of license.). Project Manager shall be a Certified Planner registered by the American Planning Association or a Professional Architect, Landscape Architect, or Engineer registered in the State of Missouri. Up to three points will be awarded for each applicable project. (0 to 15 points) 3. Present experience, qualifications, and technical competence of EACH SUBCONSULTANT on the team relative to five comparable projects completed within the last ten years. Include a description of the exact role of the subconsultant and % of project completed by subconsultant. Provide start and completion dates. These projects must be complete or near completion. A maximum of 15 overall points may be awarded. (0 to 15 points) 4. Present your team s approach and any unusual issues/problems/difficulties anticipated. Present your team s understanding of special requirements, codes, and regulations pertinent to the project. Present your internal quality control procedures. (0 to 20 points) 5. Present a team organizational chart identifying each firm s role (including team member names) and responsibility in the project. Indicate availability of team members for the project. List the number of employees by employee classification for the prime and each subconsultant in their local (St. Louis metro area preferred) office and additionally those company-wide if they will be

Page 10 of 12 LITIGATION AND VENUE Forest Park Forever reserves the right, at its sole discretion, to disqualify or refuse to accept any proposal from any potential consultant or subconsultant that is a party to litigation against Forest Park Forever or the City of St. Louis, or was adverse to Forest Park Forever or the City of St. Louis in past litigation. This contract shall be governed by and construed in accordance with the Laws of the State of Missouri, excluding its conflicts of law principles. It is further agreed that any action at law, suit in equity or other judicial proceeding to enforce or construe this contract or regarding its alleged breach, shall be instituted in the Circuit Court of St. Louis City, Missouri (22nd Circuit). CONSULTANT SELECTION PROCESS Once Statements of Qualifications are received, a Selection Committee will meet to evaluate the SOQ s and the firms rankings awarded to the most responsive, best qualified Consultant who has responded to all conditions set forth in this Request For Qualifications and has submitted complete and correct Statement of Qualifications. If desired by Forest Park Forever, in its sole discretion, once Statements of Qualifications are received may direct a Selection Committee will meet to evaluate the SOQ s and the firms ranking #1, #2, and #3 will be invited to make presentations of their qualifications and design approach to the Selection Committee at a later date. AWARD (Amended 06/29/2015) A Professional Service Agreement or contract will be awarded to the most responsive, best qualified Consultant who has responded to all conditions set forth in this Request For Qualifications and has submitted complete and correct Statement of Qualifications. The budget for the Professional Service Agreement or contract will be determined after the Award. Forest Park Forever, in its sole discretion, reserves the right and may request to create a short list the Statement of Qualifications and request the Consultant or Consultant Team perform individual interviews to determine the most responsive, best qualified Consultant who has responded to all conditions set forth in this Request For Qualifications.
