I. BACKGROUND SHINING STARS MONTESSORI ACADEMY PCS REQUEST FOR PROPOSALS: MULTIPLE SERVICES SY 2018-2019 The mission of Shining Stars Montessori Academy Public Charter School(hereinafter SSMA) is to offer a quality Montessori education infused with culturally inclusive principles to guide children to develop to their fullest potential. The recognition of the school s implementation of the Montessori Method with fidelity, SSMA is dually accredited by the American Montessori Society (AMS) and the Middle States Association. The vision of the founders of Shining Stars Montessori Academy is one that seeks to alter the educational outcomes of children living in Washington, DC, thereby positioning them for future success. In keeping with our mission, we strive to nurture the genius of all the children who come through our doors, guiding them in the principles of the Montessori approach. In 2008, a group of community activists and parents desired to establish an educational program and began the process of applying for a charter from the DC Public Charter School Board. In 2010, the charter application was approved and the Shining Stars Montessori Academy PCS was established as a unique, culturally empowering, and high-quality Montessori school in the District of Columbia. The Academy served children ages 3-6 in two Primary classrooms and has now expanded to include children ages 6-9 in the Lower Elementary program and also offers a Upper Elementary program. Shining Stars Montessori Academy follows the Montessori belief in the education of the whole child. We maintain that education begins at birth and continues through four subsequent stages (i.e., planes of development), each distinct in terms of characteristics and needs. From birth, the human being is in the process of adaptation to his/her surroundings and is engaged in a unique self-construction of personality. The first two planes of development are encompassed in childhood (birth to 12), during which the child undergoes this process of self-construction through work. The work of the child is done in a scientifically designed and carefully prepared environment. The teacher in the environment (or classroom) works as a guide, linking the child to the materials in the environment.
All of the materials used by the child are specifically designed to facilitate this process of self-construction. The teacher will observe the child s work and make any necessary interventions or adjustments to ensure the child s continuous development and active education. II. GENERAL INFORMATION A. Intent Shining Stars Montessori Academy Public Charter School invites all interested and qualified vendors to submit proposals for the following services for SY 2018-2019. Proposals are due no later than 5 PM, April 16, 2018. This request for proposal is for the purpose of entering into a contract for the provision of security and architectural and design services for Shining Stars Montessori Academy Public Charter School, hereinafter referred to as SSMA. B. Procurement Method Request for Proposal. See section V for award criteria. SSMA will enter into a contract with the successful individual/organization. The school at its sole discretion may select more than one vendor or choose not to adopt a particular agreement. C. Late Proposals Any proposal received after the exact time specified for receipt will not be considered. III. REQUIRED CONTENTS FOR PROPOSALS Guidelines Interested vendors should submit a proposal or agreement including the following: Experience of Key Personnel Highlight any experience with Montessori program Payment and Fee Schedule o The proposal must include a complete fee schedule for the services and o described within the proposal o Each service must have a separate fee submitted Three recommendations/references for service type specified in RFP that has been performed in the last twelve (12) months Form #1: Local, Small, and Disadvantaged Business Enterprise Certificate Form #2: Statement of Organization The agreement (or a link to the agreement if available only online) Any fees or costs associated with the agreement Ideal agreements will include either no termination date or an option to extend and amend the agreement Agreement effective dates should be left to the school s discretion Proposals should include vendor s contact information
By submitting a bid vendors agree to the general conditions statement, attached below IV. PROPOSAL SUBMISSION 1. Proposals are to be submitted electronically via email to procurement@shiningstarspcsorg by April 16, 2018. 2. Proposals must be received by April 16-12:00 pm. The proposal is to be submitted via email with the subject line Shining Stars Montessori Academy PCS- Name of RFP. SSMA reserves the right to reject any or all proposals, if deemed to be in the best interest of the school. To be considered, each firm must submit a complete response to this solicitation including the forms provided. Awards shall be made to the qualified and responsible firm whose proposal is responsive to this solicitation. A responsible firm is one whose professional, financial, technical and other resources indicate an ability to perform the services required by this solicitation. Firms or their authorized representatives are expected to fully inform themselves as to the conditions, requirements and specifications before submitting proposals; failure to do so will be at the firm's own risk and he/she cannot secure relief on the plea of error. V. AWARD CRITERIA It is the intent of SSMA to accept the proposal that is most advantageous to its interests. SSMA reserves the right to amend the contract resulting from this RFP for necessary time constraints and the availability of approved funding. SSMA will use the required contents/guidelines when evaluating the proposal responses.
