Background In 1976, the State of Florida adopted FL Stat. 265.32 which gave each county in the state the authority to create a County Local Art Agency. The purpose of this Agency would include: stimulating awareness of the arts and promoting the development of Florida artists. Since 1984, the United Arts Council has been designated as the Local Arts Agency for Collier County. Programs Programs Arts Outreach Description Long-Term Success Examples of Long-Term Success Target Population 1 Target Population 2 Providing outreach arts programs to at-risk students and senior citizens in Collier County; After-school education in arts and music for at-risk children; Consolidated calendars for all area cultural activities; Grants to area artists and arts groups; Networking support for arts organizations; Cultural Assessment, planning and advocacy; Art/Music insruction to Immokalee, East Naples and Golden Gate; Rural Outreach; Technical Assistance. Expanded outreach cultural enrichment programs in Immokalee as an underserved area of the county has occurred. More than 2,000 underprivileged children received art education from the UAC. We anticipate that in the next 5 years, we will see similar outreach funding opportunities in East Naples and Golden Gate. The program in Immokalee receives partial funding through the Florida Department of Education. This grant has been renewed multiple times due to the urgent need for arts education for underprivileged students. Certified teachers use music, dance and art classes to reward students for good behavior. At-Risk Populations K-12 (5-19 years) 3
Impact Goals What are your organization's long-term strategic goals? The United Arts Council is the Local Arts Agency of Collier County as designated by the Collier County Board of County Commissioners. The organization is much like a "Chamber of Commerce for the Arts." We encourage art and arts education for all. Since at-risk children were not being exposed to the arts, the United Arts Council designed a program in Immokalee which grows larger each year. Our goal is to expand our classes to East Naples and Golden Gate as well as to increase the number of arts-related activities provided in Collier County. Strategies What are the major strategies you will do to accomplish your goals? The United Arts Council has requested funding for an expansion of its arts programs. We also provide classes at The Shelter for Abused Women and Children in East Naples and at Grace Place for Children and Families in Golden Gate. Additionally, in anticipation of funding, we have met with strategic partners including the Marco YMCA, the Collier County Public Schools and the Marco Island Center for the Arts. Capabilities What are your organization s capabilities for doing this? The United Arts Council has been providing art classes to underprivileged children and to seniors for years. We have the certified teachers necessary to teach these at-risk populations. As we are the umbrella agency for the arts in Collier County and work with other arts organizations to prevent duplication. Additionally, our classes for students are routinely reviewed to ensure that they meet the standards for education. Indicators What indicators do you use to measure progress? We will measure success by attendance in classes and will adjust our curriculum if needed. We also ask the teachers to provide a brief assessment on the first and last days of class of each student to ensure that the student learned the curriculum. Also, for our tech-related classes, a final video will be created by the students. Progress What have and haven t you accomplished so far? The UAC's vision is to be the most recognized source for arts services and cultural information and to be the premier provider of arts education for at-risk students and low-income adults. The United Arts Council applied for, and received, a continuation of the Miracle Program grant. This funding allows us to continue our efforts in Immokalee. By providing quality classes in Immokalee with certified instructors, the UAC can design similar programs in East Naples and Golden Gate. 4
