Xavier University Mattingly, Rice, Runyan Memorial JROTC Drill Meet ORDER OF PROCEEDINGS: All Team captains will report to St. Barbara Hall to receive welcome packet and event times NLT 0815 4 FEB 17. Inspection will be the first event starting at 0900. The competition will take place in O Conner Sports center gym and the Armory at Xavier University on Saturday morning 4 February starting at 0900. There will be multiple events going on at the same time, please pay attention to the schedule. The schedule will be made according to your RSVP letter and selected events. If your team fails to report to their scheduled event on time, your team will forfeit that event. At the conclusion of Knockout there will be an awards ceremony in the main gym to present trophies and the crowning of the overall Mattingly, Rice, Runyan Memorial JROTC Drill Team Champion. Approximate time of the awards ceremony will be 1730. N OTE: If you have a unit Guidon you are encouraged to bring it to the competition to identify your unit during the award ceremony. ANNEX I ARMED DRILL COMPETITION INSTRUCTIONS TIME: A schedule of events with coordinating instructions will be provided at the team captain meeting at 0800 at ST Barbara Hall the morning of the event. RULES: a. IDR Platoons must consist of a minimum of 13 cadets including the captain. IDR Squad and exhibition must consist of a minimum of 7 cadets including the captain. b. The competing teams may be all male, all female or coed. UNIFORM - All IDR Teams and Color Guards must wear the ASU Class A or Class B uniform and authorized head gear when competing. NOTE: Only dress uniforms are authorized for the competition, no combat uniforms or civilian cloths will be permitted while competing. CAUTION: Short "cheerleader" type skirts are not permitted. Skirt length must meet the minimum length requirements of uniform regulation in AR 670-1 for skirt length (knee length). c. NOTE: The uniform for IDR Knockout is the ASU Class A or Class B uniform with headgear. There are no exceptions. f. All IDR teams will be armed with demilitarized M-I Garand, or M 1903 Springfield Rifles or approved full weight facsimile rifles or the new Daisy 1903 drill rifles. g. Exhibition teams may use lightweight, facsimile weapons. h. Judging criteria will be based on TC 3-21.5. Drill and Ceremonies dated Jan 2012. i. Team commanders may carry the same rifle as the team or a saber. j. Team commanders may not use cue cards. (All commands must be memorized) k. All Exhibition Teams will have a maximum of nine (9) minutes and a minimum of six (6) minutes to complete their sequence. Penalty points will be assessed for going over 9 minutes or under 6 minutes. I. All Exhibition Drill will be graded on originality, difficulty, precision and variety of movements as well as military bearing. m. Each event category will be judged by the same set of judges. n. Teams are cautioned that the proper cadence for all IDR teams is 120 steps per minute with the only exception being Double Time; which is 180 steps per minute. Please refer to the Head Judges Score Sheet (IDR Platoon and Color Guard) for the Cadence Penalty points.

ANNEX III ARMED IDR PLATOON INSPECTION INSTRUCTIONS PROCEDURES: All Armed IDR Platoons are required to undergo an in-ranks inspection. The inspection will take place at Xavier University Armory on the Drill Floor. Note: It will be clearly marked with a sign outside of the Armory. The Platoon will be formed into (4) four squads for the inspection. Each of the four squads will be inspected by their own Platoon Leader. The inspection process will be overseen by one judge. The platoon doing the inspection will have ten (10) minutes in order to complete their inspection. Once the inspection is completed the Platoon Leader will face the Platoon and file them out of the Drill Floor and march them outside where they will then head down to the Gym in O Conner Sport s Center. The Platoon will wait outside the gym by the double doors until it is their turn to drill. Note: Only one team will be waiting outside the gym at a time. Once the Platoon has completed their drill sequence they need to move back to their dressing room and get ready for the next event of the day. RULES: The IDR In-ranks Inspection will not be a separate category with awards. The inspection score will be a part of the overall score for the overall drill champion.

ANNEX III Armed Inspection Score Card

ANNEX IV COLOR GUARD INSTRUCTIONS DRILL TIMES: A schedule of competition times will be final and sent out about one week to the competition date. RULES: a. Four (4) person Color Guard. (Two flags and two guards) b. Only one Color Guard per Division per school. The Color Guard can consist of all male cadets, al l female cadets or coed. c. Competitors must wear the ASU Class A or Class B uniform designated by their unit. Color Guards will not be inspected. However, 15 penalty points will be assessed if the entire team is not in the same uniform. NOTE: Helmets, Gloves or Ascots are NOT to be worn when competing in this event. 50 Penalty point s will be assessed if a team is wearing any of these items. d. Judging criteria will be based on TC 3-2 1.5. Drill and Ceremonies dated. Jan 201 2. NOTE: Teams are cautioned D.21.to mix exhibition movements with regulation movements. e. The Color Guard Commander may not use cue card s. All commands must be memorized. r. The Color Guard will have a maxi mum of ten (10) minutes to complete the sequence. There is no minimum time limit. g. The prescribed Color Guard Sequence is listed at ANNEX IV h. The total score for your Color Guard will include Drill Performance minus Cadence/Timing penalties if any. Penalty points will be deducted from your overall score only on the Cadence and Penalty section of the Head Judges Score Sheet. 1. Each event (Armed and Unarmed) will be judged by the same judges. J. As in all events, the judges' scoring and decisions are final. k. Teams are cautioned that the proper marching cadence is 120 steps per minute. Please refer to the Cadence/Penalty Section of the Head Judges Score Sheet. Hint: Do not speed up your cadence when you are executing Colors Reverse, Right or Left Wheel. Also make sure you execute Parade Rest properly as well as Eyes Right and Present A rms. (Sec TC 3-2 1.5 Chapter 15).

ANNEX IV Armed Color Guard

ANNEX V ARMED SQUAD EXHIBITION TEAM INSTRUCTIONS PROCEDURES: Drill floor size will be 80 x 80. 1. General a. Each squad will consist of not less than seven (7) members and not more than eleven (11) members, including the squad leader. b. The unit commander may or may not carry a weapon. c. Guidons will not be allowed. 2. Procedure a. This event will be limited only by the ingenuity of the competing teams. b. Each team will begin their sequence centered on the head judge and verbally requesting permission to enter the drill competition, with an appropriate present arms movement. c. The minimum time limit for this event is six (6) minutes and a maximum of ten (10) minutes.

ANNEX V ARMED SQUAD EXHIBITION

ANNEX VI Armed Dual Duet / Individual Exhibition 1. General a. Each school is allowed to enter a maximum of three (3) Individuals and/or three (3) Duet teams. b. Weapons need to have rubber pad on butt stock, and only dress uniforms are authorized. (A Guidon is not considered a weapon). c. If a weapon other than an M-1, M-14, or Springfield rifle is to be used, it must be indicated on the registration form or the individual/duet will not be permitted to enter the respective competition.

ANNEX VII IDR KNOCKOUT INSTRUCTIONS TIME: To be announced. Event will immediately follow the conclusion of all I DR Team competitions. Approximate start time will be 1700 hrs. COMPETITORS: Open to all J ROTC cadets. EVENT: I) IDR Knockout Unarmed RULES: a. Registration fee will be $2.00 per cadet for IDR Knockout b. Commands (both proper and improper) will be given with enough time between commands to al low the judges to evaluate the cadets and Tap Out those not in compliance with the regulation. c. There is no inspection for this event. d. U niform: Cadets will be in dress uniform and must be wearing head gear in order to participate in IDR Knockout. NOTE: If a cadet is not i n a proper uniform or i f he/she is not wearing an approved headgear (i.e. Garrison Ca p or Beret) the cadet will not be allowed to compete in the competition. AW ARDS: The top three Duet teams will receive medals. Trophies will be presented to the top three individual Armed Exhibition competitors.

ANNEX VIII ASSIGNMENT OF CLASSROOMS All schools will have a designated classroom to use for the duration of the Drill Meet. Each school must provide an adult chaperone and/or instructor to be physically present in the room at all times during the day of the meet unless the room is not occupied and locked. If for some reason you will not be able to bring an adult chaperone and/or instructor to supervise the classroom, we will work with you so you will have an area to stage your uniforms and equipment near the drill areas and inside the school building
